Klaich, Chancellor COPY: RE: Review Journal Article An article appeared in yesterday’s RJ. Despite having all of the facts, the reporter provided no context for her story. I believe that context is important. During the course of the SB 391 hearings, Dr. Aims McGuinness of the National Center for Higher Education Management Systems (NCHEMS) appeared and testified before the committee twice. Dr. McGuinness is a nationally recognized expert on community college governance so his appearance before the committee was hardly surprising. During his testimony Dr. McGuinness had the opportunity to hear a statement made by proponents of splitting the community colleges from the NSHE that, “the community colleges were simply not meeting the needs of the local business community.” The implication was that local governance would resolve that issue. NCHEMS was then doing some early work with Burning Glass, a technology that you are aware of as a result of our partnership with DETR to license and deploy the technology in Nevada. Among its capabilities, the Burning Glass technology has the ability to determine if workforce needs are being met. I discussed with NCHEMS if they would be able to determine from hard available data if workforce needs were actually being met as the statement by those who said they were not, was never accompanied by any corroborating examples. They said they could. I asked them to prepare that report for the Clark County area, which was the only area where we had heard this complaint. They did. It indicated that in fact the statement was not correct. A copy of the report is attached. As they completed their work they indicated to me that they had some perceptions about the operations at CSN that they had picked up in connection with their workforce interviews. They asked if I would like them to summarize those perceptions. I asked them to do so.

  • AttheendofMaytheyprovidedmewiththedraftreport(thesamereportdraftreferredtoinyesterdaysarticles).Thetimingofthedeliveryisimportant,asbythattimethecommitteehadvirtuallyfinisheditswork. ThedraftreporthadanumberoffactualerrorsthatIdiscussedwithmycabinetandNCHEMS.Therearecommentsinthereportedemails,whichareunfortunateparticularlywithnocontext.However,theyreflectthekindofbluntdiscussionandcommentthatIencouragemystafftoalwaysgivemewhenconsideringimportantissues.Moreimportantly,thereportdidnotfocusontheoperationsofCSN,whichwasmyrequest.ImadealloftheseissuesknowntoNCHEMS.Asaresulttheypreparedandsubmittedarevisedfinalreport.Thatreportisattached.Pleasereadit.Ratherthanquashanything,thisisareportthatweusedasaroadmapforimplementingasystemwithinasystemforourcommunitycolleges.Iftherearequestionsaboutthereportanditsrecommendations,IwouldwelcomeadiscussionofthereportattheCommunityCollegeCommitteeorthefullBoard.Inadditiontothisreport,NCHEMSdeliveredareportmorefocusedonoperationalissuesatCSNtoDr.Richardsandme.Dr.Richardsprovidedfeedback,andthereporthasservedasthebasisfordiscussionsbetweenusonimprovingoperationsatCSN.ThefinalreportandDr.Richardsresponseisattached.Insum,thereportwasneverquashed.Itwasprepared,deliveredandusedforexactlythepurposeforwhichitwasrequested.
