Let’s find big and good projects for the European urban network. Thematic and geographical

concentration, using convergence criteria, improving regional competitiveness, strong

territorial cooperation and governance as public performance, could be the five main tools for

development of European cities.(CEC, Cohesion policy in Support of Growth and

Jobs 2007-2013.)

1. EU cohesion policy

- EU/DG Regio: State and Regional development programme 2007-2013, 2014-1020, 2021-2027; - lets use those 7-years programming periode also as the spatial planning periode,

- e.g.: (long-term) Strategic spatial plan for Ljubljana up to 2027 …- (mid-term) Implementation land-use plan for Ljubljana: 2020

• Strategic spatial plan (OPN SD)- strategic spatial development document

- long-term plan, (2021-2027)

• Implementation spatial plan (OPN ID)- detailed spatial planning document

- land use plan - mid-term plan (2014-2020)

2. New Spatial plan - process

- 2006 - 2008 – preparation draft Strategic spatial plan and draft Implementation spatial plan

- 2008: public debate, exhibition and presentation to 17 neighbourhood units in the Municiality of Ljubljana, official citizens appeals to both documents,

- 2009/10: analyse of appeals, finalisation of both documents, verification through 27 sectors …

- 5th July 2010: both document passed the City Council …

- Autumn 2010: published in the Official Gazette of thge Republic of Slovenia No.78/2010,

- Autumn 2009 – starting of the 1st phase of construction of a Crystal Palace

- Autumn 2010: Strategic spatial plan (OPN SD) and Implementation spatial plan (OPN ID) adopted

- Autumn/Winter 2010/11: the Šmartinska Partnership Office established

5. Conclusions

• The Municipality of Ljubljana is the public developer and the urban manager

• Urban regeneneration as the town planning principle (PŠ – Ljubljana Docklands)

• Public private partnership (it works … … but only when both, the public side and the private side have strong common problem and strong common objective …)
