School ImprovementStates must determine if

each school and district

make Adequate Yearly Progress (AYP).

School Improvement Year 1School Improvement:

Year 1 Each Title I district must identify for schoolimprovement any Title I school that fails to makeAYP for two consecutive years.

Identification must take place before thebeginning of the school year following the failureto make AYP.

Within 3 months, an identified school mustdevelop a school plan, in consultation withparents, school staff, district, and outside experts.

25

School Improvement Year 2School Improvement:

Year 2

If a school fails to make AYP by the endof the first full year after identification,the district must—

continue to provide technical assistance continue to make public school choice

available make supplemental educational services

available.

26

Corrective Action Year 3Corrective Action

If a school fails to make AYP by the end ofthe second full school year after identification,the district must—continue to make public school choice availablecontinue to make supplemental services availablecontinue technical assistance identify the school for corrective action and take at

least one of the following actions:

27

Possible corrective actionsPossible corrective

actions

Replace school staff relevant to the failure Institute and implement a new curriculumSignificantly decrease management authority

in the schoolAppoint outside experts to advise the schoolExtend school year or school dayRestructure internal organization of the

school.

Restructuring Year 4Restructuring

If a school fails to make AYP after onefull year of corrective action, the districtmust— continue to make public school choice

available continue to make supplemental services

available prepare a plan to restructure the school.

Possible Restructuring actionsRestructuring, continued

By the beginning of the next school year, the district mustimplement one of the following alternative governancearrangements, consistent with State law:Reopen school as a public charter schoolReplace all or most of school staff, including the

principalEnter into a contract with an entity, such as a private

management company, with a demonstrated record ofeffectiveness to operate the school

State takeoverAny other major restructuring of the school’s

governance arrangement.

2. Example of Learning Areaand Classroom Planning

Structured Teacher Planning Time(STPT) as a strategy

One of the variables highly correlated toincreased learner achievement is the amount oftime teachers have to work together to plan forinstruction and solve learner learning problems.

Aligning curriculum to standards, pacing, andinterim assessment are the infrastructure forimprovement, but

The cycle of assessment, analysis, and actionleads to long-term, lasting improvement.

31

… teacher ownership of the learningneeds of learners AND the programmesthe school uses to meet those needs.

It’s all about …

32

STPT has, generally, three steps:

1. Review standards-based assessmentdata (state, district, or classroom);

2. Dig deeper to see patterns andinformative aspects of the data throughcareful analysis, and

3. Plan for action: who needs what, andhow are we going to use our resourcesto provide for needed support.

Assessment, Analysis, Action …

33

Review the alignment to Standards; Analyse data from interim

assessments, district and provincialassessments, and grades;

Discuss the individual progress of yourlearners – what needs they may have;

Review the results from theinterventions you have planned;

Make decisions about curriculum andinstructional materials;

Share teaching strategies that work.

In session throughout the year, you will …

34

Be prepared: have all materialsneeded (data) available to teachers;

Have a clear “product” in mind for themeeting, and state it ahead of time;

Work on one or two topics in depth;

Provide a record of the conclusionsand the “product” for each meeting;

Remember that “forms followsfunction.”

ALWAYSAlways: …

35

Deal with departmental meeting topics,or operational issues not directlyrelated to learner achievement;

Allow the focus to shift from learnerlearning;

Discuss programmes when thepersonnel involved are not present;

Cancel the meeting because ofsomething more important.

NEVERNever: …

36

Review Interim AssessmentResults …

37

Review detail Achievements…

38

Data analysis …If our goal is to move learners from

“Level 1” to “Level 2” and from “Level2” to “Level 3”, and from “Level 3” to“Level 4”, and from “Level 4” to “Level5”, how could data analysis influenceprogrammes and classroom planning?

39

Programme Planning• What resources do you

currently have?

• How could they beused to support aspecific learnerlearning outcomes?

41

• Planning: Determine which learnersneed support in which areas; be asprecise as possible to make theintervention selection more “on target.”

• Accountability: Be sure that resourcesspent on interventions are being usedwell; monitor whether or not learners aremaking substantial growth toward thetarget established.
