The State Significant Development Application 7683 for Tenancy 5 at
the Overseas Passenger Terminal, Circular Quay West, was on public
exhibition from 18th November 2016 to 31st January 2017. A number
of submissions were received during this time. This design report
has been prepared following a detailed review and consultation
process to address the concerns raised in the submissions by the
relevant parties. The previous design report is available upon
request as are the individual submissions which the design report
responds to.

The Overseas Passenger Terminal (OPT) is located along the western
edge of waterfront which frames Sydney Cove, also known as Circular
Quay West, and forms part of the promenade between Circular Quay
station and First Fleet Park to the south, and Campbell’s Cove to
the north. Its geographical location along the water’s edge
provides the structure with a clear, unobstructed view of two of
Sydney’s most recognisable icons, the Sydney Harbour Bridge and the
Sydney Opera House. Its location also borders along the eastern
edge of one of Sydney’s earliest colonial settlement areas, the
Rocks, and today is on the border of a heritage conservation area
which protects this historically significant zone.
The current OPT building is an adaptation of a structure built in
1960, transformed via extensive modifications by Lawrence Nield and
Peter Tonkin, completed for the Bicentennial celebrations in 1988.
Further works including changes to the northern elevation were
completed under the direction of BVN in 1997. In recent years, a
number of significant modifications have been made to facilitate
the substantial increase in passenger ship numbers, including
renewal of retail tenancies and award winning designs for an
extensive renovation of the arrivals hall by JPW, completed in
2015.
As such, the history of the OPT building is the story of
flexibility and sympathetic modification over time, to suit the
evolving requirements of the building as operational and pragmatic
needs evolve.
It is in this spirit that the proposed design works at tenancy 5
have been prepared.

1.3 the overseas passenger terminal today The Overseas Passenger
Terminal is host to both international and domestic cruise ships
and liners. Since the bicentennial millennium upgrades, the
efficiency and capacity of the OPT have been significantly
improved, allowing for an average turn-over of 4,000 passengers
within the course of a single day.
The management of the terminal building and the timetable of
arrivals and departures for cruise ships is managed by the Ports
Authority of New South Wales. There is a strict curfew for large
vessel arrivals and departures currently in place. Between the
hours 07:00-09:30 and 16:00-18:30, large vessels are generally not
permitted to arrive or depart from the OPT terminal, so as not to
affect rush hour wharf traffic in Sydney Harbour and more
specifically, the Circular Quay ferry wharves.
The cruise schedule is readily available online at
www.portauthoritynsw.com. au/cruise/cruise-schedule/. This
information includes the projected arrivals and departures at
Sydney’s two dedicated passenger terminals, the Overseas Passenger
Terminal (OPT) at Circular Quay and the White Bay Cruise Terminal.
The Cruise Schedule also includes other Sydney locations when
appropriate.
The black dots on the calendars below represent days when there is
a cruise ship docked all day at the OPT.

The Charming Squire venue design
The largest James Squire restaurant, bar and micro-brewery
completed is The Charming Squire, opened in September 2014 in
Brisbane’s South Bank entertainment precinct.
The venue is owned and operated by Mantle Group Hospitality and
combines a series of distinctly designed restaurant, bar and
function spaces, contained within a double height fully glazed
venue of 1,500m2 gross floor area.
Key features of the venue include an eight hectolitre
micro-brewery, brewing two beers which are sold exclusively at the
venue, as well as a showcase restaurant kitchen, fully glazed and
visible to customers and passers by.
The Charming Squire’s location in the heart of Brisbane’s South
Bank precinct neighbours the Queensland Performing Arts Centre
(QPAC), the Brisbane Exhibition and Convention Centre, The
Queensland Gallery of Modern Art (GOMA), the Queensland State
Library, the new ABC headquarters, and the gardens and public
spaces of the southern Brisbane River.
The location, in close proximity to Queensland’s leading cultural
venues, is in many ways comparable to the setting at West Circular
Quay with the Opera House, Rocks, and theatres of Millers Point a
short distance away.

The Charming Squire
The Charming Squire is now established as one of the most
successful and popular venues in central Brisbane, attracting
clientele from a wide demographic, and both locals and visitors to
the Queensland capital.
In 2015, its first year of trading, The Charming Squire was awarded
a number of industry and design awards, and was winner of the best
bar presentation at the Queensland hotel industry awards.
Presented by the same team, this proposal aims to replicate the
success of The Charming Squire on one of the most spectacular sites
on Sydney’s foreshore.

Architectural approach
The design of the proposed micro-brewery pod aims to create a
sensitively articulated, subtly elegant and actively engrossing
form, which in conjunction with the existing Overseas Passenger
Terminal (OPT), heralds the entry to Circular Quay and nestles
comfortingly beneath the Harbour Bridge, in the embrace of Sydney’s
most established icons.
Surprisingly given its prominent and scenic location, the precinct
immediately north of the Overseas Passenger Terminal has for
decades been under-utilised. Whilst the site benefits from a
spectacular harbour-side location and proximity to Sydney’s most
celebrated built structures, making it an attractive prospect for
tourists, the Campbell’s Cove area has not been a regular
destination for Sydneysiders. The restaurant offerings within
Campbell’s stores, like the Park Hyatt Hotel beyond, appeal
primarily to the tourist market and lack a distinctive local
character.
In seeking an architectural solution for the design of the new
restaurant and bar, the project team has explored in detail a
number of options with the ambition of transforming tenancy 5 into
an important and much needed new visual focus for Western Circular
Quay, and in doing that, an exciting and reinvigorated destination
for Sydneysiders, as well as visitors to the NSW capital.
The proposed design achieves this in a unique way, by incorporating
a working microbrewery into the external form of the building,
through the addition of a finely detailed, fully glazed elevated
structure, delicately connected to the northern boundary of the OPT
structure. The new addition is open and light in both structure and
aesthetics, redefining the edges of the existing OPT, and
presenting the inner workings of the brewery for all to see - a
brewery pod.
Following detailed exploration of a range of locations, the pod is
proposed at the NW corner of the external lease area, a location
currently occupied by a stand of mature palm trees, and formerly
the location of a two story cantilevered stairway that provided a
pedestrian connection between the upper elevated roadway and
the main quayside below, that was removed during refurbishment
works in 1998.
The pod has been designed as a lightweight raised structure,
located at first floor level and elevated to minimise both spatial
and visual impact on the public domain, maintaining largely
uninterrupted views through from Hickson Road to Circular Quay and
the Opera House.
Softly lit at night, the pod will appear as a lantern, subtly
visible to pedestrians from vantage points around the Quay, as well
as to passengers on the ferries and other aquatic craft.

Sydneysiders and visitors to Campbell’s Cove...
The elevated structure maintains pedestrian views east to the Opera
House, and is visible from vantage points around Circular
Quay

Pod design
The design of the pod has been developed to complement and continue
the tectonic language of Lawrence Nield & Peter Tonkin’s OPT
structure, whilst providing fully transparent weather-protection to
the equipment within.
Expressed structural steel, utilised throughout the construction
and external elevations of the existing terminal with a language of
bolted expressed universal columns and beams, will similarly be
employed for the supporting structural column and slab edge
assemblies. Steelwork will be finished with the same paint system
and dark grey-blue colour to ensure an exact match.
Off-form concrete, used extensively within the terminal
superstructure, will be used in pre-cast form for the elevated
slab, which forms the main deck supporting the brewery equipment.
The slab will be coffered to provide a three dimensional sculptural
appearance when viewed from below. Glazing assemblies will utilise
anti-reflective glass (often used in car showrooms) to minimise
reflection and glare, and increase the visibility of the equipment
within.
In presenting the machinery and workings of the brewery on display
to the public, the pod structure celebrates and references in an
indirect way the historic working harbour, and the many industries
that characterised the Rocks area following European
settlement.
Constructed in this way, the pod is intended to appear as a subtle
beacon, reminding Sydneysiders comfortingly of their place, of
their history, of their home. The structure contributes
symbolically to the forth-coming re-birth of Campbells Cove, and
acts as a visual magnet to attract curious visitors and regulars
alike to a previously underused area of Sydney’s most significant
waterfront.
Counterpoint to a landmark
The softly floating pod, which is elevated, transparent and
carefully articulated to enhance the pedestrian experience below,
has been designed to embrace the uniquely visible location of the
site.
The new pod aims to assist with the reinvigoration of an important
part of Sydney’s foreshore fabric, creating an exquisite jewel like
counterpoint to the landmark at Benelong Point, which is as much
about experience as it is about built form.
At night it will be softly lit, a gently glowing lighthouse, both
instantly recognisable and embedded in its place. The detailing of
the pod connects it visually and physically to the existing OPT in
a measured, subtle way, creating a new focus for Sydney harbour
which is simultaneously understated and intriguing.
Sensitivity to a historic setting
Through the careful integration of the new structure into the
existing built form and surrounding pedestrian precincts, the
proposed pod celebrates both the familiar architecture of the OPT
buildings and the age-old processes of brewery. Completely
permeable at ground level, visitors to the site are afforded a
close-up view of modern industry in a fitting pastiche of past and
present. The complementary structure allows passers by, both on
land and water, a unique glimpse into an honestly articulated
industrial space, a poignant reminder of the industrial heritage of
the area.

The following summarises comments received fro Prof. G.P.Webber’s
Peer review of Application:
1. The proposed alterations to the OPT building are well considered
and acceptable.
2. The activities proposed are appropriate. A restaurant would be
ideal, the considerable increase in size appears acceptable, and
it’s association with a micro-brewery would be a valuable and novel
innovation to revitalize the site.
3. Removal of all trees is not supported, unless the landscape
design at least fully compensates for their loss with other
planting
4. The design of the micro-brewery is elegant but its location as
proposed cannot be supported. An alternative location should be
found. It is critical the structure be: 4.1 Urbane and discreet,
not visually over-assertive 4.2 Integrated with the physical
structure and character of the OPT building. 4.3 Apparent and
accessible to visitors, tourists, customers as an elegant
educational feature. 4.4 Less intrusive in relation to the public

Council comments on New Restaurant & Micro-brewery, File:

If approved, the following conditions are recommended:
New works 1) The proposed micro-brewery pod structure be deleted
from the proposal and alternate locations explored including the
placement of the element wholly within the existing building
envelope. 2) The proposed outdoor seating area located within the
double height space of the existing tower structure is to be
deleted from the proposal and the open character of the tower is to
be retained.
Archaeology 3) If the proposal is approved in its current form,
archaeological test excavation should occur prior to the
commencement of footing and piling works for the micro-brewery. 4)
The testing shall be guided by an appropriate research design,
excavation methodology and be directed by a suitably qualified and
experienced excavation director who fulfils the Heritage Council’s
Excavation Director Criteria for the excavation of state
significant archaeological sites. 5) The testing results shall
guide the next stage of development. Areas of state significant
archaeology and substantially intact archaeological evidence shall
be appropriately managed and avoided wherever possible in the
design. 6) In the event this is not possible in whole or in part,
detailed full archaeological salvage shall be undertaken. This
shall be guided by an appropriate research design, excavation
methodology and be directed by a suitably qualified and experienced
excavation director who fulfils the Heritage Council’s Excavation
Director Criteria for the excavation of state significant
archaeological sites. 7) A final excavation report shall be
prepared within 12 months of the completion of archaeological works
on site. It should also include details of any artefacts recovered,
where they are located and details of their ongoing conservation
and protection in perpetuity by the land owner. Copies shall be
provided to the Department of Planning and Environment, the
Heritage Council and to the Sydney Local studies unit. 8) An
archaeological interpretation strategy shall be prepared by an
interpretation specialist to the satisfaction of the Heritage
Council or its delegate and implemented as part of the proposed
works prior to the issue of the occupation certificate. This
strategy shall include details of the archaeological investigation
of the site and how the results will be incorporated into the
completed development. 9) If the proposal is not approved in its
current form, a reassessment of the archaeological impacts from the
proposal should be completed and additional recommendations made to
ensure archaeological information is appropriately managed.

Siting and Design of the Micro-Brewery Pod
The Department has carefully considered the proposed location of
the micro-brewery pod and in conjunction with the advice provided
by Mr Peter Webber (Attachment B) wishes to advise it would result
in significant visual and heritage impacts. Consideration of a more
appropriate and sympathetic location having regard to visual and
heritage impact is therefore required.
The Department appreciates that an alternative location for the pod
has been presented which has been reviewed by Mr Peter Webber
(Appendix C) and which appears to be a more suitable location.
Although, further consideration should be given to the proposed
alternate siting and of the micro- brewery pod in the RTS having
regard to:
• view impacts, which include a broader range of vantage points and
those within the Sydney Opera House buffer zone; • impacts on the
public domain and landscaping • public access in and around the
site • material selection • access, maintenance and operation
The Department notes that any relocation of the micro-brewery pod
may, depending on its location, require a variation to the SCRA
Scheme. The Department requests that further consideration is also
undertaken in respect of the SCRA Scheme controls and the RTS
include a SCRA Scheme variation, if required.

1. The design has addressed all the key issues raised in my peer
review of 16th January, and resolved basic concerns which
essentially related to view impacts, over-assertive nature of the
brewery component, and landscape.
4. Built Form .The interface of the micro-brewery and the proposed
new balcony of the main building as proposed is not resolved. The
proposed micro-brewery structure and form which is unrelated to the
structure and form of the main building, should read as a
free-standing object, and needs to be physically and visually
separated. There appears to be a number of options to resolve this
concern: two possibilities for consideration are indicated in the
attached indicative diagrams of which the first is preferred: (i)
Reduce width of balcony to allow a separation of the order of at
least 1200mm (ii) Reduce extent of balcony at western end
Conclusion The revisions have addressed all concerns raised in my
original review, but in the amended design the unsatisfactory
interface of the micro-brewery and the main terminal structure must
be resolved before the application could be supported.

Alternative options for partial integration of the proposed
micro-brewery pod were carried out at the request of Prof. Peter
Webber. The options considered design, engineering, structural and
operational impacts of a partially integrated form, as indicated in
the indicative scheme indicated by a hand sketch in Prof.
G.P.Webber’s Peer Review of Application dated 22nd December
2016.
Structural and design implications of the 65sqm enclosed structure
were evaluated in detail with project engineers TTW. The proposal
were considered to be architecturally inappropriate due to complex
engineering challenges of integrating the new structure with that
of the existing building, resulting in highly complex engineering
solutions that will require extensive modification to the existing
structure - one of the primary architectural features of the
existing OPT building, as well as complicating the legibility of
the existing form, and angled plan geometry of the existing
structure.

The design proposes sympathetic changes to the interior and
exterior form of Tenancy 5, to suit the functional needs of a high
quality food and beverage operator, with the aim of maximizing the
commercial viability of the site, and creating an exciting new
destination that will contribute significantly to the planned
revitilisation of the Campbells Cove precinct.
Planned changes are summarised as follows:
Egress changes Internal building egress stairs are adjusted to meet
the requirements of the NCC to suit the forecasted increased
patronage.
Façade glazing changes The proposal incorporates new facade
openings to ground and first floor.
The proposed openings include large format overhead door openings
to maximize the spatial connection between indoor and outdoor
spaces, along with conventional side hung access doors. New glazing
will be constructed to complement existing glazing in the building
with horizontal format metal frames, finished to match existing
steelwork and aluminium colours. All external materials, colours
and textures will match or complement the existing materials used
at the OPT.

Balconies The proposal includes the following building works to
enable patrons to access external space at the first floor:
Removal of north facing suspended steel and glass awning.
Construction of a new north facing balcony constructed in expressed
structural steel and concrete Construction of a new balcony deck
within the open form of the north eastern primary tower. The deck
will occupy the same plan position as the enclosed NE dining area
at Quay restaurant at tenancy above, but as an open (rather than
glass enclosed) space.
Construction of a narrow additional raised deck to the east
elevation. The proposed 2.4m width of the deck is planned to allow
continued operation of the service gantries to access visiting
passenger ships.
Construction and detailing of the new decks is proposed to
accurately match the balcony and balustrade details of the original
building. An additional frameless glass screen will be positioned
behind the steel rails for compliance with NCC safety
requirements.
Security Security gates are incorporated within the proposal, to
limit access to the new circular and eastern decks during passenger
ship visits, following consultation with PANSW. Materials and
finishes will match or compliment existing materials.
Consruction of new glazed awning above Level 02 northern balcony.
Construction, detailing, materials and finishes of new awning to
match and / or complement original building. The awning extent
matches the footprint of the balcony below it.
