Patrol Requirements

Observation PatrolFor 2015-16 an observation patrol shall consist of at least two “Core” members comprising:• Two proficient Members holding the SLSA

Bronze Medallion / Certificate II in Public Safety (Aquatic Rescue);

• One of these being a proficient Member hold-ing the Advanced Resuscitation Technique Certificate

It is always recommended that at least one patrol member be over the age of 18.

Full PatrolAll patrols shall consist of at least four “Core” proficient members comprising:• Three proficient Members holding the SLSA

Bronze Medallion / Certificate II in Public Safety (Aquatic Rescue); and

• One other proficient patrolling award holder (awards allowed are Radio Operator Certificate, Apply (Senior) First Aid Certificate, Spinal Management Certificate, Surf Rescue Certificate, Basic Beach Management, Advanced Resuscitation Technique Certificate

LSV COMMS WILL BE MANNED (during Patrol Season period)

State Emergency Management Officer (SEMO) will notify Director of Lifesaving Services

SEMO to SMS all Regional Officers (RO’s) and advise them to ensure Clubs/ Services in their Region are aware of increased fire danger/heatwave conditions

RO’s to ensure that Club’s / Services: On Patrol Days will have sufficient manpower and resources. On non Patrol Days, consideration for operating extra lifesaving

services for the Public. Advise LSV Comms at Sign On / Sign Off. Consider possible power outages and road closures

which may effect delivery of lifesaving services. Clubs with DHS Wildfire Kits to ensure Patrol Captain

knows their purpose and can access if required.

During Code Red (Catastrophic) Days, Clubs in particular those listed below should advise their members to leave the night before if they believe that their location

is unsafe or if there are fire threats to their area.

If they choose to remain in the area to offer a lifesaving service, then they MUST have easy and ready access to a designated Neighbourhood Safer Place, which is in their immediate area.

If a fire threat occurs when the beach is patrolled, the Patrol Captain / Senior Lifeguard

should consider closing the Beach (and advise the Public if doing so) and advise members and the public of the location of the Neighbourhood Safer Place.

Clubs must pre-warn LSV Comms if there will be no or limited

lifesaving services at these locations, or to update them on events.

The State Government has listed 52 towns most at risk from wildfire and those above are ones that include LSV services. At this stage Council have only had to develop ‘Township Protection Plans’ and Neighbourhood Safer Places for the 52 at risk towns, which is why only those LSV services listed above are included.

FIRE DANGEREvery day during the fire season the Bureau of Meteorology (BOM) forecasts an outlook of the Fire Danger Index (FDI) by considering the predicted weather including: temperature, relative humidity, wind speed and dryness of vegetation. The Fire Danger Rating for each weather district is determined by the BOM in consultation with the fire agencies. Each of the Fire Danger Ratings has recommended actions you should follow.

Conduct Operational Debrief and assist Club to gather information needed for prompt completion of Incident Report Form and Surfguard’s Incident Report Database.

Provide LSV Critical Incident Information brochures to all members and highlight Lifeline Service.

Advise that LSV Stress Management Personnel can be accessed via 13 SURF number.

CRITICAL INCIDENT CLOSURE

Regional Officer advises LSV Comms when Operational Debrief complete.

Regional Officer gives site report to Director Lifesaving Services.

◊ Membership & Leadership Development Handbook Each year, the M&LD Handbook is updated and provides a ‘one stop shop’ for everything youth related for the current season.

◊ Life Saving Victoria Pathways The Life Saving Victoria Pathways guide has been developed to assist and support LSV members to choose their development and training path ways at the club, state and national level. The document contains useful information on suggested learning pathways. These pathways are not intended to be compulsory, but to be used as a guide for members as they progress through the different aspects of lifesaving in Victoria.

◊ Recruitment & Retention Guide The Recruitment and Retention Guide is a resource developed for clubs to assist in boosting Membership numbers through the recruitment of new members. The guide and the resources linked throughout the document, can be found below.

◊ YIPs Resources YIPs is a member retention program used to reward club members in the 14-17 year age group for the fantastic work they do around their club. A YIPs Handbook, entry level resources and bronze/silver/gold rewards are available to order for your YIPs participants.

Nipper Resources

◊ Nipper Planning Guide The Nippers Planning Guide takes into account the diversity of Surf Education programs across Victoria, and includes information relating to structuring a nippers program, coordinating and managing a nipper’s workforce, tips for getting volunteers involved and considerations for programming the sessions. In addition to this, the guide is supplemented with practical resources as listed below. This guide is intended to be a complementary resource to the SLSA Junior Development Resource (JDR).

◊ Junior Evaluations and Surf Education Requirements 2015/16

◊ Risk Assessment For all aquatic activities, a pre-activity risk check should be conducted by the Water Safety Supervisor in conjunction with the Patrol Captain or Lifeguard. Life Saving Victoria recommends that all clubs keep a conditions folder that contains all risk assessment documentation for a minimum of five years. This also includes risk assessments that are completed using the Water Safety Risk Mobile App. These Assessments must be emailed to the relevant person or club and printed out at the completion of the session.

◊ Junior Development Resource Kit The Junior Development Resource Kit contains all the lesson plans and instructions for Age Managers on how to run your Nippers sessions. To purchase a set for your club please download the following form and return to the Membership & Leadership Development department.

◊ Age Manager Plastic Cards The Age Manager Plastic cards consist of 10 double sided plastic cards on a lanyard with whistle designed to assist Age Manager’s on the beach with practical lifesaving information. To purchase sets of these cards please download the following form and return to the Membership & Leadership Development Department.

◊ Junior Development Program Certificates These Surf Education Certificates are used to signify the completion of the completed age group level of the Junior Development Program. To purchase a stock of certificates for your club please download the following form and return to the Membership & Leadership Development department. ◊ SLSA Junior Coaching Skills DVD The Junior Coaching Skills DVD supports the skill development of our junior members through the demonstration and instruction of various skills including board, surf swimming, beach sprinting, flags and R&R. This DVD is for anyone involved in delivering Junior Activities and can be purchased for $5.00.

◊ Parent Engagement Presentation The Parent Engagement Presentation is a template clubs are encouraged to use to inform and educate Nipper Parents, with specific information on the Surf Education Program as well as volunteering opportunities available within the Club. For example being an: Age Manager, Official, Parent Helper and the possibility of them acquiring their Bronze Medallion. ◊ Age Managers Certification Form

◊ Age Managers Re-Licence Form The Age Managers Re-Licence Form must be completed when an Age Managers Award is about to expire. The award is valid for 5 years and the re-license form must be endorsed by the clubs junior coordinator. ◊ Age Managers Recordsheets ◊ Age Managers Worksheets

◊ Sun Safety & Heat Illness Information Resources SunSmart, SmartPlay, Cancer Council Victoria and the Victorian Government have developed resources to help clubs spread the message of sun and heat safety whilst participating in sport/outdoor activities. ◊ Junior Parent Handbook

Youth Involvement Program (YIPs)

Retention of members aged 14-17 years in lifesaving seems to be a difficult task for Life Saving Clubs across Victoria. The Youth Involvement Program (YIPs) aims to overcome this retention issue and help develop and engage our young members.

YIPs was originally designed by the Anglesea Surf Lifesaving Club in 2002. After great success the program has been adopted by Life Saving Victoria and many other clubs across Australia.

Over the past season we have seen hundreds of Victoria’s youth start their involvement in YIPs. In simple terms the YIPs program will reward young members for all the good work they do at your club. Participants can get points for patrols, water safety, organising club functions, mentoring, training and assessing just to name a few areas.

Once enrolled, participants can make their way through the bronze, silver and gold levels of the program. Each level requires the participants to achieve a basic number of points and then they will be rewarded with achieving the level. Participants will be rewarded for their involvement in the following activities:

• Patrolling• Competition• Club Activities or Fundraisers• Coaching & Officiating• Mentoring & Assisting with Junior Programs

Other activities associated with your club can be used to gather points. The program’s flexibility allows for YIPs Coordinators to create points opportunities to all involved specific to their strengths and skills.

YIPs Handbook

The YIPs Handbook outlines all of the program requirements and will assist clubs in setting up YIPs for their members.This guide outlines:

• A step by step process of setting up YIPs• Requirements for running the program• Job descriptions for program Mentors• Examples of letters, articles and other promotional materials • Registration and ordering forms

Female Leadership Network

With female representation in Victoria, now over 50% and climbing, females are an integral part of the past, present and future of the lifesaving movement. We celebrate the many roles and facets that females contribute, pay tribute to the exceptional role of our female volunteers and acknowledge the opportunity that lifesaving brings for females to be active, participate, develop and lead.

This initiative is something the organisation deems as extremely important part of the future development of our female members and staff. This is another step forward for the lifesaving movement in ensuring that females have the skills, confidence and support to fulfil their future lifesaving and professional ambitions. Moreover to share experiences, inspire and be inspired.

The LSV Female Leadership Network (FLN) is open to all Females 18+ within the movement including staff and volunteers members from all roles and facets that have a genuine interest in networking, personal growth and professional development.

The objectives of the network are:• to enhance the development of our female leaders and our future leaders• create an environment that encourages socialisation and positive relationships between female participants• encourage further involvement and opportunities for females in the lifesaving movement• develop leadership skills through a variety of activities, keynote speakers and networking events• provide the opportunity to develop new networks within lifesaving• provide the opportunity to develop broader professional networks that extend beyond lifesaving and into professional industries and everyday life• partner with other areas of lifesaving to encourage collaboration across all areas of the movement• provide mentoring opportunities to female leaders within lifesaving

Member Protection

Member Protection Policy

The Member Protection Policy (“policy”) aims to assist SLSA to uphold its core values and create a safe, fair and inclusive environment for everyone associated with our organisation. It sets out our commitment to ensure that every person involved in our organisation is treated with respect and dignity and protected from discrimination, harassment and abuse. It also ensures that everyone involved in our organisation is aware of their legal and ethical rights and responsibilities, as well as the standards of behaviour expected of them.

The policy attachments describe the practical steps we will take to eliminate discrimination, harassment, child abuse and other forms of inappropriate behaviour from our activities.

Grievance Procedure

This procedure explains what to do if you have a grievance about anything to do with Surf Life Saving. A grievance means any type of problem, concern or complaint about your involvement or the environment you are involved in. For example, you could have a grievance about:

• Development and training availability;• How an issues has been handled• The club environment;• Safety in the workplace;• The treatment by an official or officer• Discrimination; or• Harassment.

SLSA recognises you can’t do a good job or be fully productive, if you feel other members or officers or anyone else at the organisation is treating you unfairly, discriminating against you or harassing you.

WHAT TO DO IF YOU HAVE A DISPUTE WITH ANOTHER MEMBER/CLUB

STEP 1A:Try to sort it out yourself with the person or people involved, if you can. Sometimes people didn’t mean to do what they did, and the matter can be sorted out by a simple explanation or apology. You should approach the person or people involved as soon as possible, if you can.

STEP 1B:If you aren’t sure how to handle the problem yourself, speak to a club official for advice and support.

STEP 2:If you have tried to handle the matter within your club and the matter is not resolved, please email memberprotection@lsv.com.au for advice and support on next steps.

Working With Children Checks

Why is keeping children safe so important?

Life Saving Victoria is committed to the health, safety and wellbeing of all its members and is dedicated to providing a best practise approach to ensure a safe environment for those participating in lifesaving activities.

Life Saving Victoria is a unique organisation that has multiple purposes including community service, sporting, education and leadership opportunities and programs. Each of these individual aspects inter-relate with each other. It is due to the multifaceted nature of Life Saving Victoria, that members 18 years of age and over interact with children across a broad spectrum of activities, that this policy must be broadly applied.

As such, any person 18 years and over, in a voluntary or salaried position, who works with person’s under 18 years of age in any capacity is required to have a valid Working with Children Check registered to Life Saving Victoria and their Life Saving Club. The Department of Justice WWC Check website defines the requirement as “Contact that is not incidental to but normally part of providing a service or activity for children” (viewed 1 December 2013, www.workingwithchildren.vic.gov.au)

The following matrix illustrates the nature whereby Members 18 years and over require a WWC Check.

Clarification regarding persons exempt under the Act - Police Officers and VIT registered teachers

The Working with Children Act 2005 provides for exemptions to Police Officers and VIT registered teachers. Life Saving Victoria requires these members to have a WWC Check - despite their exemption under the Act.

Why - Without undertaking a WWC Check there is no link between your profession as a teacher, Department of Justice employee and any volunteer organisation in which you participate. If you breach any laws (relevant to this check e.g. sexual misconduct) in the capacity of a teacher or Police Officer, Life Saving Victoria will have no way of being informed of such charges.

The WWC Check creates that vital link to ensure any alleged breaches can be picked up by the Department of Justice who then reviews and if deemed appropriate informs all relevant voluntary organisations.

A WWC Check will consider offences of a sexual, violent and drug related nature. The check includes:

• National criminal record check for relevant convictions, findings of guilt and relevant pending charges• A review of relevant findings from prescribed professional disciplinary bodies (currently only the Victorian Institute of Teaching)

There is no difference between a volunteer and employee check except the cost. A ‘volunteer’ WWC Check is free however an ‘employee’ WWC Check requires payment.

Please note: a Volunteer WWC Check cannot be used for employment purposes. However you can add volunteer organisations to an Employee WWC Check.

If my lifesaving activities involve my own child, why can’t I be exempt?

The legislation does provide certain exemptions from obtaining the check. However given the broad nature of Life Saving Victoria’s activities, it would be almost impossible to apply the exemptions.

Our clubs provide a broad range of activities from patrolling to competition. Many of these activities involve the same members who may be exempt from some activities but not others. For example a mother could be her child’s Age Manager (an activity directly involving her as a parent) but also a patrol captain (an activity where her child is not involved). Therefore to ensure our members are operating within the legal framework, it is compulsory that all members 18 years and older that fall under the definition of the WWC Check website (as above) complete a WWC Check.

Volunteer Training

Introduction

Life Saving Victoria offers members the opportunity to achieve beach patrolling qualifications via courses conducted by club trainers and assessors.

As Life Saving Victoria (LSV) is a registered training organisation (RTO 21799) regulated by the Victorian Registration and Qualifications Authority (VRQA) to deliver vocational education and training services throughout the state of Victoria. We are recognised as a provider of quality assured and nationally accredited qualifications and as a result our qualifications are recognised in external organisations and other States in Australia.

SOP 10.2 Trainer and Assessor Endorsement

Purpose• To ensure that all trainers and assessors are appropriately endorsed• To maintain standards across the organisation • To ensure consistent practice occurs when training and assessing members who to achieving awards across the organisation• To outline the minimum requirements to becoming a trainer or and assessor

ScopeThis procedure applies to all members who wish to become a trainer or an assessor

ProceduresTo become a Training Officer a member must:

• Complete the Training Officer course or demonstrate sufficient prior knowledge/recognition of prior learning• Complete a training session under supervision of an accredited trainer.• Record and submit a signed training evidence form following the session• This process is repeated for each award the trainer wishes to conduct.• Complete appropriate Training forms as requested by LSV

SOP 10.3 Pre Course Requirements

PurposeTo outline all processes that requires completion prior to the commencement of a Training course at a Life Saving Victoria affiliated organisation.

ScopeAll Trainers, Assessors, Chief Instructors and Club Administrators who actively take part in coordinating or scheduling Training qualifications at a club.

ProceduresIt is the responsibility of each club to ensure the following procedures are abided by prior to the commencement of a Training Course or Program. The following provides guidance when scheduling a course for members at your club.

• Schedule a Course Date;• Trainers and Assessors must be qualified in the award being conducted. (If additional trainers and/or assessors are required, contact your District Officer or Life Saving Victoria);• Advise your District Officer that a training program is scheduled. SOP 10.6 Assessment Procedures and Expectations

PurposeTo ensure assessment guidelines support professionally responsible and ethical assessment practices.

ScopeTo assist Trainers, Assessors and Facilitators conduct appropriate assessments in accordance to and outlined by Life Saving Victoria.

ProceduresAscertain, confirm and respect the various needs and requirements of the people being assessed, the specific needs of the local organization/s and/or business sector. Establish likely forms of conflict of interest in the examination procedure and/or outcomes, and arrange for appropriate referrals. Make sure to avoid any form of intimidation through the evaluation process and during the review and reporting of the examination outcomes. Protect the rights of the candidate being examined throughout the evaluation process.

• Assessment procedures are fully explained to participants prior to any assessment being conducted. Provide alternative assessment methods, if required.• Prior to the commencement of any assessment participants advise the assessor of their readiness to commence. • Participants are informed of all opportunities to be re-assessed if deemed unsuccessful. • Opportunities for Recognition (recognition of prior learning/recognition of current competence and credit transfer) are discussed. Refer to SOP 10.9 – Recognition of Prior Learning and Credit Transfer.• The assessment requirements of the unit(s) of competence/module(s) are outlined within the Assessment portfolio, and any particular arrangements for the workplace/training environment are arranged. • All evidence-gathering methods remain reliable, flexible, fair and valid. • As assessments are undertaken, LSV trainers/assessors record individual participant assessment results. Sample copies of the assessment instrument are kept by the trainer/assessor. • Post-assessment guidance is always available to participants.• A fair and impartial appeals process is always available refer to the SOP 10.8 – Grievance of Training and Assessment.• Ensuring ratios for water components are adhered to and referred to SOP Water Safety Ratio.

SOP 10.7 Assessment Evidence

PurposeThis document outlines all the compulsory Training and Assessment evidence required to ensure efficient processing of award once finalised.

ScopeAll Trainers, Assessors, chief instructors, club administrators, District Officers and members involved in conducting Training and Assessment at a Club.

ProceduresThe below Training and Assessment evidence requirements relate to current standards as set out by VRQA

1. Course Enrolment Form: Prior to the commencement of a course ensure all attendees complete and sign the Course Enrolment Form and understand the VET Code of Practice attached to the form.

2. Attendance Sheet: At the commencement of each course an Attendance Sheet requires completion. This form must include the participants name, participant’s initials each day the course is conducted and the participant’s signature.

3. Assessment Portfolio: An Assessment Portfolio must be completed for courses which include a theory examination. Answers to all examination questions must be completed in the Assessment Portfolio. The Assessor must mark the examination and sign the assessment portfolio indicating the portfolio has been assessed. All Assessment procedures are outlined in the Assessment Portfolio and must be abided by.

4. Assessment Checklist: The practical Assessment Checklist includes practical assessment items of an award. The Members who are participating must be included on the Checklist, the Assessor must conduct the assessment and tick each assessment and sign as required.

Purpose• To ensure all patrolling lifesavers are proficient and display a full knowledge and understanding of the patrol award criteria for which they are being assessed.• Maintain the standards of knowledge and expertise of lifesavers.• Satisfy legal and statutory requirements.• Reinforce and maintain our service commitment to the bathing and beach going public.

ScopeAll lifesaving members who wish to actively take part in patrol duties or compete in competitions at a State or National level.

Procedures• All active patrol members are required to complete the annual skills maintenance (requal) assessments to maintain proficiency.• Annual Skills Maintenance must be completed for the following awards:

» Bronze Medallion » IRB Crew » IRB Drivers » Advanced Resuscitation Techniques » Spinal Management » RWC » Gold Medallion

• Members are to present themselves on the day stipulated for their Club’s annual skills maintenance (requal) assessments.• Members should complete their annual skills maintenance (requal) by attending their Club’s advertised dates. If circumstances dictate that a member must complete skills maintenance away from his or her home district, they must seek permission from the District Officer responsible for the district in which he or she proposes to complete the skills maintenance session (requal). Such permission shall not be unreasonably withheld. Members should refer to LSV’s Annual Skills Maintenance Handbook and associated resources for current requirements.• All patrolling members should have completed relevant skills maintenance (requal) on or before 31 December each year if they wish to compete in lifesaving events. Members are still able to complete a Skills Maintenance after this date, however they cannot utilize that skill following the expiry until they complete the skills maintenance.

SOP 10.10 Annual Skills Maintenance• A proficiency obtained on, or after 1 July shall be valid until 31 December the following year when the same conditions shall apply. Proficiencies gained on or prior to 30 June shall be valid until 31 December of the same year.• Although valid until 31 December, clubs should attempt to have as many members proficient as early as possible in the season.• Annual Skills Maintenance will be conducted as per individual District programs or as requested by clubs to individual District Officers, using the correct procedures.• A member may be requested at any time during the season to complete an additional proficiency check by the Club or a District Officer (or their nominated representative). A member who fails a proficiency check at any time during the season is deemed to be non-proficient until such time as another proficiency check is completed successfully. While not proficient, this member cannot participate in patrol activities relating to the award they are not proficient in. Where proficiency in an award is a requirement to compete in an event, the non-proficient member will also be ineligible to compete.

Aquatic Activity Risk Check and Management

It is expected that an Aquatic Activity Risk Check and Management assessment is conducted prior to any Aquatic based activity. This assessment identifies/records plausible risks associated in conducting aquatic based Training activities.

The Aquatic Risk assessment maybe completed by a Club delegate i.e. Trainer/Assessor in Charge or Water Safety Supervisor and completed via the SLSA online app or the Aquatic Activity Risk Check and Management Form located on LSV’s webpage (Club training – Resources – Evidence Forms). Alternatively if your club is actively recording a Risk Assessment, please continue your club process.

Once an Aquatic Risk Assessment has been completed, please ensure all evidence has been filed at the clubhouse for future reference.

SLSA Policy - Competition Eligibility

SUMMARYSurf Life Saving Australia (SLSA) competition is for registered, qualified and proficient members of surf lifesaving clubs who have fulfilled their club, patrol, financial and other membership obligations.

All members who wish to compete at any SLSA competition must be registered, proficient and carry out required patrol duties, in accordance with the proficiency and patrol hour requirements detailed in this policy.

This policy covers all SLSA competition, including, but not limited to a competition which is referred to as a carnival, display, interclub, or championship, and irrespective of when such a competition is held.

Where the policy specifically refers to a “Championship” competition, it includes Regional, Branch, State and Australian Championships for all competition including Open, Age, Masters, Pool, IRB, Endurance and all other competitions deemed to be a Regional, Branch, State or Australian championship. It also includes ILS and ILS member country Championships.

ELIGIBILITY TO COMPETETo be eligible to compete in any SLSA competition or to receive endorsement to enter ILS or ILS member competition, a SLSA member must:

• Be a registered and current financial member of SLSA.• Be the holder of the appropriate SLSA award relevant to the age category as detailed in the latest version of the Surf Sports Manual or hold the equivalent overseas ILS member country award.• Is SLSA proficient as prescribed for the relevant SLSA Award required for competition eligibility.• Be eligible under the necessary age category.• In relation to championship competition, have met their patrol commitments as detailed in this policy and met all their Club, Branch and State Centre requirements.

• Not be in default with their Club, Branch, State Centre or SLSA (or overseas ILS member associations) in relation to their service, financial or discipline obligations.• Have met any other competition eligibility qualification requirements for specific events e.g. IRB, Surf Boat (sweep), Patrol Competition, First Aid.

NOTE: This policy refers to various positions held within SLS such as Director of Lifesaving, Director of Surf Sports etc.

It is recognised that some Clubs, Branches and States (and in some cases at a National level), may use a different term to describe the principal office bearer responsible for Lifesaving or Surf Sports within that Club, Branch, State or at a National level e.g. Chair of the Lifesaving Committee, Surf Sports Manager etc.

Where the term Director of Lifesaving, Director of Surf Sports etc. is used, it refers to the principal person responsible for Lifesaving or Surf Sports as applicable.

1. ALL COMPETITORS MUST BE PROFICIENT

1.1 All continuing members from the Under 15 up to and including Masters age categories who wish to compete at any SLSA competition are required to undertake the SLSA Proficiency Test relative to their Award by 31 December each year (31 July in the Northern Territory). With the approval of SLSA, this date or similar may also apply to areas of Northern Australia outside of NT.

1.2 Members who are not proficient as at 31 December are not permitted to patrol, or compete in any SLSA competition, until they have obtained the required proficiency.

1.3 In relation to eligibility to compete, the date of proficiency must be prior to the close of entries for the event that the memberwishes to compete.

1.4 Any member completing their proficiency after 31 December each season shall be eligible to patrol but shall not be permitted to participate in any SLSA Championship competition until 1 July later in that year except where exceptional circumstances prevented the member from completing their proficiency by the cut off (31 December).

NOTE: this exceptional circumstance must be validated and endorsed by the relevant State/Territory Director of Lifesaving.

1.5 A member completing their proficiency after 31 December will be eligible to compete in interclub competition (nonchampionship).

1.6 Those members gaining their Surf Rescue Certificate or Bronze Medallion in the period from 1 June of the preceding year will be considered as satisfying the proficiency requirements for entry to competition.

1.7 New members who gain their respective award (or proficiency in the case of recognition of an ILS overseas equivalent member country award), after the closing date of entries for a championship, are not permitted entry to that competition.

1.8 Proficient age group members, who gain their Surf Rescue Certificate or proficient Surf Rescue Certificate Members who gain their Bronze Medallion after the close of entries of a championship, are considered as continuing members, not new members, and therefore may be entered as a late entry into competition.

1.9 Non proficient age group members, who gain their Surf Rescue Certificate or non-proficient Surf Rescue Certificate Members who gain their Bronze Medallion after the close of entries of a championship, are not eligible late entry into that competition.

1.10 Proficient award holders (other than Age Group members, Surf Rescue Certificate and Bronze Medallion) who gain their Surf Rescue Certificate or Bronze Medallion after the closing date of entries of a championship are not permitted late entry to that competition.

2. PATROL REQUIREMENTS FOR ALL COMPETITORS

2.1 All members who wish to compete in any SLSA championship competition must fulfil their patrol hour requirements detailed in this policy. Patrols are as defined in each State and Territory Lifesaving agreements

2.2 Note that participation in non-championship competition may also require a patrol hour entry requirement.

2.3 Under no circumstance shall any member be granted patrol or Club duty exemptions solely upon, or for, competition reasons.

2.4 The patrol hour requirement does not apply to Surf Rescue Certificate members wishing to compete in Junior Activities events (under 14 competitions or events).

2.5 Further, to be eligible to participate in competition, members must also adhere to any additional patrol obligations as required by their Club (as per the Club’s constitution, regulations and/or rules).

2.6 Members and Clubs must refer to the individual carnival bulletin entry requirements (if any) for competition and championship patrol hour entry requirements.

3. PERSONAL PATROL HOURS

3.1 For all Active and Under 15 members and any other categories of membership not mentioned, the minimum number of personal patrol hours required for the period of 1 January to 31 December of the preceding year of any SLSAChampionship shall be: a) NSW and QLD 25 hours b) Victoria, Tasmania, South Australia, Western Australia, Northern Territory 16 hours

3.2 For Reserve Active members, the minimum number of personal patrol hours required for the period of 1st January to 31st December of the preceding year of any SLSA Championship shall be: a) NSW and QLD 12 hours b) Victoria, Tasmania, South Australia, Western Australia, Northern Territory 8 hours

3.3 New members joining an SLSA club on or after 1 January, and prior to the closing date of entries in that year must fulfill new member requirements (patrol hours) which have been set at a minimum of four (4) hours. In addition, newmembers must also adhere to any additional obligations as required by their Club.

3.4 The personal patrol hour obligations of new members joining after January 1 and before December 31 of the preceding year shall require completion of their hours on a proportionate basis (refer table 1) from that calendar year from when they have obtained their award/become proficient (as applicable).

3.5 The minimum patrol hour requirement for a new member, a member rejoining a club (was not a member of SLSA between 1 October to 30 September of the previous season), or a member returning after a leave of absence must not be less than 4 hours before the close of entries for the competition the member wishes to enter.

NOTE: For a leave of absence to be recognised in relation to this policy, it must be constituted by the member’s club, and the individuals who meet the leave of absence criteria should be noted in club minutes and endorsed by the respective Branch/State centre by 31 December each year.

3.6 SLSA reserves the right to select members from some or all entries, and to ask the respective State Centre to examine the eligibility of these members.

3.7 Where clubs consider their members are disadvantaged by the minimum patrol requirements in this policy, they may make an application for a variation to the patrol hour requirement through their respective Branch and/or State Centre. This application must be on an annual basis.

3.8 Hours shall only be calculated from the following: a) Rostered patrols (as detailed in state and territory lifesaving agreements); b) Substitute patrols (hours will be credited to the member who has actually undertook the patrol - NOT the member for whom the substitution was done); c) Make up patrols for approved absences as determined by the Club to cover illness, study, competition etc.; d) Voluntary patrols for SLSA approved Support Operations e.g. Helicopter, Jet Rescue Boats, Offshore Rescue Boats, Rescue Water Craft, SurfCom Communication Centres; e) Duty Officers from the time that they are tasked to an incident and when at the scene of an incident for which they have been tasked, and which they are actively monitoring/supervising. f) Water Safety for Junior Activities (not including Surf Sports training); g) Water Safety at both open/senior and junior SLS surf sport carnivals; NOTE: Personal hours for water safety (open/senior and junior carnivals) can only be counted if the member is signed on and completes rostered water safety activities. h) State sanctioned special events and commercial water safety (fee for service): for sanctioned events (e.g. ocean swims and paddle races) and water safety provided under a commercial agreement (including donations to a club or service) that have the endorsement of State/Territory Director of Lifesaving.

Exclusions: Hours cannot be calculated from: i) Penalty patrol hours j) Personal Coaching: refers to instances where a coach (paid or unpaid) provides specific tuition in aquatic skills to individual members or a select group of members; k) Training squads (Surf Sports or other): refers to a group of selected members who are being trained by a coach (paid or unpaid). l) State sanctioned special events and commercial water safety (fee for service): for sanctioned events (e.g. ocean swims and paddle races) and water safety provided under a commercial agreement where individual member(s) receives remuneration. m) Surf Sport Official roles e.g. sectional referee, judging in a boat/ elevated platform n) Members employed as lifeguards, helicopter crew or beach inspectors: are not exempt from fulfilling personal voluntary patrol hour obligations.

3.9 All patrol hours must be recorded in the patrol or service logbook and entered in SurfGuard.

NOTE: Clubs may record directly into SurfGuard with the permission of the relevant State.

3.10 A member will be credited with and recognised for all beach patrol hours completed irrespective of where those hours were completed. The practical aspect of this is that a member may patrol for one SLSA club and compete for a different SLSA club. Providing that they are not in breach of their financial and club obligations, or patrol hour requirements, at either club, they will be eligible to compete.

3.11 Any member who is a member of more than one SLSA club shall be entitled to compete in intra club events of all such clubs of which they are a member.

Default hours3.12 A member’s patrol default hours and/or missed patrols will be dealt with entirely by the member’s Club(s) - when a person is a member of more than one Club.If the member’s Club believes that the member has fulfilled his/her patrol obligations, then, subject to the minimum number of patrol hours being completed (as per 3.4 Table 1 or 3.5), and all other requirements as set out in this policy being met for the member’s Club(s), then that member will be able to compete.

3.13 SLSA has provided the following guidelines in relation to default hours. a) Default hours are recorded when a person who is rostered to a patrol is absent from that patrol without club approval or has not appointed a substitute member. b) If the member arranges a substitute for a patrol, they are not in default if the member who accepted the substitute is absent from the patrol. The person who accepted the substitution is the defaulting member. c) A substitute is another qualified proficient member. NOTE: It is a requirement that the member performing the substitute has, at least, the same minimum qualifications of the person for whom the substitute has been arranged. This will ensure that the minimum patrol strength and qualifications are retained on patrol. e.g., a Bronze award member who requires the substitute must have at least a Bronze award member; similarly, a qualified patrol captain must have at least a member with a patrol captain’s qualification.

d) Penalty patrols are excluded from recovering default hours. e) Make up hours are permitted to recover default hours. f) Competitors must not be in default of patrol hour obligations (as determined by their club) at the closing date of entries.

3.14 Penalties including the forfeiture of entry fees shall apply to Clubs entering members who have not fulfilled their minimum patrol hour obligations.

4. EXEMPTIONS FROM PATROL HOURS

4.1 A club may give special consideration for full or partial exemption from patrol obligations to members who fall into any of the following categories: a) Principal Club Office Bearers - President, Club Captain, Club Vice Captain, Lifesaving Director, Chief Instructor, Chief Training Officer, Education Director, Patrol Supervisor, Treasurer, Secretary, and Junior Activities Chair.

NOTE: Exemptions for principal office bearers are limited to the above defined roles although it is recognised that some clubs have different titles for members fulfilling these roles. Application may be made to Branch/ State for clarification/exemption in relation to principal office bearers.

b) Life Members. c) Long Service Members. d) Reserve Active Members. NOTE: Partial exemption is provided within this policy (see Table 1). e) Members that undertake lifesaving duties in other areas such as offshore rescue boat, aerial services, support services, operational support and similar areas of active surf life saving.

f) Members holding office in the Association at Branch, State or National level. Note: This is limited to members who hold principal office and does not include members of committees. Application may be made to Branch/ State for clarification/exemption in relation to principal office bearers. g) Members on special SLSA assignment e.g. members of national SLSA/ ILS representative teams for the duration of the competition, instructional tour and/or other approved activity. h) Special deployment on Military Service.

4.2 Any exemptions listed above must be constituted by the member’s Club, and the individuals who meet criteria should be noted in club minutes and endorsed by the respective Branch/State centre by 31 December each year.

4.3 SLSA will recognise all Club members listed as a Long Service or Life Member as recorded in SurfGuard. No annual endorsement of Long Service or Life Members is required providing that these members are correctly recorded within SurfGuard.

4.4 SLSA also recognise the service performed by Long Service and Life Members from other Australian surf life saving clubs, that is, the exemption from patrol hours applies to a Long Service or Life Member irrespective of where that service was carried out.

4.5 It is recognised that some Clubs may require additional patrol hour obligations of members transferring from another Club. It is a matter for the individual Club whether they believe that a member has fulfilled their patrol hour obligation under their individual Club requirements.

4.6 When applying for exemptions, copies of all relevant documents, e.g., extracts from constitutions, by laws and/or minutes of meeting must be attached.

4.7 The information required to be submitted to Branch/State for exemption includes• Name of member• Age• Reason for exemption (as stated in 4.1).

5. ENTRIES

5.1 It is essential that all Clubs completing competition entries ensure the accuracy of the current proficiency details included, and where required by entry bulletin, submit proficiency and/or assessment documentation with their entries.

5.2 SLSA reserves the right to conduct random or detailed check of entries and, under such circumstances, selected clubs will be required to submit appropriate documentation to substantiate the current award, proficiency and patrol hour status of those members entered.

5.3 The proficiency and assessment documents shall also be marked clearly to highlight the competitors names listed on the entry forms.

6. AWARDS AND ENTRY CLOSING DATES

6.1 New members who obtain their award after the closing date of entries are not eligible for late entry into competition.

6.2 Proficient age group members who gain their Surf Rescue Certificate or their Bronze Medallion after the close of entries, are considered continuing members, not new members, and therefore may be entered as a late entry in to competitions as detailed in this policy.

6.3 Non proficient age group members, who gain their Surf Rescue Certificate or non-proficient Surf Rescue Certificate Members who gain their Bronze Medallion after the close of entries, are not eligible for late entry into competition.

6.4 Proficient award holders (other than Age Group members, Surf Rescue Certificate and Bronze Medallion) who gain their Surf Rescue Certificate or Bronze Medallion after the closing date of entries are not eligible for late entry into competition.

7. INTERNATIONAL COMPETITORS

7.1 International competitors wishing to compete in any SLSA championship for their own International Club need to obtain an endorsement from their ILS member organisation that they are not in default of their service, financial or disciplineobligations.

7.2 International competitors wishing to compete in any SLSA championship for a SLSA Club must satisfy entry requirements as outlined within this policy. a) SLSA recognise International Lifesaving Federation equivalent awards. b) All International competitors must satisfy the proficiency and patrol hour requirements as set out in this policy c) International competitors must not be in default with their overseas ILS member associations in relation to their service, financial or discipline obligations.

8. ADDITIONAL ENTRY ELIGIBILITY REQUIREMENTS

In some SLSA competitions, additional entry eligibility requirements may apply. e.g.

8.1 IRB a) Participation in IRB competition requires IRB Drivers, IRB Crew, and patients to hold and be proficient in additional awards and statute licensing requirements (refer SLSA Manuals and relevant bulletins), b) Participation in the Patrol Competition requires competitors to hold (and be proficient in) Advanced Resuscitation Certificate (or equivalent i.e. Advanced Resuscitation Techniques) awards. Refer SLSA manuals and/or relevant bulletins for detail, c) To be eligible to sweep surf boats in all SLSA competitions, sweeps shall have demonstrated competence in boat sweeping (checklist on SLSA website) to the satisfaction of a nominated accredited boat sweep, and also hold a Level 1 Surf Coach Certificate as a minimum requirement. Note: Each State Centre is required to maintain a list of qualified sweeps for reference by Clubs, Branches, and officials conducting surfboat competitions.

8.2 MARCH PAST a) To compete in the Open Age category March Past event members must have fulfilled SLSA requirements in regards to membership status as decided by SLSA from time to time, be a minimum of 13 years of age, and comply with one of the following requirements: I. Be a proficient SLSA Bronze Medallion or Surf Rescue Certificate awardee. II. Hold as a minimum, and be proficient in, a SLSA Resuscitation Award. III. Be a SLSA Bronze Medallion or Surf Rescue Certificate awardee, and have fulfilled the resuscitation requirements of the SLSA Bronze Medallion proficiency. b) Further to this, members wishing to compete in the Open March Past event must fulfill their Patrol Hour obligations relevant to their membership status and the award to which they are qualified. (e.g., an active Surf Rescue Certificate or Active Bronze Medallion holder must do patrols whereas a Life Member Bronze Medallion holder or an Associate member holding a Resuscitation Certificate does not need to do patrols, providing that the Club for which they wish to compete does not have additional patrol hour obligation requirements for those members). c) To compete in the Under 23 March Past, competitors may be Under 15, Under 17, Under 19 and/or Under 23 year age category members who are proficient award holding members relative to their age category (i.e. SLSA Surf Rescue Certificate or SLSA Bronze Medallion) and who have fulfilled SLSA patrol requirements as detailed within this policy.

NOTE: members must be a minimum of 13 year of age, and hold as a minimum, and be proficient in, a SLSA Resuscitation Certificate.

d) The Under 17 March Past event may be contested by Under 15 and/or Under 17 year age category members who are proficient award holding members relative to their age category (i.e. SLSA Surf Rescue Certificate or SLSA Bronze Medallion) and who have fulfilled SLSA patrol requirements as detailed within this policy.

NOTE: members must be a minimum of 13 year of age, and hold as a minimum, and be proficient in, a S LSA Resuscitation Certificate.

8.3 FIRST AID COMPETITION a) Members holding as a minimum, a current Senior First Aid certificate (or equivalent i.e. Apply First Aid), or a current proficient Bronze medallion, may compete in First Aid competitions providing they have fulfilled all other requirements such as patrol hours as defined within this policy. Refer to competition/event bulletins. b) For clarity, proficient members with a bronze medallion (and without a Senior First Aid Certificate) may compete in a first aid competition, as well as members without a bronze medallion, but with a senior first aid certificate, providing the senior first aid certificate is current.

9. JUNIOR ACTIVITIES MEMBERS

9.1 Junior Activities members (i.e. members comprising Under 14 and below), are not required to perform patrol hours to compete in Junior Activities competitions (i.e. Under 14 and below age categories). However, if they wish to compete in Under 15 competition, they must fulfil their patrol hour obligations as set out in this policy.

9.2 Under 8 to Under 14 members who wish to compete at SLSA Under 8 to Under 14 Branch, State or Australian championship competitions must have the appropri-ate age award and have completed the Junior Competition Evaluation.

NOTE: It is a requirement that Junior Activities members wishing to compete at interclub (non-championship) competitions must complete a Junior Competition Evaluation prior to being eligible to compete. Guidelines can be found on the SLS Members Portal (Library-Education- JDR resources). All clubs must ensure that all Junior Activities members satisfy the criteria set out in the Junior Competition Evaluation prior to entering members into Junior Activities interclub (non-championship) competitions. This is an annual requirement for existing members (i.e. 1 January - 31 December each year). In the case of new members the evaluation requirement must be completed by the entry date of the competition.

9.3 Under 8 members shall not be permitted to compete in water events other than the Wade Relay (the Junior Competition Evaluation does not form part of the Junior Preliminary Skills Assessment for Under 8 members).

10. RULINGS ON COMPETITION ELIGIBILITY AND RIGHT OF APPEAL

10.1 A Club, or an individual member, may seek a ruling on competition eligibility.

10.2 An application for a ruling on whether a member is eligible to compete under this policy is directed to the State Director of Lifesaving.

10.3 The application shall be considered and approved or declined by the respective State Director of Lifesaving after consultation with the relevant State Director of Surf Sports.

10.4 The State Director of Lifesaving may seek additional information and consult with the relevant State Centre, Branch, Club or member as appropriate.

10.5 A right of appeal to the SLSA Chair, Lifesaving exists in the event the member and/or member’s Club feels that the decision of the State Director of Lifesaving is inconsistent with this policy. In this instance the SLSA Chair, Surf Sports will be consulted by the SLSA Chair, Lifesaving prior to a decision being made.

10.6 Appeals must be made in writing within 24 hours of receiving a decision or prior to the start of the championship event in question, whichever occurs first. The SLSA Chair, Lifesaving may seek additional information and consult with the relevant State Centre, Branch, Club or member as appropriate.

10.7 All decisions by the State Director or SLSA Chair, Lifesaving shall be made prior to the commencement of the championship event in question.

10.8 Where an appeal is made within 24 hours of the championship event commencing, the State Director or SLSA Chair, Lifesaving will use his or her best endeavours to finalise the appeal prior to the commencement of the championshipevent. If however the appeal is unable to be finalised prior to the commencement of the championship event, the member will not be permitted to compete.

10.9. The decision by SLSA in this matter shall be final. This decision shall not be subject to the SLSA Appeals process.

10.10 The SLSA Chair, Lifesaving jointly with the SLSA Chair, Surf Sports will be responsible for all matters, of which final settlement is not covered in this policy.
