PRE – FEASIBILITY REPORT
1.0 EXECUTIVE SUMMARY
This is a new Gypsum Mining Project (M.L. No. 39/2013, Area: 4.7250 ha) for mineral Gypsum
with production capacity-90,000 TPA Near Village: Chak 27-28 BLD, Tehsil: Khajuwala,
District: Bikaner (Rajasthan). LOI was issued in favor of Shri Ratan Lal Godara S/o Shri Hira
Ram Godara dated 24.11.2014 followed by letter dated o8.05.2015. Extension of LOI issued
vide letter number DMG/BIKA/CC-3/P.1 (1)39/2013/1765 dated 17.06.2015 (Copy of the same
annexed as Annexure-I) Mining Plan with progressive Mine Closure Plan has been approved
by Superintending Mining Engineer Mines & Geology Dept. Bikaner, vide letter no.
SME/BKN/CC-II/ M.P/M.L-39/13/3944 dated 24.06.2015. (Copy enclosed as Annexure-II)

2.0 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION
(i) Identification of Project and Project Proponent
Shri Ratan Lal Godara S/o Shri Hira Ram Godara is an individual lessee having registered
office at R/O D-7 Antodya Nagar, District- Bikaner (Rajasthan).
(ii) Brief Description of the Nature of Project
This is a new mining project & will be done by semi mechanized open cast method. As per
amendment in EIA Notification dated 15.01.2016, the project is falling under Cat. A {as the
said mining project is nearby to one MLA > 50 ha i.e. 1000 ha (Environmental clearance for
the project has already been granted) and to be dealt at the level of MoEFCC, New Delhi}.
(iii) Need for the Project & Its Importance to the Country/ Region
Gypsum will be used for manufacturing of Plaster Of Paris for captive use.
(iv) Demand – Supply Gap
Gypsum will be used for manufacturing of Plaster Of Paris for captive use.
(v) Imports vs. Indigenous Production
Gypsum produced in the proposed mine will be used only for Plaster of Paris
Manufacturing factories owned by lessee.
(vi) Export Possibility
There is no export possibility as this mine will be captive to the Plaster Of Paris
manufacturing factories owned by lessee.

(vii) Domestic/Export Markets
Gypsum produced in the proposed mine will be used only for Plaster of Paris
Manufacturing factories owned by lessee.
(viii)Employment Generation (Direct and Indirect) due to the Project
Approx. 07 skilled, semiskilled and unskilled manpower will be employed required in the
mine.

(iii) Details of Alternate Sites Considered
No alternative site has been taken into consideration due to availability of mineral
resources in the area.
(iv) Size and magnitude of operation
Production of Gypsum (Production Capacity- 90,090 TPA) from this mine is proposed
and the mining will be done by opencast semi mechanized method by using earth
movers like JCB.

(2) GEOLOGY OF THE AREA –
Gypsum in this region found in three formations-
1. Pleistocene to recent formation- Desert gypsum (Gypsite) in sand alluvium.
2. Vindhyan sand stone formation- Interbedded bands and beds of rock gypsum.

(3) Method of Mining
The mining will be done by opencast semi mechanized method by using earth movers
like JCB. The overburden and mineral will be excavated with the help of JCB. The
mineral Gypsum is overlain by sand dunes so far the exploitation of mineral there is
requirement of removal of the over burden and stack sand cover separately at the
appropriate location. Since the deposit occurs at a depth of 0.10-0.50 cm and the
thickness of the deposit is sufficient to be economically mineable. The height of the
bench will be kept 4.0 meters in mineral. Overburden will be removed and
transportation of Gypsum from mining pit to trucks and dumpers. Drilling and blasting
will not be required.

7. CONCEPTUAL PLAN
At the end of life of mine, 4.0950 ha. area will be excavated, out of which 4.0950 ha will be
backfilled & used for agriculture purpose, 0.0025 ha area will be under infrastructure and 0.6275
ha area will be covered under green belt on around the lease periphery.

No waste water will be generated from mining operation.
Domestic sewage water generated from office toilet will be disposed in soak pits via
septic tank.
(viii) Availability of Water Its Source, Energy /Power Requirement and Source
A. Water requirement:
Total Water requirement estimated will be about 3 KLD for spraying and domestic
uses and will be sourced from nearby villages.

B. Power requirement:
No electrical energy will be required since mine will be operated in one shift only.
(ix) Quantity of Waste to Be Generated (Liquid and Solid) And Scheme for Their
Management/Disposal:
Around 8190 cu.m of overburden will be generated during mining operation. After
removal of mineral the land will be used for agriculture purpose.
3.0 SITE ANALYSIS
(i) Connectivity
The lease area about 98.0 km away from the Bikaner district in SE Direction from mine
site. Nearest Town is Khajuwala ~38 km from mine site in NE direction, nearest railway
station is Bikaner Railway Station at a distance of ~98.0 km in SE direction from Mine
site and nearest airport is Jodhpur Airport, Jodhpur at a distance of ~247 Km in SSE
direction. The lease area is well connected through roads.
(ii) Land Form, Land Use and Land Ownership
Existing Land Use Pattern
The total ML area of 4.725 ha comprises of Private Waste Land (Under possession of
lessee)
(iii) Topography
The lease area is showing almost flat topography. The general slope of the area is
towards south west direction. The elevation of the lease area ranges from 100 AMSL
to 102 AMSL.

(iv) Existing Infrastructure:
There is a small mine office cum rest shelter is available at site and some
vegetations existing in the lease area which will be cleared when required. Total
lease area is Private Waste land.

(iv) Assessment of Infrastructure Demand (Physical & Social)
Lessee will assess the demand of infrastructure (Physical & Social) in nearby
area of the proposed mine site and same will be developed under social work.
(v) Amenities/Facilities
Lessee will develop the Amenities/Facilities in the nearby area of the proposed
mine site as per requirement of local people of the nearby area under corporate
social responsibility programs.
5.0 PROPOSED INFRASTRUCTURE
(i) Residential Area (Non Processing Area)
This is not required as mine workers will come from nearby villages. Rest shelter
to the workers already exists in the major mining lease of the lessee.
(ii) Green Belt
Green belt will be developed on the periphery of the lease area as well as
outside of the lease area equal to 33% of the lease area.
(iii) Connectivity
The lease area about ~98.0 km away from the Bikaner district in SE Direction
from mine site. Nearest city is Khajuwala ~38 km from mine site in NE direction,
nearest railway station is Bikaner Railway Station at a distance of ~98.0 km in SE
direction from Mine site and nearest airport is Jodhpur Airport, Jodhpur at a
distance of ~247 Km in SSE direction. The lease area is well connected through
roads.
(iv) Water Management (Source & Supply of water)
Total Water requirement estimated is about 3 KLD for spraying and domestic
uses and will be sourced from nearby villages.
(v) Sewerage System
Domestic sewage water generated from office toilet will be disposed in soak
pits via septic tank. Outside discharge is not envisaged.
(vi) Industrial Waste Management
No industrial waste water will be generated from this mining operation.

6.0 REHABILITATION AND RESETTLEMENT (R & R) PLAN
(i) Policy To Be Adopted (Central/State) In Respect Of The Project Affected
Persons Including Home Ousters, Land Ousters And Landless Laborers (Brief
Outline To Be Given).
Not Applicable as the lease area falls in Private waste land and there is no
habitation in the area.
7.0 PROJECT SCHEDULE & COST ESTIMATES

The mining activity will be started after obtaining statutory clearances/consents
from respective authority.

8.0 ANALYSIS OF PROPOSAL
Gypsum Mining Project will result in growth of the surrounding areas by increasing
direct and indirect employment opportunities in the region including ancillary
development and supporting infrastructure. Special emphasis on Financial and
Social benefits will be given to the local people including tribal population, if any, in
the area.
Development of social amenities will be in the form of medical facilities, and
providing books and school uniforms to the poor students of nearby schools.

No major adverse effect on environment is envisaged as the required mitigation
measures are inbuilt in the project.
9.0 ENVIRONMENTAL MANAGEMENT PLAN
9.1.1 AIR POLLUTION CONTROL MEASURES
Green belt will be developed on the periphery of the lease area.
Periodical water spraying on the haul roads will be done.
9.1.2 WATER MANAGEMENT
No waste water will be generated during the mining activities.
The rain water collected in mining pit will be used for plantation, dust
suppression requirements.
9.1.3 NOISE POLLUTION CONTROL MEASURES
Proper maintenance of all machines will be carried out which will reduce noise
generation during operations.
Workers will be exposed to high noise levels provided with ear muffs/plugs &
will be persuaded to use the same.
Adequate silencers will be provided in all the diesel engines.
Green belt will be developed around the lease boundary to minimize noise
propagation.
Periodic noise level monitoring will be done.
9.1.4 LAND RECLAMATION
Total mining lease area is 4.725 hectares.
At the end of End of the life of mine, total excavated area will be used as fertile
land for agricultural purpose.
9.1.5 SOLID WASTE MANAGEMENT
Around 8190 cu.m of overburden will be generated during mining operation. Afterremoval of mineral the land will be used for agriculture purpose.
9.1.6 GREEN BELT DEVELOPMENT
At the end of life of mine 0.6275 ha area will be covered under green belt on
around the lease periphery.
Local species will be preferred for plantation.
