Approach to Opening up Govt. Information for Re-use
• Dec 2009, Open Data Directive issued by the President
• 9 May 2013, Executive order by President on Open Data Policy-Managing Information as an Asset. Requires all data to be made machine readable by default
• 2010, Letters from the PM to Govt Departments to open up data
• June 2012, Open Data White paper issued by Minister for the Cabinet Office and Paymaster General
• Sep 2013, New National Action Plan: From Open Data to Open Government
• MOF issued IM to all agencies on data-sharing
• Efforts led by OneMap championed by the Singapore Land Authority
• eGov2015 Masterplan for data.gov.sg
Open data in machine readable format
• All agencies are required to collect or create information in a way that supports downstream information processing and dissemination activities.
• Data shall be machine-readable and in open formats, data standards and common core and extensible metadata for all new information creation and collection efforts
• Agencies will publish their own Open Data Strategies and sets out how they are going to stimulate a market for its use
• Led by the Transparency and Open Data team in the Cabinet Office, working across government departments to ensure that data is released in a timely and accessible way.
• New National Action Plan to make data open by default (Oct 2013)
• Increase Data sharing for government agencies
• Commitment for Govt to increase datasets for release
• Promote co-creation efforts with citizens/biz
• Make all datasets on data.gov.sg and OneMap machine-readable by the end of 2013
National Portal • www.data.gov has 91,054 datasets, 349 citizen developed aps, 137 mobile aps with 175 agencies and subagencies.
• www.data.gov.uk has over 14,000 datasets
• Includes GIS data search, tools for developers e.g. API access to catalogue.
• www.data.gov.sg has over 9,000 datasets
• OneMap, a geospatial data sharing platform, has 60 different map themes
