Winter NavigationService Overview

For voyage planning:Ship can get recommended icebreaker waypoints (Dirways)in force -to be used when creating new voyage plan

During the voyage:

Monitoring of the ships voyage

• Planned route displayed in Ice breakercoordination system

Detailed recommendations for ships, when needed:

• Modifying the ships route plan and sending it back as recommendation

Harmonization with other initiatives and connection to MSP

STMEnabling distributed service related to the berth-to-berth voyage enabling the efficient, safe, and environmentally sustainable sea transport

=> STM is an example of implementing part of IMO’s e-navigation initiative

IMO E-navigation Maritime Service Portfolios (MSP):As part of the improved provision of services to vessels through e-navigation, MSPs have been identified as the means of providing electronic information in a harmonised way

Next steps

STM Baltic Sea – time to deploy

• Further STM research and development arerequired

• Parts of the STM concept are mature enoughto deploy

• Baltic Sea region is suitable for becoming the first implementation region of STM

• 1st Deployment phase to start 2019

Call for action

RecommendedVoyage Plan reporting for ships enteringthe Baltic Sea?

All BSR nations are invited to actively participate in the elaboration of the deployment program of Sea Traffic Management in the Baltic Sea Region

Call for actionAn amendment of the Recommendation 34E/2 is planned to be proposed by Sweden to be discussed by HELCOM Maritime Committee at its meeting in October 2017. The amendment is proposed to encompass the following recommendations:

1) the Baltic Sea Coastal States implement support for STM compliant exchange of voyage plans to shore-based services,

2) SOLAS ships operating the Baltic Sea Region share their voyage plans Baltic Sea Region stakeholders

3) the Contracting parties of HELCOM, through HELCOM, submit an input paper to IMO’s Sub-Committee on Navigation, Communications and Search and Rescue (NCSR 5) with the proposal that IMO bring to the attention of all Member Governments of this development and request SOLAS ships sailing in the Baltic Sea to share their voyage plans.
