FOREWORD
The Kenya Constitution 2010 provides for the right to the highest attainable standard of Health to every Kenyan, and assigns a fundamental duty on the State to take legislative, policy and other measures, including setting standards to achieve progressive realization of the rights set out under Article 43 of the of the Constitution of Kenya 2010.
Devolution of health services in Kenya has been characterized with many challenges especially in the management of health workforce specifically role conflict exacerbated with unclear organizational structure, maldistribution of health workforce- with rural areas being the worst hit- and performance management among others. To address these challenges the County Government of Kisumu, the Department of Health Services, County Public Health Service Board and office of the County Secretary came together and identified a team that drove the development process of the Job Description for Kisumu County Health Management Team and Jaramogi Oginga Odinga Teaching and Referral Hospital to completion.
I wish to thank all stakeholders involved in the development of these Job Descriptions including County Health Department, County Public Service Board, Office of the County Secretary, Human Resource Department and IntraHealth’s USAID funded Human Resource for Health (HRH) Capacity Bridge Project. The County Government of Kisumu and County Public Service Board wishes to issue these Job Descriptions to the Department of Health for the County Government of Kisumu towards better management of health workers.

2. JOB PURPOSE
The Jobholder is the technical head of the Public Health Management function at the County and ensures efficient delivery of Public Health Services by leading the implementation of County Public Health systems, structures and policies
The Jobholder plays an advisory role in advising the County Health Executive Officer on development of Public Health Policies and strategies and legislation then leads the implementation of those policies and strategies and laws

4. JOB DUTIES AND RESPONSIBILITIES
Provides leadership to County Public Health Teams
a) Advises the County Executive Officer, Health – on Public Health policies, strategies and legislation.
b) Leads the evaluation of County Public Health programs, services standards and policies on continuous basis and prepares routine monitoring and evaluation reports to aid decision making.
c) Based on monitoring and evaluation reports, makes recommendation for improvement in form of proposed Public Health policies, systems and legislation.
d) Develops systems and structures for promotion of Public Health standards within the Kisumu County.
e) Plays a lead role in the advocacy for policies and legislation for effective environment management in the County for sustainable environment and Public Health.
f) Leads operational research activities to ensure continuous collection and analysis of data on environment and Public Health and ensure timely, comprehensive and informative reports to aid future decision making.

g) Leads initiatives for promotion of Public Health and safety awareness and knowledge through education, awareness and advocacy programs or campaigns.
h) Initiates and promotes partnerships and collaborations with partners, and stakeholders including but not limited to civil society, private sector and international community for the purpose of improving Public Health in Kisumu County.
i) Puts in place a sound system for surveillance for early identification of Public Health risks and disease outbreaks throughout the County.
j) Puts in place systems and structure for rapid response to identified risks to Public Health and safety and disease outbreaks
k) Puts in place mechanisms for enforcement of Public Health regulations and Laws.
l) Coordinate performance appraisal of Public Health Officers and responsible for ensuring all Public Health Officers are appraised.
m) Provide leadership and management oversight for medical professionals in emergency preparedness and response activities.
n) Coordinates continual evaluation and appraisal of current Public Health programs and projects to determine progress, challenges, weaknesses and recommend opportunities and solutions for up-scaling and replication.
o) Performs any other duties as assigned by the Head of the County Chief Executive Officer for Health

QUALIFICATIONS ESSENTIAL
Academic Post graduate degree in Public Health and Health Systems Management
Professional Registered professional with the relevant professional body.
ExperienceAt least seven years of experience in Public Health in public, private or NGO sector of which at least five are in senior management position.

The Jobholder is expected to work independently with minimum supervision from the County Executive for Health but will however consult on a regular basis.
The Jobholder is expected to exercise close supervision of the County Public Health Team.

The Jobholder exercises decision making authority on administrative and technical decisions within approved laws, policies and procedures; but plays an advisory role on development of health laws, policies, structures and procedures.

Coordinates the development and implementation of Malaria Control Programs in the County.

iii. Initiates resource mobilization activities for Malaria Control services.

i. Coordinates the development of policies, standards and procedures for sound management of environmental health.
ii. Coordinates dissemination of information and materials for public awareness and education on environmental health.
iii. Carry out constant review of existing policies standards and procedures on environmental health.
iv. Responsible for coordinating efforts on enforcement of compliance with local national and international laws and regulations as applicable for the County.

i. Evaluate service needs, staffing and equipment requirements for rehabilitative services to ensure that the needs of the community are met within the County.

2. JOB PURPOSE
The job’s main purpose is to ensure adequate supplies of pharmaceutical and non-pharmaceutical supplies throughout the County to ensure smooth operation of health care facilities. Working in coordination with the Procurement Office, the Jobholder coordinates the acquisition, storage and distribution of pharmaceuticals, non-pharmaceuticals and other health commodities in the County.

Ensure timely preparation of annual procurement plan by all health facilities in the County in consultation with relevant departments.
i. Participate in annual process of pre-qualifying pharmaceutical and none pharmaceutical suppliers and maintains supplier data base in consultation with County tender committee.
ii. Ensures an efficient inventory management and control system is in place for accurate determination of stock and re order levels for every health facility.

4. JOB DUTIES AND RESPONSIBILITIES
To develop and implement sound system and structures for management of health expenditure at Sub County level. This includes ensuring proper record and book keeping for accountability.
i. To develop systems and structures for tracking utilization of health resources to ensure they are only used for planned purpose.
ii. To support the Sub County Medical Officer for Health to develop monitoring, evaluation and reporting framework to continuously evaluate progress in implementation of program, utilization of resources and compliance with establishes policies and procedures
iii. To coordinate the documentation of health strategies, plans and programmes.
iv. To support the Sub county medical officer for Health in the implementation of the health component of County Strategic Plan especially health facility master plans
v. To develop systems and structures for effective storage and distribution of health commodities in all the sub county health facilities.
vi. To support all the procurement functions at Sub County level
vii. Assist in the development of the annual budget for health at Sub County level.
viii. Promote an environment of transparency and accountability at sub county level.

2. JOB PURPOSEThe Jobholder is responsible for coordinating delivery of promotive and preventive health serviceswithin the Sub-County through immunization services in the primary health facilities, outreaches in hard to reach areas and immunization campaigns.

4. DUTIES AND RESPONSIBILITIESi. The Jobholder works closely with the Sub-County Medical Officer Of Hto plan, organise and coordinate
immunization services within the Sub-County.
ii. The officer is responsible for the development and implementation of the Sub-County immunization micro plans.
iii. Organises and coordinates Sub-County immunization stake holders meetings
iv. The Jobholder is responsible for quantifying and forecasting of EPI commodities which includes the antigens and non pharmaceutical for the facilities in the Sub-County.
v. The Jobholder also carries out periodic monitoring and evaluation of immunization services through performance review meetings and analysis of reports.
vi. Supervises Health care workers conducting immunizations, provides guidance and mentorship to them to ensure that quality service is provided.
vii. Organises updates, trainings and CMEs for Health care workers on immunization.
viii. Compilation of monthly immunization reports and forward to the Sub-County Medical Officer of Health and to the County.
ix. Ensures availability of commodities to the facilities e.g. vaccines non pharmaceuticals and equipment on regular distribution basis and on need.
