Getting Your Clients Ready:
Enrollment in Managed Long Term
Care
On June 13, 2012, Asian Health and Social Service Council (AHSSC) collaborated with the Chinese American Alzheimer’s
Coalition of NYC to host its monthly session at the Chinese
Consolidated Benevolent Association at 62 Mott Street in Manhattan. The title of the presentation was “Getting Your
Clients Ready: Enrollment in Managed Long Term Care”.
Selina Chan, President of CAAC and Senior Advisor of AHSSC,
Robin Fenley, DFTA- Director of Alzheimer’s and Caregiver Resource Center, and Paul Ng, President of CCBA gave
welcoming remarks.
Pauline Yeung-Ha, Esq. Legal Advisor of CAAC & AHSSC was the
moderator for the panel discussion. Panelists include: Susan Aldrich, Executive VP of ElderServe Health, Karl Dehm, VP of
Operations at VNSNY CHOICE Health Plans, Ruth O’Neal Allen, Senior VP of Intake at GuidNet, and James O’Neal, Director of
Community Outreach at Centerlight.
Pauline discussed the proposed MLTC mandate effective July,
pending federal government approval, and the implementation
timeframe. She first asked the panelists whether their respective agencies were ready and all were ready. Pauline then
respective agencies were ready and all were ready. Pauline then
asked the panelists how a client should choose which MLTC program to enroll. All panelists agreed with these criteria: 1)
where the clients currently get the services to ensure continuity of care, 2) different focus/specialty that are important to the
clients, 3) cultural/language preference and capability of the agencies providing such, 4) preference in enrolling in an all-
inclusive PACE program or a traditional MLTC program which does not require the members to seek care within its network of
physicians.
In addition, the panelists stated that a MLTC member can switch
plans anytime during the year but the effective date would be the 1st of the next month. All plans can assist clients or potential
clients to apply for Medicaid. While a member must have an
active Medicaid to be enrolled in a MLTC plan, he/she can still receive CHHA/home care services if needed while the Medicaid
is still pending. The panelists also discussed the enrollment process which required an assessment at the initial visit to
determine eligibility and the plan of care.
“North Star” It is because of these and other significant continued struggles and disparities in the AAPI communities in New York City that
AHSSC, the Asian Health and Social Services Council, is turning to you, a community leader, advocate and care provider.
Join us in building a workforce that answers to the need to increase culturally competent, culturally congruent, culturally
accessible care for the AAPI communities that will leverage change and service for treatment access and care. A
commitment to action is needed.
AHSSC is sponsoring three key events in the next several
months to build social action research projects, community
action plans, and career building support systems to address engagement and retention of potential and new AAPIs into the
social service, behavioral health and medical care fields.
