OVERVIEW:
In 1979, King County, the City of Seattle, and the Port of Seattle embarked on a program to regionalize taxicab regulations and licensing by developing consistent
regulations and services across jurisdictions. This promoted public safety and customer service by standardizing fees, regulations, enforcement, and rate review
procedures through King County. The ordinance portion will test your knowledge of King County Code chapter 6.64
and Seattle Municipal Code chapter 6.310. The geography portion of the examination will test your knowledge of King County/City of Seattle and
surrounding areas. The test may include matching, multiple choice, true/false and audio questions. In order to pass the test, you must obtain a score of 80% or greater.

Please note: You are encouraged to review the complete copies of KCC 6.64 and
SMC 6.310. Below are code regulations that may be helpful for studying for the
for-hire exam but is not a complete list.
Operating a taxicab, for-hire vehicle or transportation network vehicle:
“Active on a transportation network company dispatch system" or "active on
the transportation network company dispatch system" includes, but is not
limited to: when the driver is logged onto the transportation network
company application dispatch system showing that the driver is available to
pick up passengers; when a passenger is in the vehicle; when transportation
network company dispatch records show the vehicle is dispatched; or when

the driver has accepted a dispatch and is en route to provide transportation
services to a passenger. (KCC 6.64.010 A. and SMC 6.310.110)
“Engage in the business of operating a taxicab or vehicle for hire” means the
pickup and transportation of any fare paying passenger from a point within
the geographical confines of unincorporated King County….A transportation
network company is engaged in the business of operating a vehicle for hire if
it provides application dispatch services via an application dispatch system to
any transportation network company driver at any time for the transport of
any passenger for a fare from a point within unincorporated King County.

“Operating in the City of Seattle” means driving a taxicab, for-hire vehicle,
or transportation network company endorsed vehicle at any time transports
any passenger or item for compensation from a point within the geographical
confines of the city of Seattle. (SMC 6.310.110 S.)
For-hire driver’s license requirements:
For-hire driver's license required (takes effect December 12, 2014). It is
unlawful for any person to drive, be in control of, or operate a taxicab, for-
hire vehicle or transportation network company endorsed vehicle in the
unincorporated areas of King County without first having obtained a valid for-
hire driver's license. (KCC 6.64.500)
states a for-hire driver shall not operate a taxicab or for-hire vehicle without
first obtaining and maintaining a valid for-hire driver’s license. (SMC
6.310.450 A.)
states that a driver operating for a transportation network company shall not
transport passenger for compensation without first obtaining and maintaining
a valid for-hire driver’s license; and using a vehicle that is a for-hire vehicle
or taxicab licensed; or a vehicle with a transportation network company
vehicle endorsement. (SMC 6.310.452 A.)
states that a transportation network company drivers shall have in the
driver’s possession a valid “Washington State driver’s license, a valid for-hire
driver’s license, and documentation that they are affiliated with a licensed
transportation network company (TNC) at any time the TNC driver is active
on the TNC dispatch system. (SMC 6.310.452 J.)
states that a for-hire driver shall have in the driver’s possession a valid for-
hire driver’s license and valid Washington State driver’s license at any time
the for-hire driver is operating the taxicab or for-hire vehicle. (SMC
6.310.455 C.)
states that a for-hire driver’s license shall be immediately suspended if at
any time the driver’s Washington state driver’s license expires, is suspended
or revoked. (KCC 6.64.610 A.1.) or is found to be in possession of controlled
substances or alcohol while in control of or while operating a vehicle as a for-
hire driver. (KCC 6.64.610 A.3.)
states that the director may suspend or revoke a for-hire driver’s license if
the director determine that the driver has a driving record that leads the
director to reasonable conclude that the applicant would not operate a
vehicle in a safe manner. (KCC 6.64.610 B.3.)

states that the director shall deny any application if the applicant has within
5 years a criminal conviction for a crime pertaining to hit and run, reckless
driving, attempting to elude an officer by using a vehicle, vehicular assault,
vehicular homicide, reckless endangerment or driving under the influence of
alcohol or a controlled substance; is required to register as a sex offender; or
has been convicted of a sex offense or kidnapping offense against a minor.

state that the direct may deny any application if the applicant has within five
years of the date of application, a criminal conviction pertaining to
prostitution, gambling, physical violence or other crimes reasonable related
to the applicant’s honest and integrity, including but not limited to fraud,
larceny, burglary or extortion. (KCC 6.64.600 B. 1)
states that a for-hire driver means any person in control of, operating or
driving a taxicab, for-hire vehicle, or transportation network company
endorse vehicle includes a lessee, owner-operator or driver of taxicabs or for-
hire vehicles as an employee. (KCC 6.64.010 H.)
Vehicle Safety/Inspections:
states that a driver, before starting each shift, shall check the lights, brakes,
tires, steering, seat belts, taximeter seal and other vehicle equipment to see
that they are working properly. The driver shall also ensure that the county
or city taxicab license or for-hire vehicle license or transportation network
company vehicle endorsement certificate, vehicle registration and proof of
insurance card are in the vehicle. (KCC 6.64.650 A.)
B. A driver shall maintain the interior and the exterior of the vehicle in
a clean condition and good repair.
C. A driver shall neither transport more passengers than the number
of seat belts available nor more luggage than the vehicle capacity will
safely and legally allow.
D. A driver shall not drive, be in control of or operate a vehicle that
does not meet the applicable vehicle standards as set forth in this
chapter.
E. A driver shall allow the director to inspect the vehicle at any
reasonable time or place.
states that a driver shall allow the director to inspect the vehicle at any

states that a for-hire driver, before starting each shift, shall check the lights,

Lost items
states that a driver shall, at the end of each trip, check the driver's vehicle for
any article that is left behind by any passenger. The articles must be reported
as found property on the hotline number, as well as to the taxicab association
or transportation network company, and the articles are to be returned to the
taxicab association or transportation network company at the end of the shift
or sooner. Drivers of for-hire vehicles shall deposit the articles at the for-hire
vehicle company, if the company provides a property return service, or the
records and licensing services division. (KCC 6.64.660 B.)
states that a transportation network company driver is required at the end of
each trip to check the vehicle for any article(s) that are left behind by
passenger(s). Such articles are to be reported to the transportation network
company as found property. (SMC 6.310.452 I.)
states that a for-hire driver shall, at the end of each trip, check the vehicle
for any articles(s) that are left behind by passenger(s). Such articles found
in taxicabs are to be reported as found property to the taxicab association,
and such property is to be returned to the taxicab association representative
at the end of the shift or sooner if possible. (SMC 6.310.455 B.)
Maximum of 12 hours driving:
A driver shall not be in control of a vehicle for more than twelve consecutive
hours or for more than twelve hours spread over a total of fifteen hours in
any twenty-four-hour period. Thereafter, the driver shall not drive a vehicle
until eight consecutive hours have elapsed. (KCC 6.64.660 G.)
states that a transportation network company driver shall not be in control of
a for-hire vehicle for more than 12 hours spread over a total of 15 hours in
any 24 – hour period. Thereafter, such transportation network company
driver shall not drive any for-hire vehicle until ten consecutive hours have
elapsed. The hours driven in for-hire vehicles in other platforms (taxicabs
for-hire vehicles) are aggregated. (SMC 6.310.452 B.)
states that a for-hire driver shall not be in control of a taxicab or for-hire
vehicle for more than twelve (12) hours spread over a total of fifteen (15)
hours in any twenty-four hour period. Thereafter, such for-hire driver shall
not drive any taxicab until ten (ten) consecutive hours have elapsed. (SMC
6.310.455 G.)
states that a transportation network company driver shall have in the drive’s
possession a valid Washington State driver’s license, a valid for-hire driver’s
license, and documentation that they are affiliated with a licensed
transportation network company at any time the transportation network
driver is active on the transportation network company dispatch system.

states that a for-hire driver shall, upon request by the Director or a police
officer, provide the City-issued for-hire license and/or Washington State
driver’s license for inspection. (SMC 6.310.455 O.)
Taxi, For-hire Vehicle and Transportation Network Company rates:
states that a driver shall not operate a taxicab or for-hire vehicle that does
not have the rate posted as prescribed by the director. A driver shall confirm

any allowable flat rates charged with the customer before beginning a trip.

states that a driver shall not ask, demand or collect any rate or fare other
than as specified on the meter, permitted by K.C.C. 6.64.760, or according to
special rates, unless using an application dispatch system. (KCC 6.64.670 E.)
states that when using an application dispatch system the cost of the ride is
made clear to the passenger(s) prior to confirming the ride. (SMC 6.310.530)
Driver and passenger relations:
Customer Service:
states when wearing a costume a driver shall display a photograph of the
driver dressed in the costume along with the driver’s for-hire license. (KCC
6.64.680 A. and 6.310.465 B.)
states that a driver shall provide a customer with professional and courteous
service at all times.(KCC 6.64.680 B. and SMC 6.310.465 B.)
A for-hire driver shall not refuse to transport in the taxicab or for-hire vehicle
any passenger’s wheelchair which can be folded and placed in either the
passenger, driver, or trunk compartment of the taxicab or for-hire vehicle, an
assist dog or guide dog to assist the disabled or handicapped, groceries,
packages or luggage when accompanied by a passenger. (KCC 6.64.680 E.
and SMC 6.310.465 E.)
states that a driver shall provide each passenger an electronic or paper
receipt upon payment of the fare. (KCC 6.64.680 F. and SMC 6.310.465 F.)
states that a driver of a taxicab or for-hire vehicle shall be able to provide a
reasonable and prudent amount of change, and, if correct change is not
available, no additional change may be made to the passenger in attempting

Safety reasons to cancel a trip:
states that a driver of a taxicab shall not refuse to transport any person
except when: 1.) The driver has already been dispatched on another call;
2.) The passenger is acting in a disorderly, threatening or suspicious
manner, or otherwise causes the driver to reasonably believe that the
driver’s health or safety, or that of others, may be endangered; 3.) The
passenger cannot, upon request, show ability to pay fare; or 4.) The
passenger refuses to state a specific destination upon entering the taxicab.

states that a for-hire driver shall not refuse to transport any person except
when: 1) The for-hire driver has already been dispatched on another call; 2)
The for-hire driver arrives at the place of pick-up and upon arrival the
passenger is acting in a disorderly or threatening manner, or otherwise is
acting in a manner that would cause a reasonable person to believe that the
for-hire driver’s health or safety, or that of others, may be endangered; 3)
The passenger cannot, upon request, show ability to pay the fare; or 4) the
passenger refuses to state a specific destination upon entering the taxicab.

Soliciting and cruising standards:
states that a transportation network company’s driver shall only provide rides
to fare-paying passengers that are booked through a transportation network
company’s application dispatch system. (KCC 6.64.665 B.)
states that a for-hire driver is required to have a Port of Seattle authorized
permit on display when picking up passengers at the Seattle-Tacoma
International Airport. (KCC 6.64.690 B.)
states that a for-hire driver shall not solicit on Seattle-Tacoma International

unless the charge conforms to the discounts or surcharges contained in the

states that it is unlawful under the Americans with Disabilities Act to charge a
special service vehicle rate that is different from the taxicab rates adopted in
subsection A. of this section, except in those instances where the
transportation of disabled persons is pursuant to a written contract as
specified in subsection D. of this section. (KCC 6.64.760 F.)
states that it is unlawful under the Americans with Disabilities Act to charge a
special service vehicle rate, except in those instances where the
transportation of disabled persons is pursuant to a written contract which

Police Department when the transportation network company driver has been

Eight Dividing Lines in the City of Seattle
First Avenue South - First Avenue South divides Avenues South from Avenues Southwest and also divides South Streets from Southwest Streets.
It travels from Yesler Way southward to the Pierce County Line in Federal Way.
Yesler Way - Yesler Way divides Avenues South from (non-directional) Avenues and also divides South Streets from (non-directional) Streets and
East Streets.
Denny Way- Denny Way divides Avenues from Avenues East, Avenues
North and Avenues West.
Eastlake, Melrose, & Broadway - Eastlake, Melrose and Broadway divides (non-directional) Streets from East Streets and also divides Avenues North from Avenues East.
Queen Anne Avenue - Queen Anne Avenue divides West Streets from (non-
directional) Streets and also Avenues West from Avenues North.
Lake Washington Ship Canal & Montlake Cut - The Ship Canal and the
Montlake Cut divides Northwest, North and Northeast Streets from West, (non-directional) Streets and East Streets and also divides Avenues
Northwest and Northeast from Avenues West and East. First Avenue Northwest - First Avenue Northwest divides Northwest
Streets from North Streets and also divides Avenues Northwest from Avenues North.
First Avenue Northeast - First Avenue Northeast divides North Streets from Northeast Streets and also Avenues North from Avenues Northeast.
Two Additional Dividing Lines in King County The numbering and street designation system that begins in the City of Seattle
continues outside the City limits into King County. Many cities in King County outside of the city limits of Seattle do have their own numbering systems, for example: Kent, Renton, Algona, Pacific, Kirkland, Bothell, Issaquah, Auburn, Mercer
Island, and Black Diamond. This is especially true in the older downtown sections of these cities.
Main Street in Bellevue - Main Street in Bellevue divides Avenues Northeast
from Avenues Southeast and divides Northeast Streets from Southeast
Streets.
100th Avenue Southeast (South King County) - This north/south line divides Avenues South from Avenues Southeast and divides South Streets from Southeast Streets.

STREET LAYOUT (AVENUES AND STREETS) & NUMBERING SYSTEM
To determine where an address is located, you need to know if the house number is Even or Odd and if the roadway runs North/South or East/West.
House Number The last two digits of the house number will help determine which side of the street an address is located. The house number is located before the roadway
name.
Example: 401 Fifth Avenue is Odd.
Example: 700 South Dearborn Street is Even.
Avenues Avenues run North and South. The directional designator is behind the roadway name. For example: 5th Avenue South, Westlake Avenue North, Aurora Avenue North, etc.
Example: 401 Terry Avenue is located on the West side of the roadway
Example:
3100 23rd Avenue South is located on the East side of the
roadway.
Streets Streets run East and West. The directional designator is in front of the roadway name. For example: East Mercer Street, South Jackson Street, Northeast 8th
Street, etc.
Example: 700 South Dearborn Street is located on the North side of the roadway.
Example: 1531 Northeast 100th Street is located on the South side of the
roadway.
If a roadway is not a Street or Avenue, but rather a Boulevard, Place, Lane, Road, Drive, or Way, the location of the directional designator will help identify if the
roadway is similar to an avenue or street.
Example: Holman Road Northwest is like an Avenue- It runs north/south because the directional designator “Northwest” is behind the roadway name, like it is with an Avenue.
Example: Northeast Northgate Way is like a Street – It runs east/west
because the direction designator is in front of the roadway name, like it is with a Street.
