• We owe this to the public, but it is also a binding obligation

• How are we doing?– USOAP/IASA audits show improvements . . . but– A substantial portion of member States do not meet

Standards in one or more critical elements

• Indispensable elements– Resources– Political will

– Every RSOO takes a different approach

– RSOOs write uniform legislation and regs . . .

Economies of scale

– Add the scale of aviation activity, the budget, and the staff of the RSOO members and compare with a comparable single State

– Has the RSOO allowed its members to reduce staff and budget while getting the same (or better) results?

How do we get economies of scale?

• Member States delegate execution of their safety oversight responsibilities

• Ways to measure delegation– Breadth of oversight—how many Annexes?– Depth of oversight—how much authority?

Concluding thought

• Should your RSOO be an RCAA?• In a Regional CAA . . .

– There is complete delegation of oversight authority, ideally by treaty . . . and

– Member State CAAs are field offices
