PERFORMANCE BOND MISINFORMATION
The town of Holiday Island, Arkansas had a small roof project out to bid. According to Carrollconews.com, Holiday Island District Manager, Gerald Hartley stated, “no qualified bids were returned.” The reason given was because of the performance bond requirements the city has on all jobs over $20,000. He goes on to state that financial reporting and the “cost of $2,500 to $3,500 was just too much for small contractors to qualify for.” I cannot help but to think he got this information from small contractors that were not qualified to do a $20,000 roof job without putting the taxpayers at risk.
The job in question was just over $20,000 in size. The cost of a bond of that size would be well less than $1,000 (probably in the $600.00 range). As far as the financial reporting goes, for a job of that size, all it would take would be an owner of the construction company to have good credit and to complete an application of a couple of pages to get the surety bond. There are several surety companies that now offer “short form” performance bond programs specifically to service small and emerging contractors.

The city is considering waiving or changing the bond requirement which is short sighted. If all it takes is a contractor with good credit to get the bond, why would the city want to risk the taxpayer’s money? Without the bond, the city would potentially have to pay for materials twice and have no guarantee of the workmanship. The surety bond is a bargain for the city and the city’s tax payers.

Sacramento Gets $115 Million For Flood Control Projects
The Sacramento region’s flood-con-trol infrastructuregotafreshinfusionofcashLastweekwiththeannounce-mentofabout$115million in federalmoney for projects for FolsomDam,the American River watershed andsouthSacramento.
Under themoney,partof thealloca-tionfortheU.S.ArmyCorpsofEngi-neers2013fiscalyearworkplan,thebulk, $98.8 million, will be spent onbuildinganauxiliary spillway forFol-somDam.Other projects include$2milliontoraisethedamand$700,000to improve flood protection aroundcreeks and streams in south Sacra-mentoCounty.
Though the funding also includes$13.5million forAmericanRiverwa-tershed work, including design tosupport leveesinNatomasandelse-where,theregionstillhasabitlongerwait formoney to finishwork on theNatomasbasin,whereabuildingmor-atoriumoverpotentialfloodissuesre-mainsinplace.

Under the proposal from Perkins,Williams, & Cotterill Architects, aportion of a former CVS store at6197 Sunrise Boulevard would betorn down and a smaller additionconstructed. The work would re-ducethebuilding’sfootprintbyanet10,000 square feet, resulting in a38,575-square-foot building intend-edforgroceryorotherretailusers.
City staff wrote that the work alsowould allow construction of a neweast-west “drive aisle” that wouldallow better access by connect-ing Sunrise Boulevard to BirdcageStreet and improve visibility fromSunrise and Sunrise Mall to theeast.Pedestrianaccesswouldalsobe increased. The project wouldalso remove and replace severaltreeswithintheshoppingcenterandadd 30 new parking spaces alongthedriveaisle.
Final EIR For $70 Million Jail Facility In Porterville Goes
To Supervisors
Anothergiantstep toward thecon-structionofa$70millioncountyjailfacility inPortervillecouldbetakensoon when the Board of Supervi-sors is asked to approve the finalenvironmentalimpactreportfortheproject.TheEIRfoundthatanypo-tential environmental impacts canbemitigated,andtheboardshouldapprovalthefinalEIRtothecountycanproceedwiththeproject.
The jail EIR is just one of severalsignificant issues before the boardtoday. Also on the agenda is theconsideration of salary increasesformore than 500 employees andtheboard itself, anappeal filedbythe Tule River Indian Reservationoverconditionsplacedon itsplanstoconstructawastewatertreatmentfacility to serve residents of thereservation and the introduction ofamendmentstothecountybusinesslicenceordinance.
The jail is in thedesignstage,andconstruction could begin next yearor as late as 2016. The county isproposingconstructinga500-bed—250-double-occupancy units— jailfacility on approximately 75 acreson Scranton Avenue just west ofNewcomb Street.According to thestaff report, the facility will employup to 172 people working aroundtheclock.
Sport Complex In Petaluma Moves Forward
AsportscomplexinEastPetalumathathaslanguishedonthesidelinesfor more than 20 yearsmay actu-allybreakgroundinthespring.The$23millionEastWashingtonPark,whichbeganasa$2.1millionpub-lic-private partnership concept in1990,couldseeconstructionbeginnextspringonanabbreviatedfoot-print.
City leaders last week approved a$210,000 contract for design andengineeringworkona$6.7millionsegment, which includes at leasttwo—maybethree—artificialturfmulti-use fields, lighting, irrigation,frontage street improvements, agravel road and parking area andprovisionsforseatingandfencing.

San Francisco Condo Project Breaks Ground
Oyster Development has starteddemolition and excavation of its114-condodevelopment in theMis-sion District, a $70 million projectthat will eventually abut a refur-bishedNewMissionmovie theater.BuildGroupisthecontractor.
InadditiontotheMissionStreetsite,Oysteralsoboughtaparcelat1296Shotwell,whichwillbehandedoverto the Mayor’s Office On Housingfordevelopmentofaffordablerentalhousing. Givas said the neighbor-hoodmadeitcleartheypreferredaland dedication over on-site afford-ableunitsbecauseitgeneratesmoreaffordable units than on-site afford-able(46versus14)andprovidestheflexibility fordeeperaffordability (byallowingaffordablerentalsinsteadofonlyaffordablecondos).
Regional Forecast Exceptionally Good
During the downturn, new homeconstruction plummeted along withjobs and personal incomes.A newforecast for the Sacramento regionpredictsthesemeasuresofeconom-ichealtharepoisedtorisetogetheroverthenextfouryearsHomebuild-ing,aneconomicpowerhouseintheregionwhenit’sinfullswing,willre-turn in force, rising to levels in linewithpopulationgrowthby2017,ac-cordingtothelatestforecastbytheUniversity of the Pacific’s BusinessForecastingCenter.Thenewreportfor the four-county Sacramento re-gionpredictssizablejobgrowthoverthenextfouryears,alongwithfallingunemployment. Personal incomes,adjusted for inflation,willeventuallyriseagainataratefasterthanduringtheboomyears.
With more good news, real estateinformationfirmDataQuickreported
lastweek that themedian price forresalehomesinSacramentoCountyroseastunning42percentinthepastyear,from$160,000inMay2012to$227,500 last month. New homepriceshavebeenontherise,too.InPlacerCounty,aprimehomebuild-ing area, the median sale price ofnewhomesroseinMayto$378,500,up23.5percent comparedwith thesamemonthayearago.
Michael Strech, president of theNorthStateBIA,saidmostbuildersagree the new home market is ontracktorecover.
Tulare And Visalia Summer Projects
The Tulare City School District willbereplacingtheheating,ventilationandair conditioningunitsatCherryAvenue Middle School, as well asreplacingtheroof.Thecostsforre-placingtheairconditioningunitswillbe $119,000 and costs for the roofreplacementswillbe$205,000.
The district will also be upgradingthe refrigerator and freezer units inits central kitchen, where all of thelunchandbreakfastmealsaremadefor all 14 school locations.The up-gradewillcostthedistrict$81,000.
Other projects the district will beworking on during the summer istheremodelingprojectofthelibraryatPleasantElementarySchool, theinstallationofwindowcoversatnineschoolsitesandroutineworkordersforanything thatneeds tobefixed.PleasantElementarySchoolwill re-model theexisting libraryandcom-bineitwiththecomputerlabtocre-atemorespace.
TulareJointUnionHighSchoolDis-trictwillalsobeworkingon itsownconstruction projects this summer.

A classroom building at both Tu-lare Union and TulareWestern highschoolswillundergoconstruction.Theplanning for the new roofing beganlastOctoberand isexpected tocostthe district $750,000 for both sites.The district decided to go with thesamecontractor,GaryInterranteCon-structionfromExeter,forbothsites.
ForVisaliaschools,summerimprove-mentswillcomebywayofMeasureE, thevoter-approvedbond initiativeused to fund ongoing constructionandrenovationprojects.
Thelargestprojectontapforthissum-mer is the installationofsolarpanelsat12schools,beginningJuly10.
RedwoodHighSchool,HighlandEl-ementary and Crowley Elementary— identified byAdministrative Ser-vicesDirectorDavidLoverinas theworst offenders in the districtwhenit comes to energy costs—will bethefirstrecipientsofthenewpanels.The remaining schools—PinkhamElementary,LinwoodElementary,LaJoyaMiddleSchool,VevaBluntEl-ementary, Willow Glen Elementary,GreenAcres Middle School, Hous-ton Elementary, Fairview Elemen-taryandIvanhoeElementary—willbefurnishedwiththenewequipmentbyNovember.
Four Porterville Projects Get District Approval
ThePortervilleUnifiedSchoolDistrictwill includewhat itconsiders tobe itsfour highest priority construction proj-ects in the2013-14budget tobeap-proved by the board at its June 27meeting. Those projects are a mod-ernization project at Roche AvenueElementary School, the replacementof portable classrooms at BelleviewSchool,theconstructionofaswimmingpool at Strathmore High and the ex-pansionofButterfieldCharterSchool.
The Roche project will cost nearly$450,000 and will include a badlyneededexpansionof restroomsand
replacing two portable classrooms.Theschoolnowhasjustonegirlsre-stroomandoneboys restroom,andtheboysrestroomhasjustoneurinal.
Itwasalsotheconsensusoftheboardtobuildapermanent,two-story,nine-classroomstructureatBelleview,asopposedtoamodularbuilding.Thatwill increase the cost of the projectfromaround$2.8milliontomorethan$4.1million.ThebuildingwillreplaceportableclassroomsacrossthestreetfromBelleview,which have been attheschoolfor35years.
TheconstructionoftheswimmingpoolatStrathmoreHighwillcost$3.3mil-lion.ThepoolwillbeusedbyHarmo-nyMagnetAcademyandStrathmoreHighstudentswhocompeteforStrath-moreHighboysandgirlswaterpoloandboysandgirlsswimteams.Thoseteamscurrentlyhave topracticeandcompeteintheirhomecontestsattheGraniteHillsswimcomplex.Thepoolcouldalsobeusedbyyouthclubsandpossiblyeventhepublicaswell.Thepool will be constructed behind thetenniscourtsbetweenSpartanStadi-umandthejuniorvarsitysoftballfieldontheSHScampus.
Alloftheconstructionprojectsshouldbe completed during the 2013-14schoolyear.
Central Valley Construction Rebounding
Construction in the Central Valleymadesomedefiniteheadwayby thesecondquarteroftheyear,withbuild-ingpermitsupmorethan30percentoverthesametimelastyear.Through-outFresno,Madera,KingsandTularecounties, 4,449 construction permitswereissuedtobuildersinthefirstsixmonths of the year, up 30.5 percentfrom3,409duringthesameperiodlastyear,accordingtoaweeklyreportbyConstructionMonitor.
The value of all construction permitsrosefrom$403.4millionbyJuneoflastyearto$547.6millionsofarthisyear.
Commercial permits rose from 644during last year’s second quarter to667sofarthisyear.Amongthose,re-tail, warehouses and dining jumpedfrom18to26,whileoffices,banksandprofessionalbuildingswentfrom22to33.Industrialandmanufacturingbuild-ings andwarehouses dipped slightlyto22,althoughthevalueofthoseper-mitsdoubledto$39.3million.
Housing Gains Document Economic Recovery
U.S. builders steppeduphomecon-struction inMayandapplied forper-mits to build single-family homes atthe fastest pace in five years. Thegains show housing remains a keysourceofgrowthfortheeconomy.Theoverall pace of homes started rose6.8percentlastmonthtoaseasonallyadjustedannual rateof 914,000, theCommerceDepartmentreported.
Overall, the report points to moreevidenceofahousingrecoverythathasbecomesustainable.New-homeconstructionhas risen28.6percentsinceMayof2012.
Construction increased in May forbothsingle-familyhomesandapart-ments and condos. And builderssoughtmorepermitstobuildsingle-familyhomes,whichmakeupnearlytwo-third of the market. The sea-sonally adjusted annual rate rose1.3percentto622,000-thehighestsinceMay 2008.That’s a sign thatconstruction will increase further inthecomingmonths.
Abetteroutlookforhousinghasmadebuilders more optimistic, leading tomore construction and jobs. TheNa-tional Association of Home Builders/WellsFargobuildersentimentindexre-leasedlastweekroseto52thismonth,upfrom44inMay.Thatwasthehigh-est reading in seven years and thelargestmonthlyincreaseinmorethanadecade.Eachhomebuiltcreatesanaverage of three jobs for a year andgenerates about $90,000 in tax rev-enue,accordingtoNAHBstatistics.

Workplace Safety And Health Heat Stress

Workerswhoareexposedtoex-treme heat or work in hot envi-ronmentsmaybeat riskofheatstress.Exposuretoextremeheatcanresultinoccupationalillness-es and injuries.Heat stress canresultinheatstroke,heatexhaus-tion,heatcramps,orheatrashes.Heatcanalsoincreasetheriskofinjuriesinworkersasitmayresultinsweatypalms,fogged-upsafe-tyglasses,anddizziness.Burnsmayalsooccurasaresultofac-cidentalcontactwithhotsurfacesorsteam.
Workersatriskofheatstressin-cludeoutdoorworkersandwork-ers inhotenvironmentssuchasfirefighters,bakeryworkers,farm-ers, construction workers, min-ers,boiler roomworkers, factoryworkers, and others.Workers atgreaterriskofheatstressincludethosewhoare65yearsofageorolder,areoverweight,haveheartdisease or high blood pressure,or takemedications thatmaybeaffectedbyextremeheat.
Prevention of heat stress inworkers is important. Employersshould provide training to work-ers so they understand whatheatstressis,howitaffectstheirhealthandsafety,andhowitcanbeprevented.
Heat StrokeHeatstrokeisthemostseriousheat-relateddisorder.Itoccurswhenthebodybecomesunabletocontrolitstemperature:thebody’stemperaturerisesrap-idly,thesweatingmechanismfails,andthebodyisunabletocooldown.Whenheatstrokeoccurs,thebodytemperaturecanriseto106degreesFahrenheitorhigherwithin10to15minutes.Heatstrokecancausedeathorpermanentdisabilityifemergencytreatmentisnotgiven.
Symptoms of heat stroke include: Hot,dryskinorprofusesweating Hallucinations Chills Throbbingheadache Highbodytemperature Confusion/dizziness Slurredspeech
First AidTake the following steps to treat a worker with heat stroke: Call911andnotifytheirsupervisor. Movethesickworkertoacoolshadedarea. Cooltheworkerusingmethodssuchas: Soakingtheirclotheswithwater. Spraying,sponging,orshoweringthemwithwater. Fanningtheirbody.
Heat ExhaustionHeatexhaustionisthebody’sresponsetoanexcessivelossofthewaterandsalt,usu-allythroughexcessivesweating.Workersmostpronetoheatexhaustionarethosethatareelderly,havehighbloodpressure,andthoseworkinginahotenvironment.
Symptoms of heat exhaustion include: Heavysweating Extremeweaknessorfatigue Dizziness,confusion Nausea Clammy,moistskin Paleorflushedcomplexion Musclecramps Slightlyelevatedbodytemperature Fastandshallowbreathing

Survey Says: 77% of Americans would be willing to give up chocolate for an entire year, rather than go without the Internet. Only 21% though would give up sex, and an even smaller 7% would go without a shower.
According to a recent survey conducted by CNN Money, the Internet contributes more to the American economy than the entire federal government, according to a new study by the Boston Consulting Group.
The Internet accounted for $684 billion, or 4.7% of all U.S. economic activity in 2010, Boston Consulting Group found. By way of comparison, the federal government, contributed $625 billion, or 4.3%, to the nation’s output. If it was considered its own separate industry, the Internet would also be larger than America’s education, construction or agricultural sectors.
In the retail sphere alone, e-commerce accounted for 5% of U.S. sales in 2010.
“All businesses are increasingly digital and need to think about how to take advantage of these opportunities,” said Dominic Field, a BCG partner and co-author of the report. Boston Consulting Group predicts the Internet will grow about 10% a year through 2016 in the Group of 20 nations.

Theinstallationoftheoftheworkassociatedwiththemainhydroniclinesincludingthedemolitionoftheexistingcorridorceilingwillbedoneinoffhoursbetween7pmand6amorweekends.Attheendofeachworkshiftthecorridorsshallbecleanedandvacuumed;andfreeofconstructionmaterialsanddebris.
Theinstallationoftheoftheworkassociatedwiththelaterallinesservingtheroomsoffofthecorridorandtheroomsonthesecondfloorshallbesequenced.Startingfromthesouthwestendofthebuildingandworkingbacktowardsthemechanicalroom.RefertoMechanicalDrawingsforconstructionsequencingorder.EachworksequenceshallbecompletedtestedandacceptedbytheUni-versitypriortostartingthenextsequence.Priortoeachworksequencestartingroomsshallbevacatedduringthedurationoftheworksequenceandreoccupiedonceworksequenceiscompleted.
