1. INTRODUCTION:
The Environmental Management plan formed to protect the environment and to
implement, mitigate, monitor and provide remedial measures during the activities of road
construction work of Bhubaneswar to Puri on NH-203.
Proper procedures and records shall be maintained for the requirements related to
protection of the environment. Environment related trainings and awareness programs to
all employees on a regular basis shall be provided during the project work.
Objectives
The main objectives are to:
Ensure compliance with regulatory requirements that are applicable to the
activities.
Provide timely indication if any environmental control measures fails to achieve
acceptable standard.
Assess the environmental condition of the area where the road construction is
carried out.
Monitor effectiveness of environmental mitigation measures.
The schedule for submission of six monthly environmental monitoring reports to
the Ministry of Environment and Forest will be in the month of August and
February.

To be aware of the environmental concerns of the road construction work and the
application of environmental control during the construction phase of the project.
To facilitate road construction programme while ensuring fulfillment of our
commitment to protect the environment by minimizing any damage to the
environment and monitoring environment aspects, which may be arise from
construction activities.
To supervise compliance with environmental criteria reviewing the collected data.
Prepare Contingency plan.
Method for promoting environmental awareness
We will provide environmental awareness training to our employees.
All personnel being absorbed at site would be made to attend an environmental
awareness programme. Environmental Awareness Programme includes environmental
policy, on site emergencies, Environmental aspects, Environmental impacts, rules and
regulation.
2. ENVIRONMENTAL MANAGEMENT OF CONSTRUCTION CAMP
Construction camp is the location where the contractor will have camp office, residential
colony, workshop, Laboratory, casting yard, steel yard, Plants and Machineries for the
proposed Road work Bhubaneswar to Puri.
The site for the construction will be almost center of the proposed highway work
stretch thus reducing the transportation time and easy accessibility to the work site.
The site will be free from cultivation and in non-agricultural land.
The construction set up will have:

The layout of the construction camp is designed in such a way that there will be a
reasonable distance between the offices, residences and Plant area.
The site clearance will be the first step and the trees if any existing in the site will be
taken care and will be left as it is and in case any removal is to be done will be
compensated by planting the additional trees at the boundary or at the selected
location in the camp site. Gardening will be done at residential and at site office.
Topsoil if any will be removed only in the construction area and will be utilized in the
lawn development in the campsite.
Fencing all around the campsite will be done with check post provision in the
entrance there by restricting the camp area as restricted area for the local public.
Source of water supply:
Water required in the construction campsite will be of the following
Domestic use in office and residential colony
In Crushers, Wet Mix Plant, Hot Mix Plant and Batching Plant.
Green belt developing and gardening in and around office area and Residential area.
Domestic Use:
For the domestic usage of water in the office and residential colony the bore well (pH
value) will be driven and the water will be tested for its quality. If existing water resource
is available, this can be utilized. Upon receiving the good quality of bore water the same
will be utilized for the above proposed purpose by providing over head tanks for water
storage and necessary pipe lines for delivery.

Drinking water will be tested seasonally by assuring that there are no physical, chemical
and biological contaminants.
If required suitable treatment will be done for bore water if the raw water is not potable
upon receiving the water test report.
Plant Area:
Water is required for the dust suppression system in Crushers, processing Wet Mix Plant
and Batching Plant.
Water in the existing open well (pH value) if any, will be utilized for this purpose.
Permission from the concerned authorities, if required will be obtained.
Green Belt Development and Gardening:
Open well water will be utilized for developing and for gardening.
Sanitation and Waste Water Treatment:
Offices and residential colony will be constructed with sufficient ventilation and required
numbers of toilets, bathrooms and washbasins. Non Hazardous waste collection bins will
be provided at various locations depending upon the requirements and will be safely
disposed. The residential and office blocks will be situated at reasonable distance from
Plants and Machineries.
Septic tank of adequate capacity will be provided separately for office and residential
colony. The sewage from this septic tank will flow into soak pits there by underground
strata disposal practice. The soak pits and septic tanks will be carefully located so that no
contamination will cause to sources of water.

Wastewater from canteen will be routed through the drainage system.
Since Laboratory proposed in campsite is for material testing the wastewater will be of
only container washings, which will have only little bit of non-hazardous solids. This will
be settled in the grit chamber provided and the clear water will be absorbed to the
wastewater sump. There will no Chemical effluent generation from Laboratory.
Medicare and Sickbay:
A Medical center and sickbay will be established within the base camp with necessary
first aid facilities to treat minor injuries and to provide first aid. Urgent and serious cases
will be referred to the nearest hospital for treatment. Responsible persons will be trained
in the first aid treatment. The first aid boxes will be located in work areas. A separate
vehicle will be made available at any time for Emergency cases. The contact phone no. of
the nearest ambulance service will be displayed within the camp area for easy
accessibility.
Workman safety at site:
Every Workman at site will be provided with necessary PPE’s at site followed by safety
training. The list of PPE is as under:

Indent will be raised as per the requirement of the safety gadgets & will be procured as
early as possible. Necessary inventory of safety gadgets will be maintained on regular
basis as well as maintenance will be done.
3. BORROW AREA MANAGEMENT:
Land Identification and methodology of operation:
The location where the soil for embankment and constituents for GSB can be obtained is
called borrows land. The widening of the existing road involves both cutting and filling
of earth. Hence the amount of material generated as a result of excavation is enough for
use in filling areas provided the cut material is found suitable.
A layout showing the area with respect to the project area will be prepared.
The area will be identified and will be taken on lease. It may be any government land or
of landowner. The following points will be taken in to consideration while selecting the
land.
Whether the land is high or flat
Distance from the main road
Existing stream or water source.
High lands are highly suitable for the borrow land. On cutting the land will be brought to
the adjacent ground level. The slopes will be trimmed and no vertical cuts will be left in
the borrow lands in order to avoid landslides and soil erosion. In all cases the limits of

borrow areas will be clearly demarcated. The dry lands alone will be used as borrow
lands. The material from the trial pit of the borrow area will be tested and its suitability
with necessary approvals will be obtained.
The Excavators, JCB, Wheel loaders and tippers are the main machineries used in the
borrow areas. All this machineries will be maintained adequately fitted with silencers to
reduce noise levels. The machineries will checked for emission and will be kept within
the limits. Periodical checkups and maintenance will be done.
Location of Borrow Area:
A layout showing borrow areas with respect to the project area will be prepared. Also a
detailed borrows area management and rehabilitation (if required) plan will be prepared.

Haul Road Management:
The approach road to the borrow area will be maintained through out the period of its
use. Periodic sprinkling of water will be carried out to suppress dust generated during
vehicular movement. Speed limit will be strictly adhered to while hauling of material is

carried out. Necessary signboards will be displayed wherever required and the traffic
assistants will be posted to regulate the traffic flow.
A friendly atmosphere will be created with the local community and all assistance will
be provided.
Top Soil Management:
Before the commencement of the excavation the topsoil will be stripped and stockpiled
for the future use. This soil will be spread after the completion period incase of high level
borrow areas. The topsoil from the other borrow areas will be utilized in the turfing of
side slopes.
Closure Plan:
The activities carried out in this regard will be as per the direction of the landowner. If it
is desired by the owner that high land be flattened for construction purpose then the land
will be leveled once the extraction of material is complete.
A record of trees cut will be maintained and it will be ensured that suitable compensatory
measures are taken.
A sketch of borrow area, distance from the project road, the area involved and expected
yield and all other relevant details will be attached with every borrow area that is
exploited.
Photographic Records:
Photographs of the area depicting the state of land before and after extraction of material
will be maintained.

4. CONSTRUCTION PLANTS AND DIESEL GENERATOR SETS:
Pollution Control in Stone Crusher:
There is no process waste from the stone-crushing unit. Hence there will be no water
pollution. The dust generated while crushing operation, conveying and at dropping point
will be suppressed by water sprinkling system provided on plant, and will be done at
point starting from the jaw crusher to the dropping point. Due to water sprinkling, weight
of dust particles get increased and will not fly in air. Water required for sprinkling
purpose will be drawn from the available sources nearby, to the overhead water tank for
continuous operation.
Pollution Control in Wet Mix Macadam Plant:
The total operation in the Wet Mix Macadam Plant is wet operation so there will not be
any air pollution. This operation will not generate any process wastewater also.
Pollution Control in Hot Mix Macadam Plant:
This operation has no process wastewater. Due to application of high flame at high speed
the dust particles in aggregates may come out in air vent. This is controlled by providing
dust collector and bag filter. The dust collector reduces the velocity and makes the
heavier particles to get settled down and this outlet air is passed through bag filter. For

periodic replacement of the bag filters maintenance schedule will be drafted in
consultation with the Engineer in-charge and schedule will be displayed.
Pollution Control in Batching Plant:
In Batching plants the cement will be stored in silos and will be conveyed in pipes using
screw pumps. Hence there is no possibility of spreading in air. Water sprinkling
arrangement will be provided at the conveyance and the drop point there by suppressing
the dust spreading. The wastewater generated while mixing drum cleaning and the
concrete transit containers will be allowed to pass in the settling tank and filtered in the
sand bed. Water sprinkling will be done for dust suppression
Waste from Construction Plants:
The process waste generated in the construction plant is stone dust. This dust is utilized in
Wet Mix Macadam Plant and if in excess it may be utilized for landfill. This will be
mechanically handled for collection and conveyance.
Pollution Control in DG Sets.
The DG sets used on site/work will comply with all legal requirements. Operating
permits will be obtained from the concerned authorities prior to use. The DG sets will be
maintained in accordance with manufacturer’s recommendation/instructions to ensure full
serviceability and with a view to cause least emission to the atmosphere.
The following DG sets will be provided in the camp site (the list will be completed by the
Plant & Maintenance Department in coordination with project management).

Ambient Air Monitoring
We shall undertake environmental monitoring in term of Ambient Air Monitoring for the
determination of suspended particulate matter. The air quality monitoring procedure shall
be establish to monitor the impact on air quality and measures to control air pollution
including dust suppression of activities that will cause degradation in air quality,
environmental procedures to manage pollutants, monitoring programme, record keeping
and reporting.
The main pollutants, which will come out from different road construction activities,
would be Suspended Particulate Matter (SPM), Noise pollution from different earth
moving equipments and generator sets.

The ambient air quality will be monitored twice in a week at require locations and the
level of pollutants in the air will check. The emission from the generator sets and the Hot
Mix Plant will also be monitored at two locations 8 hrs sample / Day every season and
level will be checked and improvements if any required will be done. All the vehicles
used in the project will be tested for emission and the Administration and CPE
departments will maintain the certificate of fitness.
Third party will do all the emission testing and the copies of the results will be
maintained in the site Safety Dept. The schedule of maintenance of plants, equipments
and machineries will be drafted in consultation with the technical person in charge and
the schedule will be adhered. The CPE Dept. will do periodical review of the
maintenance works completed, once in three month. If any deviation observed, root cause
will be identified and the required remedial measures will be taken.
Mitigation Measures
Transport of material from one place to another creates air pollution, which degrades the
atmosphere of the area. To minimize pollution precaution are taken to minimize visible
particulate matter from being deposited upon roadways. It includes removal of particulate
matter from equipment and cleaning of dust / mud and deposit of material on public place
by routine sweeping work.
Control requirement at road construction site:
The dumping material shall be placed in a manner that will minimize dust production.
Material shall be stabilized by watering or other accepted dust suppression techniques.
The height from which material dropped shall be the minimum practical height to limit
the fugitive dust emission. Stock piled, sand and aggregates use in concrete
manufacturing and construction work should be piled with suitable slopes and if required
it will be enclosed on three sides with suitable barricading. Cement will be stored
separately in cement godown. Water sprinklers shall be provided as required to control

and suppress dust during handling of excavation, debris and or during demolition. During
dry weather, dust control methods shall be used daily especially on windy, dry days to
prevent any dust from blowing.
Monitoring of SPM:
The impacts of fugitive dust as ambient air pollution depends on quantity generated as
well as drift potential of dust particles injected into atmosphere. Larger particles will
settle down but smaller particles will drift away. SPM levels will be monitored to check
dust impact during construction phase.
Methodology:
The samples will be collected with the help of High Volume Dust Sampler using standard
methods on pre weighted GFA filter paper at a rate of 1:1 m3/minute for 24 hours and
SPM will be monitored by suitable placement of High Volume Sampler at various
locations at the site. Air monitoring shall be carried out forth nightly at each location.
Presentation and Interpretation of results:
The results will be reported on the basis of 24 hours and will be presented as g/m3.
These results will be compared with National Ambient Air Quality standards. The results
will be recorded and mitigation measures will be taken for control of air pollution.

Noise Monitoring And Control Plan
The noise monitoring and control plan shall contain the sources of noise pollution at the
construction site. It also contains the mitigation measures to be taken.
Noise Control
Required measures will be taken so as to minimize noise impact on the community.
Provision of necessary silencers and mufflers on construction equipments, which will
properly fitted and maintained. Canopy type generator sets will be provided at required
locations and open type generators will be in housed in sheds.
Sources of Noise Pollution:
Noise generated during operating of the different Earth Moving Equipments.
Noise generated during any other construction activity.
Noise generated during truck, tipper loading, unloading and handling activities.
Noise generated from Batching Plant, Crusher unit, Hot Mix Plant and Wet mix
Macadam plant.

Mitigation Measures
To the extent required meeting the noise limits adequate efforts will be taken to reduce
the construction noise emissions level.
Scheduling the Tipper, Truck and Earth Moving Equipments for loading,
unloading and hauling operations so as to minimize noise impact on surrounding.
Locating stationery equipments as to minimize noise impact on the community.
Put off Plants and Equipments when not in use or idle.
Use only well maintained plants and Equipments, which should be serviced
regularly. Maintain equipments such that parts of vehicles and load are secure
against vibration and rattling.
Silencers and mufflers on construction equipment shall be properly fitted and
maintained.
Maximize physical isolation between noise generators and noise receptors.

Grading of surfaced irregularities on construction sites to prevent the generation
of impact noise and ground vibration by passing vehicles.
Schedule work to avoid simultaneous activities that both generate high noise
level.
Construction of temporary physical barriers.
Monitoring
Noise level will be measured at various site locations as and when require with
calibrated Noise meter at different times during the operation of equipments used for
construction of the project. Noise monitoring and control plan, results submitted will
include duration of measurement distance of monitoring from activity and construction
equipment working during monitoring period.
Presentation and Interpretation
Noise level during the construction activities will be measured and presented as Leq,
L10, L90 and Lmax in decibel (dB) units. The measured value will be compared with the
standards values.
Contingency Plan
If the noise level exceeds of limiting value (either accidentally or through inadequate
implementation of mitigation measures) does occur, the cause will be quickly identified
and remedial measures will be taken with professional expertise.
Water Pollution Control:
We will provide a drainage system to drain off all surface water from the work site into
suitable drain outlet. We will collect all cement slurry, Bentonite slurry or other grouts
used in road construction shall be disposed off safely at the nearest approved disposal
area.

Site Hygiene:
Site hygiene will be maintained at highest standards to keep the good healthy working
environment at our work site. Proper longitudinal and C/S profile should be maintained
so as to drain off storm water as well as waste discharge during the course of construction
activities. A septic tank for our sewage system is already constructed.
WASTE
HANDLING, STORAGE AND DISPOSAL
The waste mud generated from the pile foundation will be handled mechanically by JCB
and tippers to transport the same to approved designated place for proper disposal. Any
other waste generated from our activities will be collected properly in waste is placed in the
designated places and to the possible extent they are disposed by auction to the waste
buyers. Till that time it will be carefully stored in an area specifically marked for the
purpose.
HAZARDOUS CHEMICALS & WASTES
All hazards material must be stored in approved containers/cabinets and storage area.
Containers cabinets and storage area will have proper Labelling. Material must not be
transferred to unapproved unlabeled containers. Safe procedures will be used for
transferring material from bulk.
1. All the hazardous chemicals must be labeled properly.
2. All storage facility must be equipped with eyewash and splash goggles.
3. Temporary and permanent storage of all hazardous material must be neat and
orderly. Stored must not obstruct fire extinguishers where electrical panels exists.
4. All storage must ensure that incompatible chemicals do not come in contact with
one another.

Use proper PPE in manual handling of hazardous chemical.
An approved device carrying hazardous material will be used whenever chemicals
are taken from stock area.
Hands get contaminated while handling hazardous chemicals and should be
washed and cleaned.
In handling flammable substances all type of ignition sources are avoided.
Supervisor will ensure that the staff who works with such hazard product will be trained
in the use, storage and handling of controlled product. The training programme must
include instruction of the following:
1. Type of labels
2. MSDS Sheet
3. Procedure for safe use, storage and handling.
4. Emergency procedures.
DISPOSAL
Empty containers of hazardous chemicals may itself be a hazardous waste. Empty
containers and hazardous waste will be given to authorized dealer.
If encountered or generated as a result of our activities, then waste classified as hazardous
under “Hazardous wastes (Management and Handling) rules 1989’ and chemicals
classified as hazardous chemicals under “manufacturer, storage and import of Hazardous
Chemicals 1989 of EP A (1986) shall be disposed off in a manner in compliance with
procedure given in the rules under the aforesaid acts.
All personnel being absorbed at site would be made to attend environmental awareness
programme.

5.QUARRY MANAGEMENT PLAN: All our Quarrying does not need
blasting – (As per client requirement)
Quarry Operation:
Type of blasting:
Mining / Blasting operation as required will be carried out in a safe and secured manner.
Controlled blasting will be done. It will be ensured that least disturbance is caused while
carrying out such operations. All the applicable laws, rules and regulations pertaining to
the use of explosives will be strictly adhered. The supply of explosives required for
blasting will be done by licensed agencies on day-to-day basis. Safe blasting procedure
will be prepared as required prior to blasting/mining.
6.ENVIRONMENTAL MANAGEMENT AT WORK SITES:
In case of any diversion work for watercourse has to be done, the structure will be of RR
masonry backed sand filled available within the watercourse. After completion (for the
purpose of diversion) the RR masonry wall will be demolished and the stones will be
reused in construction works. The mortar will be disposed for land fill or basement filling
in building construction sites. The sand will be again spread in the river flow.
In case of small watercourse the Hume pipes will be laid first with sand cushion so that
the water passes through the pipes enabling no disturbance to the culvert construction.
These Hume pipes if not necessary will be removed and auctioned after completion.
Topsoil:
The topsoil generated from clearing and grubbing operation will be stocked and will be
used in slope protection measures such as turfing etc; If in excess these soil will be spread
over the dry unfertile land available at adjacent site with the permission of the land
owners or with the concern authority in case of government land.

Schedule of Environmental Enhancements:
A Time bounded action plan will be prepared in the required format for the environmental improvements with the details of the improvement work planned, time of completion and person responsible.
Slope protection measures:
To protect the slopes from sliding and erosion the protection work such as stone pitching
with suitable stones will be done. Also the slopes will be turfed with the topsoil available
in the stock. Fast growing Vegetation will be developed al along the slope to avoid
erosion as per the requirement. Constructing the drainage channel along the slope will
drain the rainwater collected in the roads. Wherever necessary the pipes for drainage will
also be laid.
7. SOLID WASTE MANAGEMENT:
Waste generated during construction activities:
The different types of waste generated during construction are as follows:
Rubbish and garbage Sewage from camp Bituminous waste from Hot Mix Plant Used oil, fuel, lubricants etc; Damage precast units.
Rubbish / Garbage Disposal:
In camp garbage bins will be provided at different locations and primarily the waste will
be collected in this bins and disposed of safely on daily basis. The waste collected from
bins will be carted in a vehicle to the nearest municipal garbage collection or dumping
ground to disposed off. Signs will be provided where these bins are placed in the camp
and awareness will be created within the camp so as the waste will be disposed in the
dust collection bins. This process will ensure a healthy environment in the camp and
work site. The number of dustbins may be increased or decreased as per the requirement.

Sewage / solid waste:
Septic tanks have been constructed in the camp at designated places of required numbers
and the toilets have been connected to these by PVC pipes Inspection chambers are also
provided and closed with cover. Soak pits followed by septic tank of suitable capacity
have been constructed.
Using municipal septic tank vehicles, solid waste will be cleared off from the septic tank.
A record of the same will be maintained and kept available for inspection as and when
required in camp.
Oil spills prevention control plan, storage and handling of Inflammable materials:
Various types of oils at construction site, like Diesel, Petrol, Engine oil, Grease,
Hydraulic oil, Transmission oil, etc; is used as fuel and for Hydraulic operations and for
Transformers. Oil, Grease and similar material will be stored on a paved surface. Diesel
as a fuel for all Earth Moving Equipments and other vehicles will be transported in a
separate vehicle with tank of suitable capacity. All other oily material will be transported
in a suitable container. To avoid oil spill drips pans will be provided during handling of
oil / diesel, etc. Even minor leaks from mobile equipments and generator will be
effectively arrested. Fixed generator sets will be provided with trays below them.
Flammable material like LPG cylinders and DA cylinders are used at site for gas cutting
jobs. These are to be storing at our store yard in a specially designated area. We are
keeping a bare numbers of cylinders as per our work requirement. We will strictly adhere
to statutory Gas Cylinders Rules while storing and handling these cylinders at our site.
All the hazardous waste will be collected by using necessary PPE’s and stored in the
designated area. For disposing it will be handed over to authorized agencies after
verifying their license and proper manifest copies will be maintained. All collection,

storage and disposal records related to hazardous waste will be maintained and kept ready
for inspection by the authorities and third party inspection.
Event Contingency Plan:
We shall provide adequate number of fire extinguishers and fire buckets at site to
control the fire due to inflammable materials.
We shall contact to nearest fire station and police station immediately to handle
such situation.
We shall call to nearest hospital if any emergency occurs.
Bituminous waste filter:
The Hot Mix Plant has inbuilt air bag filter system to prevent dust generation during
heating of the aggregates, mixing of aggregates with bitumen. The bag filter will have
auto arrangements for cleaning dust stocked in bags. The dust will be recycled as fines in
the process. Waste generated from the Hot Mix Plant will be used in developing the roads
inside of the construction camp or the approach road to the construction camp. The waste
will also be used for filling potholes in adjacent rural roads.
Damage Pre cast:
The damage pre cast material will be collected in the designated area and disposed of in
the disposal areas. The excess concrete will be utilized for the activities such as safety
pillars construction etc;
During site clearing the soil of approximate depth of 150mm or as per the instruction of
the technical person in charge will be removed. The stripped topsoil will be transported
using tippers to designated areas and stocked. This material will be used for turfing of
side slopes or used to cover the waste dumping area.

The material below the topsoil will be excavated for the construction activity. This
excavated material will be stocked and used in the construction if find suitable. This
material can be used for basement filling in case of building construction and can be
reapplied as fill material in road in case of roadwork. The used material will be disposed
for landfill in adjacent low lying areas.
Maintenance of Waste Records:
Register will be maintained for recording the details of the waste generated and their
disposal. These records will be kept ready for inspection for the authorized agencies.
Suggestion and complaints of these agencies during their visits will be recorded in
register. Record of septic tank cleaning will be maintained on site for reference. The
details of these agencies will be reflected in the monthly report as and when they have
been finalized.
Disposal of Waste:
All the non hazardous waste will be disposed as per the method given in the EMP. The
hazardous wastes will be disposed to the authorized agencies after verifying their permits.
8. ENVIRONMENTAL MONITORING:
Ambient Air Quality:
The pollutants level in the ambient air quality will be monitored at the four corners of the
campsite. Also air monitoring will be carried out as per the DPR at stated location.
Water Quality:
Water will be tested to ensure potability and quality.
Soil Quality:
Trail pits at four corners of the campsite will be digged and the soil is tested.

Noise Levels:
The ambient noise level at the boundary of the campsite, inside the plant and machineries
will be measured. Noise level will be measured at the stated location of site as per DPR.

Water Quality:
Since there is no process wastewater generation the water quality in the bore well and
open well in and around campsite will be tested seasonally as mentioned in DPR.

The workplace noise level will be tested periodically and the ambient noise level at stated
location will be tested as per the requirement laid in DPR.
9. PERMISSION AND CONSENTS:
All Plants will be established and operated as per the terms and condition applied by
Concern legal authority. All documentation will be maintained and records will be kept
ready for inspection as and when required by the authorities.
