1. Background
The Communities and Small-Scale Min-ing (CASM) initiative was launched in March 2001 in response to international recognition of the need to address the challenges presented by artisanal min-ers and the communities in which they operate. A need was also recognized for improved coordination in addressing the development needs of this dimension of the mining sector.
Since its foundation CASM has success-fully raised the profile of the ASM sector. This profile and the challenges posed by the sector have never been higher. The expectations of CASM to lead the way in finding solutions have also escalated.
If appropriately managed the ASM sector can make a considerable contribution to growth and poverty reduction within the communities and countries where small-scale mining is a significant activity. CASM’s goal is to ensure this happens.
EFFECTIVE PARTNERSHIP FOR SUSTAINABLE ASM COMMUNITIES(effectively scaling up responses to meet growing expectations)

The 7th Annual CASM Conference (7th ACC) takes place from 7 to 12 September 2007 in Mongolia. The Conference shall focus on the Theme: “Effective Partner-ship for Sustainable ASM“.
2. Objectives
The main goal of the Conference will be to better align the challenges of ASM to the international development agenda. Since the 2006 CASM Madagascar Conference there have been several significant devel-opments and the international community is turning to CASM to lead in the identi-fication of solutions. The Conference will also review progress on the initiatives that were established at the 2006 conference. including the Working Groups on better managing conflicts between ASM com-munities and, large-scale mining compa-nies, developing fairer and more ethical trade in artisanally sourced commodities, and developing more effective policies to address ASM needs etc.. Within this inter-national agenda specific attention will also

be given to the priority issues facing the ASM sector in Mongolia.
In addition to taking stock of CASM’s progress and future needs the Conference has the following objectives:a. Preparing an action plan for reporting progress on addressing ASM issues for upcoming international discussions on mining at the United Nations. b. Engaging new and existing partners in addressing the ASM agenda.c. Providing a platform for recent best prac-tices in the ASM sectord. Addressing the need to more fully inte-grate ASM into social and economic de-velopment processes at local, national and international levels.e. Identifying and coordinating donor sup-port on the priority needs of ASM.
Additionally, MRPAM and SAM are expected to contribute to:
• Drawing balance and Synthesizing: The Conference will support Mongolia to take stock of the achievements, validate expe-rience and know-how, and document find-ings. The questions such as “Where we are at present?”, “What did we achieved and what not?”, “What calls for special attention?”, “Where is need for action?”, “What are lessons learnt?” will be an-
swered on the occasion of the Conference based on comparisons with the experienc-es and practices of other countries.• Agenda-Setting The Conference could deliver suggestions on innovative strate-gies and approaches for addressing ASM issues in Mongolia. It should make the best use of very first results of the awareness building process, technological solutions in order to consolidate all stakeholders.
3. Thematic Topics
The conference agenda should progress from the general international discussions through to specifics. There should be two strands (1) addressing the international policy developments (2) addressing more substantive needs of Mongolia and the Asian region:
(1) This should aim to deliver a two year strategy leading towards delivery of prod-ucts, tools and advice that demonstrate considerable progress in recognizing the development potential of ASM, collating existing best practice and recommending future actions in multi disciplinary and in-tegrated responses to meet the remaining challenges.

(2)_The spectrum of the topics should be concentrated on real possibilities to estab-lish the artisanal and small-scale mining sector as a supportive economic sector, creating jobs, improving income diversi-fication and preventing poverty, and envi-ronmental and social devastation in rural areas. Hereby, the integrated approach within all stakeholders ensuring partner-ship is the main focus. The following 4 main thematic topics are suggested:
A. Improving the Legal Environment and Regulatory Frameworks (to include taxa-tion, standards, licensing, occupational health and safety, social security and pen-sion, etc.)B. Indigenous and Industrial Technology for Mechanization, Quality Mining, Envi-ronmental Legacy and Value-AddingC. Mechanisms for Financing, Marketing and Fair/Ethical Trade
4. Results
The Conference should deliver practically relevant results. Following results could be possibly expected:• A vision for tripartite cooperative ar-rangements between ASM, large compa-nies and governments (including interna-tional governmental organizations)• A set of recommendations addressed to
governments and international commu-nity • Better knowledge/ documentation of dif-ferent initiatives and best practices• Better networking and communication for exchange of information and experi-ences and for online advisory services (on-line data base on ASM)• New incentives for small miners to add value to their mining products.
5. Format
The Format of the Conference should be defined in detail. In any case, it should de-liver a space for presentations and discus-sions and exchange of Best Practices as well as possibilities to directly exchange with the artisanal miners (preferably through a parallel trade fair). The integra-tion of artisanal miners and their active contribution is of crucial importance.
