EESSI (Electronic Exchange of Social Security Information)

• EESSI is a core element in the new Regulations:

– Enables institutions to exchange information electronically under a common secure network

– Gives effect to the principle of enhanced cooperation between the Member States

Development and Implementation of EESSI system currently in progress with Siemens IT Solutions and Services

1 May 2010: Directory Services operational

March 2011: EESSI data messaging system operational

March 2010 –Apr 2012: National administrations in Member States to be connected to EESSI

Development of flows and SEDs - process

• SEDs and flows defined for ALL social security sectors

on official DG EMPL website in section “Official Documents”:http://ec.europa.eu/social-security-coordination

• Available in all official languages in Spring 2011 (third batch – first and second batch in Nov 2010)

• Guidelines available end 2010

Paper version of SEDs

• Paper versions of the SEDs developed that can be used by institutions until EESSI is operational and exchange of SEDs can be done electronically.

• Paper SEDs only for temporary use until end of the transitional period (30 April 2012), when all institutions must be connected to the EESSI system– Article 95 Reg 987/2009: Transitional period of 2 years for

Portable documents

• Issued to citizens to certify social security rights

• 9 portable documents identified - replace old E-forms issued under Regulation 1408/71

• No transitional period : to be used as of 1 May 2010. • Can be found in all official languages on official DG EMPL

website in section “Official Documents”.(P1 soon available in all languages)
