INTRODUCTIONCreatingabicyclesystemwherepeoplefeelcomfortableridingbicycles,whetherforcommuting,errandtrips,orrecreation,istheultimatepurposeofdevelopingabicycleplanfortheDover/KentCountyMetropolitanPlanningOrganization(MPO)region1.ThefirstRegionalBicyclePlan(RBP)wasadoptedin2011andproposedrecommendationstoimprovetheregionalbicyclesystemfocusedonincreasingthenumberofpeopletousetheirbicyclesfortripstheywouldpreviouslyhavemadeusingmotorvehicles.Theplanacknowledgedtheneedforthebicyclesystemtoalsomeettheneedsofchildrenwhowouldusebicyclesfortransportationtoschoolorrecreationalfacilities.2Sincedevelopmentofthe2011RBP,therehavebeenadvancesinanalysistechniquesandagreaterfocusontheconceptof“LevelofTrafficStress”and“LevelofStressAnalysis”inevaluatingandidentifyingnotonlysafebicyclingroutes,butwhattypesofriderswouldusedifferentbicycleroutesbasedontheirtolerancefortrafficstress.3Thishasenabledthefocusofthisplantobenotonlyonincreasingthenumberofpeopleswitchingfromusingmotorvehiclestobicycles,butalsoonincreasingthenumberofpeoplewhowillridebicyclesatall.Thefirststepingettingpeopletoswitchtheirmodeoftravelistoenablethemtofeelcomfortableandsaferidingabicycle.Withthisnewinformation,enablingfamiliestohaveopportunitiestoridetheirbicyclestogethertakesonagreaterimportanceinthisplanthaninthepreviousplan.PurposeoftheRegionalBicyclePlanUpdateThepurposeoftheRegionalBicyclePlanUpdateistoreviewtheprogressundertheRBPandestablishgoalsandobjectivesforimprovingthesafetyandeffectivenessofthebicyclesystem.ThePlanUpdateidentifiesandprioritizesrecommendedprojectsandmakesrecommendationsforpolicies,ordinances,andotheractionsthatshouldbetakenateithertheState,CountyorLocalgovernmentlevel.ThePlanUpdateusesa20–yearplanningtimeframewiththeplanbeingupdatedforaccomplishmentsandchangesevery5years.ThistimeframeforthisPlanUpdateis2017‐2037.

ProcessforDevelopmentoftheRegionalBicyclePlanUpdateTheDover/KentCountyMPOconvenedaBicycleWorkingGrouptodevelopthePlanUpdate.TheworkinggroupbeganmeetinginJuly2016andidentifiedthegoalsandobjectivesthatguidedthedevelopmentoftheplan.Theworkinggroupmetmonthly,holding11meetingsbetweenJuly2016andJune2017,duringwhichtheyidentifiedbicyclefacilityneeds,developedevaluationcriteria,andprioritizedprojects.Theworkinggroupidentifiednon‐projectrecommendationsthatwouldleadtocreatingabicyclesystemwherepeoplefeelcomfortableridingbicyclesandincreasingthenumberofpeopleriding.

Workinggroupmembersincludedagenciesresponsibleforrecreationalfacilities,land‐useplanningandtransportationaswellascitizensinterestedinbicycling.Theworkinggroupprovidedtheirexpertiseinbicyclingandbicyclingfacilitiestoidentifygapsandimpedimentsinthesystemandhelpcraftstrategiesforreducingoreliminatingthem.

PublicWorkshops:

TwopublicworkshopswereheldtogatherinputintothePlanUpdate.Thefirst,focusedongatheringinformationongapsandimpedimentsintheexistingbicyclesystem,washeldinSeptember2016.ThesecondpublicworkshopwasheldinJune2017togathercommentsontheproposedrecommendationstobe

Inadditiontothe2publicmeetings,theMPOExecutiveDirectorandprojectconsultantmetwiththeDoverBicycleandPedestrianSubcommitteeinNovember2016andwiththeSmyrnaPlanning&ZoningCommissioninMay2017togatheradditionalinput.

AsecondpublicworkshopwasheldonJune26,2017andthedraftBicyclePlanwasreleasedfora30‐daypubliccommentperiodinJuly.TheDover/KentCountyMPOCouncilhelditsmeetingtoadopttheplanon{DATE}.

EXISTINGBICYCLING‐RELATEDPOLICIES,ORDINANCESPLANS&COMMITTEESStatewideDelDOTBlueprintforaBicycle‐FriendlyDelaware–AStatewideBicyclePolicyPlanDelDOTisintheprocessofworkingwithstakeholderstodevelopapolicy‐orientedmasterplanthatwillhelpmakeDelawaremorebicyclefriendly.TheprojectstartedinDecember2016andisanticipatedtobecompletedDecember2017.Fourkeypurposesofthisprojectinclude:

convenient Healthy and Transit-Friendly Development Act TheHealthyandTransit‐FriendlyDevelopmentActwassignedintolawonMay5,2016.ThelawenableslocalgovernmentsandtheDelDOTtojointlydesignate“CompleteCommunityEnterpriseDistricts”.WithinadesignatedDistrict,thelocalgovernmentpartnermustzoneandplanformixedusesandhigherdensitydevelopmentandrelinquishcounter‐productiveandburdensomeparkingregulations.Inreturn,DelDOTmustdesignstreetsintheDistricttobeslowsothatbothwalkingandcyclingaresafeandinvitingandmustalsoprioritizecapitalinvestmentsintransit,walkingandcyclingimprovements.FirstStateTrailsandPathwaysInitiative

TheFirstStateTrailsandPathwaysInitiativewascreatedin2012andismanagedbyDelDOTandtheDepartmentofNaturalResourcesandEnvironmentalControl(DNREC).ThegoalsoftheInitiativeare:

Sincetheprogramwasinitiated,numeroustrailsandpathwaysprojectshavebeenplanned,designed,andconstructedthroughoutthestate.DelawarehasimproveditsrankingasaBicycleFriendlyStatebytheLeagueofAmericanBicyclists,jumpingfromanationalrankingof#10in2012to#3in2015,rankingDelawareasthemostBicycleFriendlyStateeastoftheMississippiRiver.

OneoftheKentCountyprojectswastheCapitalCityTrail,completedin2014.TheCapitalCityTrailisashared‐usepathwaythatprovidesadirectconnectionfromSilverLakeParktotheIsaacBranchTrail(a2.6‐milegreenwaythatconnectsUS13andRoute10–EffectivelyimplementingtheSilverLaketoSt.Jonesprojectfromthe2011MPOBicyclePlan).TheCapitalCityTrailwascompletedthroughacombinationofwideningexistingsidewalksandinstallingnewpathwaystocreateanimportantpedestrianandbikingfacilityintheheartofdowntownDover.

DelDOTCompleteStreetsPolicy

In2010,DelDOTadopteditsCompleteStreetsPolicy.AsnotedinthePolicy,“thetermCompleteStreetmeansaroadwaythataccommodatesalltravelers,particularlypublictransitusers,bicyclists,pedestrians,andmotorists,toenablealltravelerstousetheroadwaysafelyandefficiently.”ThepurposeoftheCompleteStreetsPolicyis“toensurethattheDelDOTsystemmodificationsareroutinelyplanned,designed,constructed,operated,andmaintainedinawaythatenablessafeandefficientaccessforallusers.Theresultshouldbeasystemforallusersthatiscomprehensive,integrated,connected,safe,andefficientallowinguserstochooseamongdifferenttransportationmodes,bothmotorizedandnon‐motorized.”

AprimaryobjectiveofthePolicyis“todefineandimplementchangestotheprojectdevelopmentprocessthatwillvaluealltransportationmodesduringtheprojectscopingphaseandenhancecurrentlyuseddesignpracticesthroughupdatestoDelDOTsubdivisionanddesignmanuals,designmemoranda,andpolicies.”ThePolicyindicates“allprojectsinthestateright‐of‐waythatareconsideredroadreconstruction,widensthepavementwidth,orallowsfortheinclusionoffacilitiesforallusers,shallconsideralltransportationmodesandaccommodateaccordingly.”

DelDOTSafeRoutestoSchoolProgram

SafeRoutestoSchool(SRTS)isaDelDOTprogramtofacilitateandencouragechildrentowalkandbiketoschoolsafely.Theprogramwasestablishedin2002,andthecorrespondingFederalSRTSprogramwasinitiatedin2005.Anypublic,privateorcharterschoolsareeligibletoparticipateintheprogram,providedtheprojectsbenefitelementaryandmiddleschoolagechildren.TheSRTSprogramcontains5components(the5E’s):Engineering,Education,Enforcement,Encouragement,andEvaluation.DelDOTworkswitheachschoolintheprogramtodevelopaSafeRoutestoSchoolPlanthatincorporateseachofthesefiveelementsintoacomprehensiveprogram.Examplesofeligibleinfrastructureandnon‐infrastructurecostsarelistedbelow.

pertainingtobicycling,bicyclesafety,andbicycleeducation,andtomakerecommendationstovariousstateagencies.”TheDelawareBicycleCouncilservesasaresourceinpolicy‐makingandlegislativeissues,inordertoultimatelyincreasefacilitiesandopportunitiesforbicyclistsinDelaware.BikeDelaware Bike Delaware is an independent, non-government, member-supported non-profit advocacy organization. Its mission is to make cycling and walking safe, convenient, and fun transportation options in Delaware by working in partnership with government, business, and community groups. The Bike Delaware vision is bikeway networks that everyone can use to get where they want to go on a bike.

Local/RegionalCityofMilfordTheCityofMilfordissueditsBicycle&PedestrianMasterPlanin2011.TheCity’s2008ComprehensivePlanincludedavisionthatincludedtothedesireforcreatingamorelivablecommunitythroughwalkingandbiking.ThepurposeoftheBicycle&PedestrianPlanwastoprovidethecitywithastrongplanningtooltofacilitatethecontinuedandorderlydevelopmentofbicycleandpedestrianfacilitiesandimplementationstrategiesthatencouragetheiruse.TheMasterPlanincludesgoalsandobjectivesandrecommendationsforbothpedestrianandbicycleprojects..CityofDoverTheCityofDovercreatedaBicycleandPedestrianSubcommitteein2013andissuedtheCityofDoverBicyclePlaninMarch20155.TheSubcommitteeworksonimplementationoftheBicyclePlan,includingthehighestprioritizedprojectintheplan,theSenatorBikeway.SenatorBikewaysegmentsareinvariousstagesofimplementation.6TheBicyclePlanincludedrecommendationsforEducationandEncouragementactivitiesinadditiontoprojectrecommendations.Educationrecommendationsincludedactivitiesinvolvingclasses,workshopsandeducationalsupport.Encouragementrecommendationsrelatedtospecificproposalsforactivitiesandgroupridestoencourageincreasedbicycleriding.TheCity’sCodeofOrdinancesaddressesbicyclinginseveralways:

Forlarge‐scaledevelopmentprojects,“bicycleparkingshallbeprovidedforparkingspacesatarateofonebicycleparkingspaceforevery20vehicularparkingspaces.”

ACorridorOverlayZonehasbeenestablishedalongRoute8(RRtrackstowesternCitylimits)andMcKee/SaulsburyRoad(DennysRoadtoNorthSt).Amongitsprimarypurposesistopromotesuperiorurbandesign,whichbyCodereferenceincludes“transportationamenitiesforbicycles,pedestrians,andtransitthatexceedthoserequiredbythezoningordinance.”

TraditionalNeighborhoodDesign(TND),azoningdesignation.AsstatedintheCode,“theintentoftheTNDzoneistocreateawalkableandpedestrian‐friendly,economicallyviableprofessional,commercialandmixeduseresidentialneighborhoodforpeopleofdifferentagesandincomesthatdrawfromthebestarchitecturalandcommunitydesignfeaturesofDelawareandtheDelmarvaPeninsulafromitscolonialpasttothemid20thcentury.”“TheTNDshallhaveapedestrianwalkwayand/orbicyclesystemthroughtheopenspacesthatconnecttothestreetsystemorconnectsaseriesofopenspaces.Bicycleparkingandlockingfacilitiesshouldbeprovidedinpublicspaces...”

Thecityencouragestheregistrationofbicycleswiththepolicedepartmentforidentificationpurposes.

HealthandEquityAnalysisOf�CityofDoverandKentCounty�RegionalBicycleandPedestrianPlans

ThroughfundingfromtheAmericanPlanningAssociation’s(APA)Plan4Healthprogram,theDelawareChapteroftheAPA,theDelawarePublicHealthAssociationandDelawareCoalitionforHealthyEatingandActiveLiving(DEHEAL)soughttocreateanapproachtointegratehealthandequityinplanning.Usingfeedbackfromthecommunity,theDelawarePlan4HealthteamhasexaminedopportunitiestointegratehealthandequityintheupdateoftheKentCountyBicyclePlan

WithfindingsfromhealthandequityanalysesandinformationgatheredfromthecharrettesheldinDoverandKentCounty,theteamidentifiedseveralimprovementstothepedestrianandbicyclenetworksthatwillenhanceconnectivitytoretail,grocery,publicspaces,andothercommunityassets.

KentNetworkThepedestrianandbicyclenetworkforKentCounty,named“HeartofDelawareTrail”bythoseatthecharrette,formsaloopofsomeofKentCounty’ssmalltowns,andsomeofthelocalfarmer’smarketsorproducestands.TheHeartofDelawareTrailcanbeanattractionforresidentsandvisitorstoexploresmallDelawaretowns,aswellasAmishandfarmingcommunities.Inaddition,theproposedtrailwouldbringmoreactivetransportationopportunitiestothearea,whilealsoconnectingresidentstovariousdestinationsinneighboringcommunities,suchasgrocerystores,schools,andothercommercialandretailuses.

Theroutesidentifiedarealongruralroadsinasuburbanizingarea.Theteamdiscussedthefollowingpotentialupgradestotheseroutestomakethemapartofanidentifiable“network”forbicyclesandpedestrians:

Manyoftheroadshaveexistingshoulders,whichhavethepotentialtoberepurposedasmulti‐modallanes.

Newshouldersandmulti‐modallaneswouldbeneededonotherroadsforthenetworktobecompleted,andconnectneighborhoodstoimportantdestinations.

Theseroutesshouldbemarkedsothatpeopleknowtousethemasthesafestroutestobicyclebetweentheirdestinations.

DoverNetworkAconceptualPedestrianandBicycleNetworkPlanwascreatedwiththeaimtoexpandanddefineapedestrianandbicyclesystemfortheCityofDover,includingconnectingneighborhoodstoparks,historicsites,schools,andcommercialareas,especiallylocationswithhealthyfoods.Manyoftheroutesidentifiedarelocalstreetsinadowntown,urbanenvironmentwithon‐streetparkingandsidewalksonbothsidesofthestreet.Theroutesselectedtendedtobelowertrafficstreetsthatconnectedneighborhoodstoimportantdestinations,asdescribedabove.Theteamdiscussedpotentialupgradestotheseroutestomakethemapartofanidentifiable“network”forbicyclesandpedestrians:

Enhancedbicycleinfrastructureappropriatetotheircontext,i.e.bikelanesinsomeareas,sharrowsinothers,andpossiblyoffroadtrailsincertainlocations.

Routesshouldbemarkedsothatpeopleknowtousethemasthesafestroutestowalkorbicyclebetweentheirdestinations.

EXISTINGBICYCLEFACILITIESThereareavarietyofbicyclefacilitiesthatareusedtoprovidesafeandefficientbicycletravel.Whenselectinganddesigningbicyclefacilities,severalfactorsneedtobetakenintoaccount:

Physicalimpedimentsincludesuchthingsasrailroads,riversandhighways,whichreducetheoptionsforcrossingandtendtochannelautoandbicycletrafficintocloseproximity.Ariverorarailroadtrackmayblocktheneighborhoodstreetsfromcontinuinginaparticulardirection,wheretheymighthaveconnectedtootherneighborhoods.Insomecasesexistingbridgescanberetrofittedtoaccommodatebicycles,butinmanycases,bicyclistsmusteithertraveloutoftheirwaytocrossaphysicalimpedimentorusearoadwayorbridgethatmayfeeluncomfortableorbeunsafe.

Safetyimpedimentsinclude:

Gapsinexistingbicyclefacilities,suchasabikelaneorashoulderdisappearsornobicyclefacilitiesatanintersection.

Lackofbicyclefacilitiesonaroad,suchasnobikelaneornarrowshoulderswithheavymotorvehicletrafficandhighvehicularspeeds.

Physicalimpedimentscancreatesafetyimpedimentsbylimitingthenumberofcrossings.Thisfunnelsautotrafficontothecrossings,increasingcongestion,andoftenresultinginmultiplelanesineachdirection.Thelanesgetnarrowandtheshoulderdisappears,makingbicycletravelevenmorehazardous.

A2‐stepprocesswasusedtoidentifygapsanddeficienciesintheKentCountyBicycleSystem.Thefirststepwasidentificationofgapsandimpedimentsbytheworkinggroup.Theworkinggroupidentifiedstretchesofroadsandspecificlocationsofconcern.ThesecondstepwasadditionaldatagatheringthroughapublicworkshopheldSeptember21,2016.MPOstaffandtheconsultantreviewedtheareasofconcernidentifiedduringeachsessiontodeterminespecificroadconditionsinthoseareas.Thesewerethendevelopedintotheprojectsreviewedandrankedbytheworkinggroup.

LowStressBicyclingandConnectivityDelDOThasbegunusingasystemofbicyclerouteclassificationrelatingtothelevelofstressabicyclistwouldfeelonthatroute,“LevelofStressAnalysis”.Toattractmorepeopletobicycling,thereisaneedforlow‐stressconnectivity–providingroutesthatlinkoriginsanddestinationsthatdonotrequirebicycliststotravelonroutesthatexceedtheirtolerancefortrafficstress.7LevelofStressAnalysisassignsroadsegmentsinto4classifications:

LevelofTrafficStress1–Safeforchildrentouse,usuallycompletelyseparatedfromTraffic.

Project:PeachtreeRunPeachtreeRunconnectsdevelopmentsEastofUS13withthecommercialareasonUS13.Itisnotasaferouteforbicyclistsbecauseavastmajorityoftheroadhasnocontinuousshoulder.SpeedlimitsalongPeachtreeRunvaryfrom35‐50mph,andthetravelspeedofvehicleshasledtotheinstallationofautomaticspeedsignsonthisroute.ProvidingabicyclelanealongPeachtreeRunwillhelptobetteraccommodatebicycliststravelingfromCanterburythroughWoodsideandintoSouthDover.

Projectspecifics:ShouldersorbikelanesneedtobecompletedtobecontinuousalongthelengthofPeachtreeRun,fromVoshellsMill/StarHillRoadtoIrishHillRoad,adistanceof4miles.Inaddition,thesegmentofVoshellsMill/StarHillRoad,fromPeachtreeRuntoUS13,needsshouldersorbikelanes.Intersectionincluded:US13andVoshellsMillRoad.Cyclistswillneedassistancecrossingthewideandbusyhighwaytotheshared‐usepathalongUS13.Right‐andleft‐turningtrafficposeshazardstocyclistsattemptingtocrosssafely.Refugesonthemedianshouldbeincluded.Two‐waybicycletrafficneedstobefacilitated,eitherwithcrossingsonboththenorthandsouthsideoftheintersection,orwithatwo‐waypathononesideoftheVoshellsMill/StarHillRoadsegment.ConnectionswiththeKentCountyBicycleNetwork:

1. AtthenorthendofthisprojectistheintersectionofVoshellsMillRoadandUS13,whereashared‐usepath(indesign)willrunalongbothsidesofUS13,linkingtoCamdenandDover.

2. Alongthelengthofthisprojectareanumberofhousingdevelopmentswithresidentswhowillbenefitfromthisnewconnectiontothebicyclenetwork.Projectscore:56.3
