OBJECTIVE
This training manual aims at imparting training to Supervisors on application software for
digitization of NPR. The supervisor will be controller of Data Entry Operators (DEOs),
and is responsible for creating users for DEOs, Re-allocating assigned scanned images to
DEOs, generating reports and checking quality of the digitized data.
TARGET AUDIENCE
The manual has been designed for training the Supervisors. It aims at providing detailed
operational knowledge for managing the quality of digitized data and monitoring working
of operator under each supervisor.
ORGANIZATION OF THE MANUAL
The manual is divided into two modules. Each module has practical aspects to acquaint
candidates with functionality of the system.
Module 1 This module provides an introduction to NPR Project, the NPR Schedule in
detail and the Roles & Responsibilities of the Supervisor.
Module 2 Module 2 introduces the supervisors to the NPR Software, Creation and
Management Of Operators, Quality Check of Data Entry and generation of various
Reports.

1.1. INTRODUCTION TO NPR PROJECT
1.1.1 Background
The Multipurpose National Identity Card (MNIC) project is an initiative of the Indian
government to create a national ID for every Indian citizen with the objective of
increasing national security, managing citizen identity and facilitating e-governance.
The objectives of the MNIC project are to obviate need for multiple documentary proof,
Facilitate easy verification, Facilitate easy availing of government or private services,
Help welfare programmes reach intended beneficiaries and Serve as basis for e-
governance services
The ID shall also serve the following purpose:
To prepare a National Population Register (NPR)
To prepare National Register of Indian Citizens (NRIC)
To prepare National Register of Residency (NRR) – for non-citizens
To provide National Identity Number (NIN) to each person
To provide Multi-purpose National Identity Card (MNIC) to each citizen
To provide Multi-purpose Residency Card to non-citizens
1.1.2 Introduction
The Indian Census is the largest single source of a variety of statistical information on
different characteristics of the people of India and has been conducted every 10 years
since 1872. The responsibility of conducting the Census rests with the Office of the
Registrar General and Census Commissioner, India (ORG & CCI) under Ministry of
Home Affairs, Government of India.
Census 2011 will be the 15th
Census of the country. It will form a major milestone as for
the first time it will also result in the creation of a National Population Register (NPR),
which will serve as a comprehensive identity database of the usual residents of the
country.

1.1.3 PROCESS OF CREATION OF NPR
In the NPR process, following details are being gathered by designated enumerators by
visiting each and every household:
i. Name of the person
ii. Name of the person as should appear in National Population Register
iii. Relationship to Head
iv. Sex
v. Date of Birth
vi. Marital Status
vii. Educational Qualification
viii. Occupation/Activity
ix. Name(s) of father, mother and spouse in full
x. Place of Birth
xi. Nationality as declared
xii. Present address of usual residence
xiii. Duration of stay at present address
xiv. Permanent residential address

The data thus collected will then be digitized in the local language of the State as well as
in English.
This digitization involves the scanning of the forms (NPR Schedules) and validating the
data using an Intelligent Character Recognition Software (ICR). For this purpose, RGI
has established a number of scanning centres across the country.
The data thus stored in the form of scanned images will then be manually digitized.
Once this demographic database has been created, then the biometrics enrolment (capture
of 1 Photograph, 10 Finger Prints and Iris scan of both eyes) will be carried out for all
persons aged 5 years and above by arranging enrolment camps in every village and at the
ward level in every town.
The collected data will be printed in the form of LRUR (Local Register of Usual
Residents) and displayed at prominent places within the village and ward for the public to
see.
Objections will be sought and registered at this stage.
Each of these objections will then be enquired into by the local Revenue Department
Officer and a proper disposal given in writing.
Persons aggrieved by such order have a right of appeal to the Tehsildar and then
to the District Collector.
Once this process is over, the lists will be placed in the Gram Sabha in villages and the
Ward Committee in towns.
Claims and Objections will be received at this stage also and dealt with in the
same manner described above.
The Gram Sabha/Ward Committee has to give its clearance or objection within a
fixed period of time after which it will be deemed that the lists have been cleared.
The information thus authenticated will then be sent to the UIDAI for de-duplication and
issue of Unique Identification (UID) Numbers.
UIDAI will serve as back office for NPR.
The cleaned database along with the UID Number will then be sent back to the Office of
the Registrar General and Census Commissioner, India (ORG&CCI) and would form the
National Population Register.
ORG&CCI will thereon maintain and update this database.

The roles and responsibilities of the Supervisor in NPR is summarized below:

2.1. INTRODUCTION
This module covers the operational details of the part of the software, which a Supervisor
would be using. The roles and duties of the Supervisor relating to software are given
below.
1. Operator Creation: The Supervisor is responsible for creating users for operators.
Data Entry Operators will use the unique user identification assigned by the
Supervisor for logging in.
2. Tiff Image Allocation: The Supervisor has to manage the data that has been assigned
to the Data Entry Operators under him.
3. Backup/ Restore Data: Using this option, Supervisor will be able to take backup and
restore data.
4. Error Log: The Supervisor will check error log of data entered.
5. Reports: The Supervisor will be able to generate reports.
6. Quality Check: The Supervisor is responsible for checking quality of entered data.
Every Supervisor is assigned a User ID and password by the Administrator. Once the
Supervisor has received her User ID and Password, he can login to the software by
providing the details.
The software can be started by double clicking on NPR icon from desktop as shown in
figure given below.

The Login screen shown below will be displayed.
Login Screen
Login Screen is the first screen that will be opened after clicking on the application. Here the
supervisor will login after giving the username and the password. The password is case sensitive.
The roles and access are based on the type of user logged in(here the supervisor).

If the correct Username and Password is provided, the data entry screen as shown in Fig.
2.3 below will be made available to the supervisor.

MAIN MENU
This is the main screen that will open whenever the supervisor logs in and the following
functions (given on the left hand side of the screen) can be performed by the supervisor.
Operator Creation: Supervisor is responsible for creating users for operators. Data
Entry Operators will use the unique user identification assigned by the Supervisor for
logging in.
Tiff Image Allocation: The Supervisor has to manage the data that has been assigned to
the Data Entry Operators under him.
Backup/ Restore Data: Using this option, administrator will be able to take backup and
restore data.
Error Log The Supervisor will check error log of data entered
Reports: The Supervisor will generate report showing Operator level work status.
Quality Check: The Supervisor is responsible for checking quality of entered data.
Skipped Schedules: The Supervisor is responsible for the checking of the skipped
schedules by the Data Entry Operators.
QC Rejected TIN’s: The supervisor will be responsible for the rejected TIN’s which
will be identified by him/her in the Quality check.
Change Password: This will enable the Supervisor to change the password for his/her
user.
2.2 OPERATOR MANAGEMENT
The Supervisor can perform the following tasks to manage the Operators under him.
a. Create New Operators
b. Update existing Operator details
c. Delete existing operators.

2.2.1 Create New Operators
Click on Operator Creation button to open this screen and to create a new user each
time a new operator joins.
Click New Operator tab to create a new unique user.
Every operator will have a unique ID called as operator-ID, which will be generated
automatically by the application.
Enter the details of the operator which includes details like Full name, Gender, Date of
birth, Qualification, Address, Phone number, Date of joining, Login user name, and
Login password. The login user name should be of minimum 4 characters and password
should be of minimum 6 characters.
After entering the details click on save button to create new operator.

2.2.2 Updating Existing Operator Detail
This screen is used to make changes in existing operator user profile
Click on Operator Creation: Update Tab to modify the existing user profile
Select the unique identification of operator, whose record needs to be modified as shown
in above figure.
Make the changes wherever required
Update the changes by clicking on update button. Changes can be made whenever
required.

2.2.3 Deleting Existing Operators
Supervisor can delete the operator if she/he has resigned from the job.
To delete the operator Click on Delete Tab of Operator Creation
Select the unique DEO-Id of the operator, which is to be deleted and click on Delete
button. On deletion of DEO he/she cannot login into the application i.e. corresponding
DEO is deactivated. Corresponding DEO can be activated later only by your
Administrator. Contact The Administrator to activate the required DEO-ID.

2.2.4 Operator Status
Supervisor can monitor any operator by filling Id of the operator. The User Present
Status will show whether the user is presently working or not, or is logged out. Active
and deletion status is also shown. Through this, users working under logged supervisors
can be unlocked.

2.2.5 Tiff Image Allocation:
Tiff Image Allocation: Supervisor can allocate and de-allocate tiffs to/from the DEO. Initially
Tiff images will be allocated to DEO’s directly by the Administrator. Supervisor has the
privilege to re-distribute the tiffs among the DEO’s. This will be explained in detail in the
following pages.
This screen is used to reassign/reallocate data to the operators.
There are 4 different columns namely Un-Allotted Tiff Images, Operatorid-Name, Allotted
Tiff Images, Completed entries.

To open this screen
Click Tiff Image Allocation button from left panel. The data already allocated to
operator will be shown in Allotted TIFF Images Panel for a particular operator.
Select name of operator from Operator Name Panel.
Check the checkboxes given in front of desired images from Allotted TIFF Images
panel
Click Deallocate Button.

On Deallocation of data, the Deallocated data will be shown in Un-Allotted TIFF Images panel
To reallocate data to any operator,
Check the checkboxes given in front of desired images from Un-Allotted TIFF Images
panel
Select name of operator from Operator Name Panel.

2.2.6 Revert Tiff Images to Administrator
De-allocated Tiff images can be returned to the Administrator for further allocation to
operators by the administrator after selection or Tiff images and clicking on Revert button.

2.3 QUALITY CHECK & REPORT GENERATION
The Supervisor is entrusted with the major job of ensuring the quality of data. In order to carry
out the quality check the following options are available in the software.
a. Error Log
b. Reports
c. Quality Check.
2.3.1 Error Log
Error log contains data of the records, which have undergone forced saved entry (i.e. whenever
DEO clicks on Continue anyway in validation report) in spite of errors. The errors may be due
to the data missing in form or DEO has not entered the data in that particular field.

Click on Error Log button
This screen will display the errors that occurred during data entry of forms. It will display
Operator id of the DEO, Form Number, Serial Number, Error description and Date/time
of the error occurred
2.3.2 Reports:
The Supervisor can view a report of the day-wise entry of Records by the operators under him by
clicking on the “Reports” tab on the left side of the screen.

An enumerated block wise report of the completed entries will be displayed.
This report of total completed entries done by DEO will be generated on state, district,
tehsil, town, ward and block wise.

2.3.3 Quality Check
The quality check of the data will be available to the Supervisor once the operator(s) under him
has completed a Schedule entry. To perform the check on quality of digitized data, click on the
“Quality Check” tab on the left side of the screen. The following screen will be displayed.
Quality Check: This option is also used to view the data entered by DEO. If there are mistakes
they can be corrected. The above screen shows the EB wise Quality check. The Tiff’s marked in
green have been checked by the Supervisor and the white part depicits the unchecked tiffs along
with the User Id of the Data Entry Operator.

If the Supervisor wish to see the status of each Data Entry Operator i.e to check how many Tiff’s
are completed , how much is left incomplete and the total files checked by the Supervisor can be
viewed through this screen. Select the operator and it will display the contents.
Click on Quality Check Tab
To perform quality check on the completed tiff DOUBLE CLICK on the arrow (->),
which points to the tiff.

Once the quality checking is done, for side A we have the update-1 button and for side B update-
2 button is available

Two entered records are shown at a time along with the scanned tiff image. Check if there
are any errors. If there are any errors in the entered text correct them and then click on
UPDATE. Supervisor can navigate to previous/next records or previous/next schedule
(sheet).

Skipped Schedules: To check for the schedules skipped by the operator, the Supervisor can
click on the Skipped Schedule option on the left side of the screen .

QC Rejected TIN
It is the responsibility of the Supervisor to check for the rejected TIN. To go to that screen click
on the QC rejected TIN option and the following screen will be displayed. Select the tiff form the
drop down and it will display the result. In the space provided at the bottom the supervisor needs
to mention the reason for rejection.
Double click on the selected row to perform Quality Check. The following screen appears:-

2.4 Change Password
The Change Password Tab on the left panel of the screen is used to change the password of the
supervisor logged in.
Click on Change Password Tab of the Main Menu
All the details of the Supervisor will be displayed except the password.
Give the old password and the new password
Click on Update button.
