1. BACKGROUNDBarticahasbeendesignatedthemodeltownforGreenInitiativesbytheGovernmentofGuyana.This

projectisconsideredcriticaltothestimulationandwideruptakeofthemuch-neededalternativeenergy

solutionsforBartica,bearingimportantimplicationsforitsnewdevelopmentalplansandtransition

towardsamodel“GreenTown”,muchforthegreatergoodofanationalGreenEconomy.TheOfficeof

ClimateChange(OCC)intheMinistryofthePresidency(MotP)hasreceivedgrantfundingfromthe

GovernmentofItalyundertheItalyCaribbeanCommunity(CARICOM)Partnershipprogramtosupport

implementationoftheProjectentitledTransitioningtoNationalEnergySecurity:BarticaasaModel

GreenTown.TheprojectisbeingimplementedbytheOCCinpartnershipwiththeCaribbean

CommunityClimateChangeCentre(CCCCC).Theprimaryobjectiveofthisprojectistoestablisha

reliablepointofreferencefortheexistingstateofenergyuseinBarticafromwhichthedatagenerated

willbeusedforfuturemeasurementsandpredictionsforevidence-baseddecisionmakingand

pursuanceofprojectsandprograms.Itisagainstthisbackdropthatitisnecessarytocreateaneffective

communicationandengagementplatformwherevitalinformationandfeedbackcanbeexchanged

betweentheprojectandthecommunity.

2.CONSULTANCYOBJECTIVETheobjectiveofthisconsultancyistocustomize,designandimplementawebsiteinsupportofthe

communicationandawarenessstrategyforthe"Bartica:TransitioningtoNationalEnergySecurity"

(Bartica:TNES)Project.

Thewebsitewillactasatooltoraiseawarenessofandtopromotethe“Bartica:Transitioningto

NationalEnergySecurity”(Bartica:TNES)”projectinordertosupportitssuccess,sustainabilityand

visibilityinthecountry.Itwillalsobeusedasatoolforcommunicationandcollaborationbetweenthe

TNESstakeholdersforthesharingofexpertise,knowledgeandresourcestostrengthenthenetworkof

professionals,studentsandinformationtothepublicinenergyconservation,consumptionand

transitioningtocleanenergy.

4.SCOPEOFWORKTheprimaryjobscopeoftheWebsiteDeveloperistodesignanddevelopafunctionalwebpagesuitable

toconveyinformationandupdatesregardingtheBartica:TNESproject.Theconsultantwill:

1. Create(design,develop,testandimplement)awebplatformwithinthedesignatedtimeline

whichmeetsthefollowingcriteria:

• Interactive,appealing,highlyusableandresponsivewebdesign:WebDesignsarevery

subjective,weexpectthehiredConsultanttoshow-casetheirbestelementsindelivering

suitableintranetdesignoptions.Thedesignandsolutionmustbeeasytouse.

• Averagesiteload-timeshouldbenomorethan5seconds

• Searchenginefriendly

• Abletorenderappropriatelyonawidevarietyofdifferentbrowsers

• BeSecure:Thedesignofthesolutionshouldadheretosecuritybestpractices,forexample:

passwordsshouldnotbestoredinplain-text,allformdatashouldbevalidated,alluser

inputshouldbesanitized;userinteractionsandactivitiesshouldbeloggedetc.

• Designandfinalsolutionshouldadheretoaccessibilityandcompliancerequirements(as

definedbytheprojectteam):TheWebsolutionshouldbedesignedtoensurethat

• SiteStatistics/ManagementReports:Thesolutionshouldprovideauthorizeduserswith

severalrelevantreports,forexampleuserregistration,siteusage,keyinterests/topicsbeing

discussedwithinthecollaborativespacesandotherrelevantstatisticaldata.

• Tagging/folksonomy:Usersshouldbeabletoprovideuser-generatedtagsanddescriptions

basedonkeywordsandkeyphrases.Searchshouldnotbelimitedtoarticles,pagesorother

formsofcontent-administratorcreatedpostsbutshouldalsoincludeuser-generated

contentfoundwithinthecommunityareas.

• PublicUsersandMembersElectronicDocumentCatalogue:Usersshouldbeallowedto

searchfor,viewand/ordownloadarticlesanddocuments.Usersshouldalsobeableto

assignstarratingsonarticles,videosandotherinformationalcontent.

• Links:ThewebsitewillcontaintothewebsitesoftheMinistryofCommunities,Department

ofEnvironment–GreenStateDevelopmentStrategy,GuyanaEnergyAuthority,Guyana

Power&Light,etc.soastoensurethatthere’snoduplicationoftheeffortsbythose

organisations.

5.METHODOLOGYOFWORK• Theconsultantwillworkcloselywith2RProduction,theconsultancyfirmresponsiblefor

AwarenessandCommunicationfortheBartica:TNESprojectfordisseminationofproductcontent(PSAsetc)whichwillbemadeavailabletovariousstakeholdersviathewebsite.

• ThewebsitewouldalsoincluderelevantinformationpertainingtoGuyana’sambitionsofbecomingaGreenState,informationrelatingtoEnergyEfficiency,RenewableEnergy,SustainableDevelopmentetc.

• Inaddition,personnelfromBarticawillbehiredtoengagewiththeMunicipalityforrelevantcontentandincorporationofrelevantinformationforcitizensandmembersofthepublicwhichwillfacilitatetheeaseofdoingbusinessinBartica

• EffortswillbemadetoengagetheMinistryofCommunitiestoensureconsistencywiththebroaderstrategicvisionforbuildingcohesivesustainablecommunities,e.g.,websitecanbeusedtoaccesstheMunicipalDevelopmentPlanforBarticawhichiscurrentlyindevelopment.

6.DESIGNTheconsultantwilluseWordPress,themostmodernandmostpopularcontentmanagementsystem,forthecoreofthewebsiteframework.Themainnavigationsystemwillensurethatmostpopularandimportantsectionsofthewebsitearealwayseasilyaccessiblefromanysectionofthewebsite.

Thewebsitewillresponsivelyadjusttotheuser’sdeviceandwillbecompatiblewithallpopularwebbrowserssuchasGoogleChrome,MicrosoftEdge,InternetExplorerv11+,Otello’Operawebbrowser

7.POSTDEVELOPMENTMAINTENANCEANDSUSTAINABILITYTrainingPriortofinalhandoverofthewebsite,thedeveloperwilltrainpersonnelidentifiedbyBarticaMunicipalitywiththeaimofsuchpersonnelbeingcapableofmaintainingthewebsite.

Theadminmanualcreatedwilldictatehowtheentirewebsiteispartitionedandhowvariouseditscanbemade.Theconsultantwillsupportthepersonnelforaperiodofthree(3)monthsafterdeployment.

SustainabilityToensurethewebsiteiskeptrelevant,visibleandpopular,it’ssuggestedthatitnotonlycontaininformationabouttheBarticaTNESprojectbutalsoallinformationrelevanttothetownship.SuchinclusionwillensurethatthewebsiteisasinglesourceofinformationonallthingsBartica,forexampleprocedurefordoingbusinessinBartica,upcomingevents,communicationbetweentheMunicipalityandresidence,wheretofindwhat,etc.

Withtheadditionalinclusions,themunicipalitycanchargebusinessesororganisationsforadvertisementsplaceonthewebsite,whichwillinturnbeusedtoensuretheentiresystemissustainableregardingthesupportstaffandwebsitemaintenance.

It’salsosuggestedthatthewebsitewillincludesectionsspecificallymonitoringthedevelopmentsbeingmadeundertheGreenBarticaDevelopmentPlanandhowresidenceofGuyanaandnon-residencecancontributetotheGreenBarticaDevelopmentFundwhichwillbesetupandmanagedbytheMunicipality.

8.WORKSCHEDULEPleaseseetheattachedWorkPlanforadetailedbreakdownonthetaskstobecompletedand

respectivetimelinesassociatedwiththisproject.

9.CONCLUSIONTheBarticaTNESprojectwebsitecangeneratesignificantcommercialandcommunityinterestinthe

projectitselfandBarticathetown.Withtheadditionalfunctionalitiesspecificallyconcerningmonitoring

theprogressoftheGreenBarticaDevelopmentPlanandsimplifyingtheprocedureofdoingbusinessin

Bartica,coupledwiththeabilityfororganisationstohavetheirbusinessoreventsadvertised;the

websitewillcertainlybesustainable,attractivetovariousstakeholdersandgeneratesignificantbenefits

forthecouncil.
