Leadership
Eric Vogler, PhD, MBA Dr. Vogler has successfully served in a broad range of leadership roles from project to executive management as well as engineer. Dr. Vogler’s analytic and business interests are focused on leading growth in water technology, finance, and the infrastructure market through disruptive synergistic cross discipline technology and management of intellectual property development. A professional and academic background in water, finance, and engineering provides Dr. Vogler with unique abilities to gain perspective on market trends, capitalize on opportunities outside the norm, and assemble and effectively lead teams. Dr. Vogler serves regularly as a technical expert for local and international water and sustainability projects.
David Jaffe, PhD, PE, D.WRE Dr. Jaffe has worked at the intersection of water resource development, water infrastructure design, and water policy. Dr. Jaffe has focused his technical expertise on the translation of engineering science into actionable environmental sustainable benefit. Dr. Jaffe domestically and internationally project management experience includes engineering, design and construction. In addition, he has led multiple for federal and state resource permitting, including Clean Water Act 401/404/1600, California Environmental Quality Act/National Environmental Policy Act (CEQA/NEPA) review and environmental impact report/Environmental Impact Statement (EIR/EIS) preparation, and water quality modeling and design.

Leadership
Franz Campero, PhD, PE, MBA, LLM Dr. Franz Campero, Principal and Director of Global Strategy and International Operations, has over 25 years of experience in the water technology market. His previous roles included Business Development and Strategy positions in the water market space at regional and global level for Fortune 500 companies. Dr. Campero specializes in water infrastructure, including large water treatment and reclamation facility engineering, stormwater treatment, and large industrial water treatment and reclamation in the mining industry.
Steven H. Takahashi, JD, PE Mr. Takahashi has over 35 years of experience in wastewater, reclaimed water, water quality, water treatment, regulatory compliance, and plant start-up, operations and maintenance. During his career, Mr. Takahashi has managed multiple water facilities including desalination plants, brackish groundwater treatment plants, ozone and hydrogenation plants, stormwater and surface water treatment plants, distribution systems, and pipelines. Prior to joining MEC, Mr. Takahashi’s previous roles included: Water Production Manager for the City of Tracy, Water Operations Manager for the City of Anaheim, Lead Engineer for the Metropolitan Water District, Treatment, and Distribution Manager for Alameda County Water District.
