The I.C.E.L.C. was founded in March, 2012 with a group of 13 people. They all come fromthe split off from another Lutheran church

Pastor Julio Ascarrunz, Rolando Mena and Alfredo Jara were the first ones who stablished the I.C.E.L.C. church in 2012, together with the Missionary Prof. Philip Strackbein and his wife Kathryn.
