What kinds of skills and knowledge would make a person a good planner of services?

What kinds of skills make someone good for community building and outreach?

WHAT KINDS OF EXPERIENCES ARE USEFUL FOR COMMUNITY PLANNERS?

What experiences (personal or professional) would help a person understand the needs of people living with HIV?

RWPC’S MEMBERSHIP REQUIREMENTS

The CARE Act also requires that 33% of the planning council members be “non-conflicted” consumers of Part A services.

The planning council membership must also reflect the demographics of people living with HIV in the EMA

Planning Councils are required to have representatives from 15 specified categories: • Health-care providers,

substance abuse and mental health providers;

• Social-service providers, including housing and homeless-services providers;

• Community-Based Organizations (CBOs)

• AIDS Service Organizations (ASOs)

RWPC MEMBERSHIP EXPECTATIONS

RWPC members are expected to Attend 1 RWPC meeting a

month (about 2 hours) Attend 1 RWPC committee

meeting a month (about 2 hours)

Notify OHP if they must miss a meeting

Help to recruit and mentor other members

Be an active participant!

RWPC’S ROLES & RESPONSIBILITIES The Planning Council

is not an advisory body, it has legislative authority to carry out its assigned tasks and decision making

1. Conduct a Needs Assessment

2. Set Priorities3. Allocate Resources 4. Develop a

Comprehensive Plan

5. Assess Grantee’s performance

6. Evaluate effectiveness of services

RWPC PLANNING CYCLE

PLANNING COUNCIL AND PPG MEETINGS

Are facilitated by the co-chairs Are open to the public and are documented

via minutes (notes) Are to include a representative group – all of

whose members have an equal voice Follow an agenda Follow Robert’s Rules of Order (motions, etc.) RWPC and PPG meet once a month Subcommittees meet (usually) once a month

HOW DO I GET TO BE A MEMBER?

Submit an application for the Planning Council

Nominations Committee review application and makes recommendations to the mayor’s designee

City official makes official appointment of 2 year term

New members will receive a letter and be invited to orientation

Those not recommended will be considered for appointment at a later date and are invited to attend meetings

SUPPORT GIVEN TO MEMBERS

Orientation session and follow up session a few months later

Ongoing training at Planning Council and committee meetings

OHP staff available to help members Transportation reimbursement provided Refreshments at meetings Member mentors are available

OTHER OPPORTUNITIES FOR PARTICIPATION

Needs Assessment activities like surveys, focus groups, panel discussions

Positive Committee meetings (2nd Monday from 12- 2pm)

Planning Council meetings (2nd Thursday 2 – 4pm)

Prevention Planning Group meetings (4th Wednesday from 2:30 to 4:30pm)
