Regional Arts Development
Fund
Following completion of the assessment process for the final round of the Regional Arts Development Fund, applications totalling $71,790 were approved.
Library Services There were over 1.4 million customer interactions with Library Services during the 2016-17 financial year. Interactions include loans, database access/website visits, in-person visits and participation in classes and programs.
Artspace school holiday
program
190 children and adults attended the free drop-in style school holiday program featuring Australian South Sea Islander craft activities over the last 3 days of the month.
MECC & EVENTS Attendance 97% of the targeted 175,000 attendances was achieved. This is
the strongest result since 2013/14. The MECC saw an
additional 24,700 people through the doors during this fiscal
year.
The Footy Show The MECC hosted the Footy Show Live in the convention centre
this month the team received strong praise from the Channel
Nine NRL Footy Show crew indicating they would love to return.
CORPORATE COMMUNICATIONS & MARKETING
Mackay Pride Show Stand
Strong response from council programs in establishing a presence at the Mackay Show. Feedback has been very positive and there was good engagement with the community on the Mackay Waterfront proposal, the free native plant giveaway and the lucky entrant competition of a trip to Origin 3 in Brisbane.
Origin Fan Day
Massive turnout by residents to welcome the Queensland Origin heroes. The program initiated Facebook live recording of the street parade and produced a special video to capture the day

HEALTH & REGULATORY SERVICES
Mackay Show Environmental Health Officers carried out food safety inspections of food businesses and compliance was high. Local Laws and Development Compliance Officers distributed information and provided advice regarding responsible pet ownership and pool fencing and safety in conjunction with council’s display.
Pioneer Valley Show Pest Management and Local Laws Officers distributed information and provided advice regarding weed control, wild dog and feral pig control, and responsible pet ownership.
EMERGENCY MANAGEMENT (EM)
Communication Project A project is underway to investigate and provide possible solutions to the communication network issues experienced during TC Debbie in the Mackay Region.
Report: Flooding in Sandy Creek Catchment post TC Debbie
Information was provided for the independent assessment conducted by the QLD Chief Scientist. The report will be tabled with the Minister of Energy, Biofuels and Water Supply.
Council received a Petition regarding Shoal Point Beach Boat/Trailer Parking at the Ordinary Meeting of 22
February 2017. The Petition was referred to the Community Engagement Committee Meeting of 19 April
2017, where it was resolved that the matter lay on the table until the July Committee Meeting to allow officers
time to review and gather information.
More time is required for review and consultation, therefore, it is recommended that the Committee endorse
the report being deferred to the September Committee Meeting.

Workplace Health & Safety
Summary Four incidents were reported during June.
For the 2016-17 year, there have been three lost time injuries, with a total of six days lost. No lost time
injuries or lost days were recorded in June.
Incidents and Injuries
There were two injuries to MRC employees recorded in June:
Soap in a bathroom dispenser caused a mild allergic reaction.
After handling a dog a worker slipping on wet ground and suffered an upper leg strain.
Each incident is investigated and appropriate corrective measures implemented, to reduce future risks.

Matsuura student visit 4 – 11 August 2017 Every year Matsuura City, Japan (our Sister City) sends a group of students accompanied by two chaperones to Mackay for approximately seven days. This year we will have 14 students and 2 chaperones arriving from Matsuura Friday 4 August and departing Friday 11 August.

PAYCE North Queensland Sports Encouragement Bursary Mackay Regional Council and the North Queensland Sports Foundation are calling on young athletes and future sports stars to nominate. JP Services provided to community 28
Community Development Community recovery efforts continue with Community Programs team members supporting a co-ordinated outreach program following Tropical Cyclone Debbie. Popup outreach continues in the Sarina Range, Koumala and Eton communities. With a decline in the number of requests for material assistance from the community, the GIVIT application process facilitated by Community programs has now closed. Any further requests will be referred to the established Emergency Relief and support agencies operating within the region. Queensland Day was recognised in Sarina with a celebration held at the Field of Dreams on 4 June. The activity was supported by the Sarina District School Chaplains, Sarina Youth Centre and Margaret Ross who co-ordinated entertainment. Following the release of the State Government’s Housing Strategy, the local Whitsunday Isaac Mackay Housing and Homelessness Action Network (of which MRC is an active member) will host a Housing and Homelessness Forum in Mackay on 3 August. MRC will assist in the development of strategies and priorities for homelessness and housing specific to the Mackay region. Applications to both the Community Grants and the Natural Environment grant programs opened following the adoption of the council budget. The amount of funding available through the Community Grants program has increased to $260,000 per annum, with the funding limit increased to $10,000 per application. There will now be 3 rounds per year closing in August, February and April. The first round of applications will close on 4
August. Applications can be made through the online grant management system at https://mackay.smartygrants.com.au/
The first round of applications for the Regional Arts Development Fund for the 2017/18 financial year will open 4 September and close 4 October. The ASSI (CAMS) officer facilitated a further round of Australian South Sea Islander youth engagement workshops during the month in review. Young people from the Innisfail community attended the workshop held on 10 June.

In addition, two cast net workshops were held in Mackay to further enhance cultural skills of members of the community. As a result of these workshops, participants will hold a display and demonstration at the Australian South Sea Islander Family Day in August.
Community Meetings / Events / Interagency Meetings. 63 meetings and events were held, highlights included: Organisation of free Community Grant Training sessions to take place at Gordon White Library on Thursday July 13, 5.30pm – 7pm and Dudley Denny City Library on Thursday July 20, 5.30pm – 7pm.
Sister Cities Program Itinerary planning is well-advanced as we prepare to welcome fourteen students and two chaperones from Matsuura to Mackay on 4 August. Ten residents, including Deputy Mayor Cr Amanda Camm, have confirmed their participation in this year’s citizens tour to Matsuura. The tour group will leave Mackay on 21 September 2017. The group will be joined by two other Mackay residents on arrival in Matsuura.
Sport & Recreation 4 meetings / events and 74 contacts were managed during the reporting period, highlights included:
Sport and Recreation attended an 80% Design & Safety workshop for the Mackay Regional Sports Precinct. The Plans have been revised based on the group’s feedback and the updated plans presented to council for further review.
Applications are currently open for the Payce North Queensland Sports Encouragement Bursary. Local athletes under the age of 17 who are achieving the required standard in their chosen sport can nominate for the bursary on council’s website. The Sport and Recreation team, together with staff from Property Services, met with clubs utilising McLennan Park, Walkerston, to resolve electricity metering issues within the precinct. A funding application to the State Department of National Parks Sports and Racing for the development of a Regional Sport and Recreation Plan has been successful. Organisations with appropriate experience will be invited to quote for the project in the coming month.

Library Services continues to grow its Social Media followers through an active campaign to
encourage engagement with the on-line community. This has included making a variety of attention-
grabbing posts highlighting upcoming programs, new resources and services.
School holiday programs are proving to be popular with a range of activities from robotics to table top
games.
Our On-Line database services continue to show strong growth.

Gallery One
No Human Being is illegal (In all our glory) Deborah KELLY (Touring exhibition)
Originally created for the 19th Biennale of Sydney (2014) this exhibition comprises 20 life-sized photographic
portraits realised through ongoing discussion, exchange and art making between the artist, the subjects and
the contributors. The subjects represent a fascinating cross-section of contemporary Australia with each
portrait telling an intimate story of the subject’s life. Without the barriers of language, culture, religion,
sexuality, gender or race, this collaged imagery explores the human narrative.
Where are the originals? Once were photographs... Peter LYSSIOTTIS (Touring exhibition)
Where are the Originals? slows down the frantic pace of photography in the modern era, pausing for a breath
in the rush to capture every moment by taking an over-the-shoulder look at photography and interrogating it.
Lyssiotis’ process of scratching, erasing, sanding and over drawing an existing image is a way of drawing
those photographs, which have been made and already reproduced back to their essence… light. Based on
two series of works, these works look at the challenge of making visible that which the photographer has not
foreseen, revealing, in the process, what was hidden in the original, with a view, always, to reach for those
unexpected levels of poetry (and perhaps humour).

PROTECTION – Jud WIMHURST (in house curated)
As a firm believer that DIY, research and experimentation is an important part of his practice, Wimhurst will
often source a completely new material and explore its capabilities or master a new technique, or even make
the necessary tools to do a specific job from scratch. Conceptually, his sculptures are inspired by
consumerism, design, pop culture, mortality and humour - and the point at which these themes may meet or
intersect.
Gallery Three
Liminal spaces: escaping the frame (in house curated). Glenda HOBDELL. A new media installation by local
artist Glenda Hobdell presents alternate views that are informed by the experience of two caves – one in
Hungary, the other in Australia. A synthesis of immense hanging panels, animated videos, light projections
and sonic effects reveal an interplay between light and dark, reflection and shadow, positive and negative, still
and moving, physical and digital.
Public Programs
BMA Kidspace remains Artspace Mackay’s ever-popular art, craft and music program for toddlers and
their carers. The June event attracted over 65 participants.
Kids Art Club for Term Two facilitated by Pam Hutley and Jodie Kearns was very successful, with positive
feedback received from parents and carers. Terms three bookings now open.
Artist talks with Glenda Hobdell and Peter Lyssiotis on June 10 were well-attended by 22 interested
participants.
June has been a busy month for youth programs, with 12 Youth Ambassadors being treated to a talk by
Artist-in-Residence, Emma Lindsay, on her project to date. A group of 40 students from Finch Hatton
State Primary School attended a gallery tour on June 2 and over.

Mackay Entertainment & Convention Centre and
Events Overview
Overall attendances 2016-17 are 17% higher than last Financial Year.
97% of the targeted 175,000 attendances was achieved. This is the strongest result since 2013/14.
The MECC saw an additional 24,700 people through the doors during this fiscal year.
The MECC hosted in the month of June several live performances. These included, the children’s
shows Mr Stink, ERTH Prehistoric Aquarium and the Wiggles as well as Lee Kernaghan in concert,
RACQ CQ Model search, Avenue Q, Eclipse Dance and Illusion spectacular and The Australian
Musical Theatre Workshop.
The MECC hosted the Footy Show Live in the convention centre this month the team received strong
praise from the Channel Nine NRL Footy Show crew indicating they would love to return.
The MECC received strong attendances for the Shell Questacon Family Circus – 2650 > organisers
say they will try to make Mackay an annual stop on their national tours.
MECC assisted/provided in-kind support to several events this month including the Frank Marchetti
Memorial, Origin Fan Day Luncheon, Parks and Leisure Australia Conference, the NRL Footy Show,
an Elton John Media Launch
The Friends of the MECC donated 569.05 volunteer hours for the month of June.
Business Events Development
Overall number of conferences/trade fairs jumped from 20 to 25 events this year.
The Australian Wagyu Association Confirmed 500 delegate Conference for May 2018
The Asian Silicon Society has confirmed a 300 delegate Conference for October 2019 (150 delegates
are anticipated from Asia, EU and US). The conference organiser will present a short Powerpoint
presentation about Mackay region to the 2017 event in Jinan, China in August.
Festivals and Events
Mackay City Centre Easter Carnival The team surveyed patrons post event and the event was well received. Festivals & Events team will work with economic development and the City Centre traders to further develop this event in 2018. Festival of Arts

The Mackay Mazda Festival of Arts has been tracking well with the community. Tickets are on sale and the program has already sold over $32,000 in tickets to festival events. Numbers are projected to increase over the next week leading into the first weekend of the festival. Nine free community workshops have been held in the lead up to the DBCT Illuminate event which is attracting huge participation. The workshops have created more than 350 lanterns and the installations will also include hundreds of glow in dark and UV lit creations and large scale projections. Social media reach in the lead up to the festival grew this month:

Corporate Communications and Marketing
Overview
Two key deliverables in June with the annual Mackay Show Stand and the production of material and media
to support the 2017-18 council budget.
Twelve (12) different programs within council were part of the Mackay Pride Show Stand, which this year
included a major lucky entry prize of a trip for two to Origin 3 in Brisbane. Approximately 1500 entries were
received for the competition, over 1500 water bottles were given away and nearly 2000 native plants were
distributed during the three-days of the show.
The program prepared pre-budget media material and the “what you get for your rates” info graphics for
Budget Day release. This included producing two Facebook videos on the budget to better inform local
ratepayers about the features of the 2017-18 document.
The arrival of the Queensland Origin side on June 14 was another significant event, with the program going
live on Facebook with the Street Parade and uploading a specially produced Facebook video of the day. It
received strong engagement on the day with a reach of 23,218.
70 new citizens pledged their allegiance to Australia at a Citizenship Ceremony on Queensland Day June 6.
The advertising-marketing campaign for the 2017 Festival of Arts was implemented in June, including TV,
radio commercials and social media marketing for the event in July
The revised Corporate Plan was finalised and endorsed by council at the Ordinary Meeting in June.

Significant increase in June is largely due to End of Financial year coupled with events such as the Mackay
Show, Mackay Festival of Arts and Pet registration campaigns. There was also preparation for a marketing
campaign for the new Mackay Region Planning Scheme.

Emergency Management
Overview
Work continues for the Emergency Management Team (EMT) with post wrap-up from Tropical Cyclone (TC)
Debbie. This includes assisting with Natural Disaster Relief and Recovery Arrangements (NDRRA) claims, local
and district recovery groups and implementing lessons learnt and recommendations from TC Debbie.
Two Cyclone Shelter training courses have been conducted for Sarina council staff and members of the Mackay
Local Disaster Management Group (LDMG) and District Disaster Management Group (DDMG).
A new Emergency Liaison Officer has been appointed for the Halliday and Ball Bay area.
The Flooding in Sandy Creek Catchment post impact to TC Debbie is currently part of a report being collated.
by the Queensland Chief Scientist (Independent Assessment) to report to the Minister of Energy, Biofuels and
Water Supply. Mackay Regional Council is providing information to this report.
Emergency Management is leading a project to identify and report on the communications issues experienced
across the region during and post TC Debbie. A brief has been developed and has been advertised on Q-
Tender to appoint a consultant. This consultant will investigate the communication network issues and provide
options for solutions. These options will be tabled at the Mackay LDMG for discussion.

Customer Requests
Throughout June 2017, 715 requests for service were received, compared with 731 for June 2016.
70% were completed in nominated timeframes. Health and Regulatory Services aim to complete
85% of requests for service within nominated timeframes, however, depending on the
circumstances of each individual matter and the speed at which compliance can be achieved using
compliance processes, timeframes for completion can be influenced.
