WHEREAS, as a society,wehave a responsibility to nurture andprotect our children andhelpensuretheybecomehealthyandproductiveadults;and

WHEREAS,theCentersforDiseaseControlandPreventionrankschildabuseamongAmerica’stoppublichealthcrisis;andWHEREAS,childabuseandneglecthavelong‐termeconomicandsocietalcosts;andWHEREAS,scientificstudiesconfirmadirectlinkbetweenchildabuseandasignificantlygreaterrisklaterinlifeforsubstanceabuse,criminalbehavior,suicide,eatingdisorders,smoking,andprematuredeathfromchronicdisease,cancer,andotherseriousillnesses;and

WHEREAS,childabuseandneglectcanbereducedbymakingsureeachfamilyhasthesupporttheyneedinraisingtheirchildreninasafe,nurturingenvironment;and

WHEREAS,allmembersofthecommunityhavearoletoplayinstrengtheningfamiliestoensurechildrenarevaluedandsupported;and

April2016AsSexualAssaultAwarenessMonth WHEREAS,sexualassaultisanintolerableviolentcrimewithpublichealthimplicationsforeverypersonin ShastaCountyasa victimorasa familymember, significantother,neighbor,or co‐workerofavictim/survivor;andWHEREAS,rape,childsexualabuse,sexualassault,andsexualharassmentharmourcommunity,oneinfivewomenand1in33menwillbeavictimofsexualassaultatsomepointintheirlives;andWHEREAS,childsexualabusepreventionmustbeaprioritytoconfronttherealitythatoneinsixboysandoneinfourgirlswillexperiencesexualassaultbeforetheageof18;andWHEREAS,youngpeopleexperienceheightenedratesofsexualviolence,andyouthages12through17are2.5timesaslikelytobevictimsofrapeorsexualassault;andWHEREAS,nationally,1in4collegewomenwillbesexuallyassaultedduringheracademiccareerand21%to53%ofcollegestudentshaveexperiencedatleastonceincidentofdatingviolence;andWHEREAS, rape is one themostunderreported crimes,with victims of sexual violence facingbothimmediate and long‐term psychological consequences such as fear, anxiety, depression, and post‐traumaticstressdisorder;andWHEREAS,wemustworktogetherwiththestaffandvolunteersofsexualassaultprogramsinShastaCountytoeducateourcommunityaboutsexualviolenceprevention,supportingsurvivors,andspeakingoutagainstharmfulattitudesandactions;andWHEREAS,whenweasacommunity“StartByBelieving”victimsofsexualassault,victimsaremorelikelytoreporttheirvictimizationtolawenforcementandseeksupportiveservices;andWHEREAS,thefirststepisincreasingeducation,awareness,andcommunityinvolvement;andWHEREAS,citizensareencouragedtosay“NOMORE”tosexualviolenceandtakeactiontocreateonesafeplaceforall;NOW,THEREFORE,BEITRESOLVEDthattheCounciloftheCityofAndersondoesherebyproclaimApril2016asSexualAssaultAwarenessMonthinAndersonandjoinadvocatesinourcommunityintakingactiontopreventsexualviolence.

COMMUNITY WHEREAS,emergenciescanoccuratanytimethatrequirepolice,fireoremergencymedicalservices;and WHEREAS, when an emergency occurs the prompt response of police officers,firefightersandparamedicsiscriticaltotheprotectionoflifeandpreservationofproperty;and WHEREAS, Public Safety Telecommunication Professionals are the first andmostcriticalcontactourcitizenshavewithemergencyservices;and WHEREAS, while enduring long shifts and handling frequent life and deathemergencies, Public Safety Telecommunication Professionals set high standards inperformingtheirdutiesinadedicated,diligent,andloyalmanner;and WHEREAS, Public Safety Telecommunication Professionals provide a criticalcommunication link between the citizens andpolice, fire, and emergencymedical serviceproviders;and WHEREAS, Public Safety Telecommunication Professionals efficiently coordinateemergency services for both man‐made and natural disasters to ensure the health andsafetyofourcommunity;and WHEREAS,PublicSafetyTelecommunicationProfessionalsarerarelyvisibletothepublicwhileperforminganexceptionalservicethatdeservespraiseandrecognition.
