Purpose and Usage of this Document
These slides are designed with the purpose of providing insight into the standard development and to encourage better understanding and acceptance in the European countries. The use of these slides for discussions within the national Trade Associations, TC 4 Mirror Committees and other interest groups

European Services DirectiveOrigin and Background for European Services Standards
1. The Directive, 2006/123/EC, on services in the Internal Market ("Services Directive= SD") lay claims to all EU nations to remove all legal & administrative barriers to trade, to release the untapped growth potential of services markets in EU.
2. The SD challenges European Standards (EN) and competence schemes to guarantee quality (SD article 26)
3. EU Commission and CEN encourage the stakeholders to define EN-standards on how to provide services in their sector (Programming Mandate M/371). The proposed amendment to this document foresees the extension from horizontal to sectorial standards, which is in line with the intent of TC 4.

Typical situation today in Europe to provide services for fire safety or security systems

There is no European standard defining requirements for a company and its staff in providing services for fire safety or electronic security systems. For each country (EU or EFTA), there are individually defined requirements and individually designed application processes. Attaining approval requires specific knowledge of national laws & regulations and national application standards.

View to the future situation with a common European services standard to provide services for fire safety or security systems

One European standard defines commonly understood quality requirements for services providers and its staff. This services standard is complementary to the application standards and does not conflict with national laws & regulations. Where European application standards are not in place, the services standard calls for use of other applicable (e.g. national) standards to be used.

The real question at hand is the true value in shifting from national based to European based standards. Understandably, every country with established national standards has its concerns and will argue the unnecessary efforts and costs. But we need to take the bigger picture into consideration, which is working together as a unified market thereby creating the long-term value we need.

Fire Safety and/or Electronic Security systems• Standard is fair for all sizes of companies
Quality• Secures a common base for quality in all services, which is valid for all.• Minimum quality of installed systems can be expected with secondary impacts (e.g.
reduction of false alarms)
Export • Strengthens and supports European Export business.
Public Tenders• Enables better access to European tenders.• Publically funded projects will require a common quality basis.
Industry Policy• Supports the intent and objective of the Security Industry Policy (stop loss of market
share in a globalized market)

Planning 3.9 specification of protected objectives and scope of the system(s) based on identified risks and boundary conditions
Design 3.10 placement and selection of products or their defining characteristics , that together form a system to meet the
objectives of the planning
Installation 3.11 implementation of the design, specifically the
assembling, mounting and connecting of the relevant system components
Commissioning 3.12configuration and testing of installation according to the
design

Verification 3.12 process of confirming that the commissioned
installation meets the planning,design,installation and commissioned requirements
Handover 3.14 process of transferring of responsibility for the system to the organization specified in the contract authorized to
accept the completed installation
Maintenance 3.15 combination of preventive and corrective activities
during the life of the system, which are intended to retain it in ,or restore it to, a state in which it can perform the
required function

The entity seeking certification submits all relevant documents with the application.
The certifier assesses compliance for the works the entity wishes to provide.
a) Providing a certificate of compliance with TC 4 requirements issued by another country under the same scheme for the same Works would be the basis of proof of TC 4 compliance.
b) If there is no certificate provided/available, then the Certifier conducts a full assessment to establish TC 4 compliance.
c) The Certifier conducts a full assessment to establish compliance with country specific laws, regulations and guidelines.
If all steps are successful, then the certificate applied for is issued.

The standard focuses on the service provider They need to prove who they are Demonstrate resource, infrastructure, knowledge and skills .
Requirements for staff The standard will be looking for people who can prove expertise in
their declared field of work Three levels are indicated in the standard These are referenced to EQF level 5,4 and 3 (NVQ level 4,3,2)
i.e. Higher National certificate (HNC) Vocational qualification level 3 ,GCE AS and A level GCSEs at grade A - C
Each discipline may have to enhance or develop sector specific qualifications
So what may change ?

1. The Working has now started work as an official item in CEN/CLC
2. The draft , CEN/CLC/TC 4 N 278 is being translated
3. This will be released for National comment Comments review scheduled for December 2014
