In a Democracy, everyone must adhere to the same laws including the leaders. (Unless you are the Mayor of Toronto). Laws should be known, predictable and impartial. Democratic citizens should work towards the common good (what makes the most people safe, secure and happy). The should have a sense of responsibility and caring for others.
In a democracy, people enjoy many personal freedoms such as the freedom of religion and freedom of expression.
