Considered and noted.
Members raised their demand to maintain all the properties of Cantt Board
Jabalpur erected or build by Cantt Board in the past. They raised the issue that State
Government is providing development fund which must be used for welfare of the Cantt
residents. PDDE should be apprised for the necessities of the repairs of Cantt. Board
properties.
2. Budget Estimates
To consider and approve Budget Estimates for the year 2017-20118 (R) 2018-2019
(O), which is to be forwarded to the GOC-in-C, Central Command Lucknow before 15th
June
2017.

Considered, scrutinized and approved.
4. Tender for Design, development and implementation of various application software for
Jabalpur Cantonment Board.
E-tender for Design, development and implementation of various application
softwares for Jabalpur Cantonment Board was called vide NIT No. CBJ/OS/E-Gov/2288
dated 15 March 2017. A total of 10 firms participated in it. After checking the bids against
prequalification criteria 09 bids were rejected due to non submission of requisite documents
online. The tender was recalled vide NIT No. CBJ/OS/E-Gov/105 dated 01 May 2017. A
total of 09 firms participated in the tender. After checking the bids against the
prequalification criteria 05 firms were fulfilling the prequalification criteria and they were
qualified for the next stage i.e. Demo/presentation.
Qualified bidders in prequalification were called to present demo/presentation of the
solution on 22/05/2017. Following 05 firms presented demo/ presentation on the said date
and their acceptance status is given against firm’s name.

Considered and it was resolved to approved the lowest rate @ Rs. 15,00,000
quoted by M/s Satoop Media for Design, development, maintenance and implementation of
various application software for Jabalpur Cantonment Board.
5. Relaxation in the amount of Vehicle Entry Tax.
To consider the application dated 28-03-2017 of Shri Kanchan Singh, VET contractor
to give relaxation w.e.f. 18-11-2016 to 02-12-2016 in the amount of Vehicle Entry Tax to be
deposited by him. This office vide letter No.N-i-t@ohbZVh@j-v@2016@1567 fnukad 18-11-2016
and letter No.7150 / VET / RS / 2016 / 1624 dated 25-11-2016 directed the contractor not to
collect any toll tax as the direction received from higher authorities due to demonetization.
As per the terms and conditions dated 24-08-2015 for leasing of collection rights of
Vehicle Entry Tax, condition No.15, the successful bidder will not be entitled to recover from
the Cantt. Board any compensation, loss, damage, expenses that may be caused or incurred
by him for reason of non arrival of vehicles, trucks, bus, tempo, tractors from outsides on
account of any notification or order of the Central/State Govt. or its authorities imposing
restrictions on movement of vehicles to regulate the same or for any other reasons during the
terms of contract period for reasons of “Force majeure” or for any other reasons whatsoever.

Resolution No. 5
Considered and it was resolved to forward a proposal to Higher Authorities for
clarification of the same. Member Rajendra Padam raised the objection on the
functioning of Vehicle Entry Contractor for over charging vehicle tax. The matter
must be enquired by CEO. Contractor must follow all the terms and conditions of the
agreement and rates must be notified on the Naka post with proper visibility.
Before starting of the item no. 6, there was an incidence created by the member of Ward
no. 7 Shri Rajeet Yadav by pouring kerosene oil in his body and committing crime of
suicide. The Act of Shri Rajeet Yadav was not only dangerous for himself but also for the
other members available and the concerned staff available there. PCB has strongly
condemned the matter and directed to suspend the membership of member Rajeet Yadav

for remaining period of meeting under the provision of cantt. Act 2016 section 21(1)(e).
PCB has taken cognizance in this matter and directed that FIR must be lodged against
Shri Rajeet Yadav, Member, Ward No.7 and also send report to Higher Authorities for
proper action under Cantonment Act.
6. Issuing of Restaurant /Bar License under F.L.2
To consider application dated 05-12-2016 of Shri Anand Pillai u/s 277 (J) of the
Cantt. Act, 2006 requesting for Restaurant/Bar License under F.L.2.
As per section 20 of MP Excise Act 1915, NOC from Station Commander is
mandatory. The Station Commander vide letter No.900/28/GEN/Q1/PC dated 11-08-2015
has confirmed this office that no NOC for running liquor shop in Cantt. area is granted to
Excise Deptt. nor to the applicant for running Liquor Bar.
The Board is competent authority for issuing trade license for sale/storage of liquor
under section 277 (J) of Cantonment Act 2006.

Resolution No. 6
Considered and it was resolved not to issue Bar Licence and also stop
unauthorized liquour sale in whole Cantt area.
It was further resolved to inform State Government and Excise Department for
cancellation /issue notice for unauthorized liquour shop. State Government must be
apprised about the legal position before notification and proper follow up must be
done. All the revenue must be recovered from the defaulters.
7. Tender for contract of Ramleela Community Hall and Ground (Utsav) Sadar
E-Tender was called vide NIT No. 6135/RS/Ramleela Ground/2284 dated
30.03.2017 and E-Tender ID No. 2017_DGDE_190369_1 for contract of Ramleela
Community Hall and Ground (Utsav) Sadar for 01 year, published the same in local
Newspaper i.e. Dainik Bhaskar and on Cantonment Board website
www.canttboardjabalpur.org.in and also pasted on Public Notice Boards etc.
In response to the above the following three nos. tenders were received and opened on
27-04-2017 in the Office. The details of tenders are as under:-

It is submitted that the highest tender at Rs.22,22,222/- p.a received from M/s
Durgesh Services, 3202 East Ghamapur Jabalpur, which is reasonable as compared to the
previous tender. Last year the rates were Rs 14,00,200/- p.a. Since the contract for the present
has expired on 01-04-2017 and extension of 03 months w.e.f. 02-04-2017 to 01-06-2017 has
been given to the previous contractor, its urgent and expedient in the financial interest of the
Board that highest tender is accepted as any further delay may lead to financial loss to the
Board.

Considered and it was resolved to approved the highest rate received from M/s
Durgesh Services, 3202 East Ghamapur Jabalpur @ Rs.22,22,222/- p.a for one year w.e.f.
02.07.2017 to 01.07.2018.
The matter was raised by member Amit Agrawal about the misuse of premises and over
charging of the services which was resolved further that customers using the premises are
free to use their own catering and tent service.
8. Unauthorized Construction of “MOBILE TOWER” on the Part of Sy.No.68, House
No.269, Sanjay Gandhi Nagar Modibada Jabalpur Cantt
To consider show cause notice dated 22/05/2017 of Engineering Section stating that
Shri Rajeev Kumar Gupta S/o Shri Hundi Lal Gupta & the Manager, “ATC” Telecom
Tower Corporation Pvt. Ltd in the premises of Part of Sy.No.68, House No.269, shop of
“High Tech Computer & Graphics” Sanjay Gandhi Nagar Modibada Jabalpur Cantt is
making the following unauthorized construction by making mobile tower:-
“Unauthorized construction by making of “mobile tower” in the premises of Part
of Sy.No.68, House No.269, shop of “High Tech Computer & Graphics” Sanjay Gandhi
Nagar Modibada, Jabalpur Cantt. The Mobile Tower on Second floor is admeasuring–(1)
Tower-10’0” x 10’0” (2) DG & Shelter-10’0” x 10’0”. The Tower construction work is in
progress on the day of visit.”

Road Ranjhi, Karondi Jabalpur Cantt
To consider show cause notice dated 03/05/2017 of Engineering Section stating that
Shri Mukund Das Maheswari S/o Late Shri Narsingh Das Maheswari (Seth) in the
premises of Hostel of above the Shops of Navneet Enclave, Main Road Ranjhi, Karondi
Jabalpur Cantt is making the following unauthorized construction by making rooms:-
“Unauthorized construction by making rooms on First Floor & Second Floor on
existing shopping complex of “Navneet Enclave”, Ranjhi Main Road, Karondi, Jabalpur.
The First Floor rooms are admeasuring– (1) Hall-28’7” x 42’3”(which is divided into
number of rooms with the help of aluminium partion) (2) Balcony-5’0” x 42’3” (3)
Staircase/Toilet-34’4” x 7’9”. The Second Floor rooms are admeasuring– (1) Hall-28’7” x
42’3”(which is not divided into room) (2) Balcony-5’0” x 42’3” (3) Staircase/Toilet-34’4” x
7’9”. The construction work is made up of by bricks with cement mortar and RCC Column.
The First Floor has already been completed and the Second Floor Roof construction work is
in progress on the day of visit.”

under the management of the DEO Jabalpur from land point of view.”

Jabalpur Cantt is making the following unauthorized construction/Encroachment by
making rooms:-

Sy.No.68, House No.96, APR Colony Katanga Jabalpur Cantt is making the following
unauthorized construction by making rooms:-
“Unauthorized construction by making Stairecase Tower in the premises of Part of
Sy.No.68, House No.96, APR Colony Katanga, Jabalpur Cantt. The Ground floor & First
Floor tower is admeasuring–(1) 10’0” x 16’3”. The Plaster work is in progress on the day
of visit.”

20. Proposal for construction of Shopping Complex at Gora Bazar Jabalpur Cantt.

In the earlier proposal query has been raised by the PDDE, Central Command Lucknow vide
their letter quoted under reference. As per clarification are as under:-
a) As per GLR extract 372-113-B(Pt), the total area is 3.230 acres out of 6000 sq.ft. (0.1377
acres) has already been transferred to Shri Krishna Higher Secindary School in lease form
VIII of CLAR 1937 Gora Bazar for construction of School building. The remaining area in
respect of Sy.No.372/113-B is still vacant and in different location. As such shop proposal to
be constructed on vacant land only. It is further submitted that sy.No.372/113B is subsidiary
Sy.No.372 BI (Gora Bazar) classified as civil area under the management of Cantonment
Board, Jabalpur.
b) The construction of shopping complex is an original nature and proposed under D-1 head
which may please be forwarded to GOC-in-C for sanction under rule 17-A read with rule
19(b) of the CAC 1924.
c) The construction of shopping complex is an original nature and it will be carried out to E-
tender floated after approval of the Competent Authority.
Resolution No. 20
Considered and it was resolved to forward the proposal with clarification for
construction of Shopping Complex at Gora Bazar Jabalpur Cantt to GOC-in-C for sanction
under rule 17-A read with rule 19(b) of the CAC 1924.
Objection was raised by the elected members and GE on the functioning of Cantt
Engineer, who is warned and directed to improve their working and behavior.
21. Laying of Water Pipeline and Water Treatment Plant in Cantonment Area.
To consider and approve a project for laying of water pipeline and water treatment plant
in Cantonment area at an estimate cost of Rs 6591.97 lacs. The project in design for the
projected population 109155 for the ultimate year 2049 and water requirement is 18829.24
KLD in the ultimate year 2049. The water supply scheme prepare as per manual or water
supply scheme published by Central Public Health and Environmental Engineering
Organization issued by Govt. of India, Ministry of Urban Development, New Delhi and
design is based on 172.50 lit per capita per day.
The detail project report (DPR) has been prepared by SNOW FOUNTAIN
CONSULTANTS, LUCKNOW and the same has been got scrutinized and vetted through
Regional Center for Urban and Environmental Studies, Lucknow vide their letter No.
URC/56/24/ 2017-2018 dated 20-04-2017.

The following expenditure is to be made for preparation of the project:
a) The detail project report (DPR) has been prepared by SNOW FOUNTAIN
CONSULTANT’S who shall be paid Rs 70,53,408/- @ 1.07% of the project cost. The work
involve for preparation of complete DPR inclusive of all details data’s, estimate, detail
structural design, detail working drawing as per Central Govt. guideline, preparation of
tender document and commencement of work at site.
b) Regional Centre for Urban and Environmental Studies, Lucknow shall be paid Rs 5.00 lacs as
scrutiny and vetting charge of DPR.
The work is in original work and proposed under ‘creation of capital assets’ head is to
be sent to PDDE/GOC-in-Chief, Central Command Lucknow under Rule 17(A) read with
19(b) of Cantt. Account Code 1924 for approval.

Considered and approved. It was resolved that the proposal be sent to PDDE for
grant under “Creation of Capital Assets” head and a proposal of reclassification of land
also be sent to PDDE, Central Command, Lucknow for approval.
22. Renewal of Contract Engagement of Legal Advisor

Advocate Vijay Singh has been initially engaged as Legal Advisor in the year 2011 purely on
contract basis. The period of contract has been renewed by the Board continuously year by
year on the basis of his satisfactory performance in all kind of legal work and responsibilities.
Contract period of engagement of legal advisor has been renewed by the Board vide CBR
under reference for period of 11 months on consolidated remuneration of Rs. 15000/- per
month, which has been subsequently revised by the board Rs 20,000/- from January 2017.
The period of contract has been expired on 31-03-2017. Adv. Vijay Singh has submitted an
application for renewal of contract for further period of 11 months w.e.f. 03-04-2017 on
existing terms and remuneration.
Relevant documents are placed before the board for consideration.

Considered and it was resolved to extend the contract period of Legal Advisor
w.e.f 03.04.2017 for the period of 11 months @ Rs. 20000/- pm fixed.
23. Revision of amount of fees payable only to Sr. Standing Counsel.

To consider letter dt 22-03-2017 received from Senior Advocate Smt. Indira Nair regarding
revision of fees amount from Rs. 15,000/- to Rs. 20,000/- and misc. expenditure from

Presently the senior Advocate Smt. Indira Nair is engaged as standing counsel in High Court
of M.P. for defending important cases in High Court etc. Currently the Board is paying Rs.
15,500/- to Senior Counsel on disposal of each case including fees for drafting and misc.
Expenditure as per authority CBR under reference since last 7 years.
At present vide Ref. No. 2 the Board has approved Rs 8000/- - 10000/- against advocate
fees and Rs 1000/- against Misc. expenditure for paying to other panel advocates for
appearance before High Court.
Application alongwith relevant office file is placed before the Board for perusal.

Considered and it was resolved to revise the fees of Rs. 15000 to Rs. 18000 and
misc. expenditure from Rs. 500 to Rs. 1500 to Sr. Standing Counsel.
24. Approval of Outdoor Media Policy 2016 for regulating installation of hoarding and
banners on private lands / buildings in Cantonment Area Jabalpur
The old policy for installation of hoarding and banners in private lands/buildings has
been challenged before the Hon’ble High Court of M.P. vide Writ Petition (PIL) No.
10346/2009 Satish Verma Vs State of M.P. and others, for which the installation of hoarding
and banners in private land / building in cantonment area has immediately stopped since
2014.
Due to non existence of any stay order on fresh installations of hoardings and banners
with strict compliance of rules and regulations and for recovering revenue loss from this head
the new policy draft has been prepared and public suggestions or objection had been called
on this policy draft. No objection or suggestions has been received in this office.

II. Requirement, Exemption and Prohibitions.
III. Monitoring Mechanism.
IV. General permission criteria and required technical specification of Outdoor Media Device.

to consider the same.

BPL and Senior Citizen concession will be applicable as before and Cantonment
Board will bear the cost. The Board may consider payment of 50% share to doctor for the
procedures. He will be available only on the days and timings fixed for him before or after
his OPD .

being paid at nerrik rates which is very low compared to other department.

2. Ku.Shabana Anjum -Lab. Asstt. from nerrik rate of 9185/- to 12,000/- p.m.

Further it is recommended that Smt.Indira Rajan, who has joined this hospital as Clerk in
December,2015 is qualified and highly experienced for the above post as she was the Ex-PA
in Cantonment Board for over 32 years and has vast knowledge of official work, drafting etc
including English/Hindi computer work. Hence her case may also be considered for
enhancement of salary from the present narrick rate to Rs.12,000/-p.m to bring her parallel
with others.

38. Revision of honorarium being paid to Consultants
Ref:-CBR No.1(FCR No.51 dated 22.09.2014)18.10.2014.
To consider revision of honorarium being paid to all the Consultants working in
Cantonment Motilal Nehru Hospital from Rs.1000/- per visit for two hours to Rs.1500/- per
visit for two hours. In other Govt hospitals the honorarium of Consultants for working two
hours is Rs.1500/-per day per visit shall be paid only for qualified PG Doctors. The
honorarium of Male/Female Psychology Counselors shall be Rs,1000/- per day per two
hours (as before).
Hence the above amount of Rs.1250/- is recommended for approval provided all the
Consultants will maintain their timing of two hours strictly ,If they leave the OPD before the
scheduled timing or come late, they will be paid at the old rate of Rs.1000/- only per day per
visit. Nobody will remain absent without prior intimation to the hospital. Strict monitoring of
their services will be done by RMO. The increase in honorarium shall be performance based.

Rs. 1250/- per visit for two hours.
39. Increase of honorarium being paid to Physiotherapist

To consider enhancement of honorarium being paid to the Physiotherapist from Rs.500/-
per two hours to Rs.750/- per two hours which amounts to Rs.1500/- per four hours including
morning/evening shifts.

Considered. It was unanimously resolved that the work shall be got executed through
approved contractor of respective head on Board approved rates only after obtaining NOC from
land point of view before executing works on A-1 land, B-4 land from Army authorities and
DEO, Jabalpur Circle, Jabalpur respectively. Sr. No. 29, 30, 31, and 32 are not approved. The
CEO is authorized to incur expenditure accordingly under respective head. Work mention under
sr. no. 8 also be executed in 18 quarters of cantt board Jabalpur in ward no. 2 under the same
amount i.e. 4,50,000/-
All the members have raised their displeasure as State Government is providing
developmental funds from this year for various projects in the Cantonment. So they advised the

46. Gitanjali Mini Function Hall Cum Butterfly Food Court- Rate Revision
To consider and revise the estimated cost of the contract of Gitanjali Mini Function Hall
Cum Butterfly Food Court. As new online tender for the same was floated on 10-03-2017 and
opened on 07-04-2017, no tender was received. It was floated the second time on 10-04-2017
and opened on 02-05-17, no tender received. Again the same was floated for the third time on
06-05-17 and opened on 01-06-17, no tender received. It seems that being the estimated cost of
Rs. 30,00,000/- too high, nobody is interested in the contract. The estimated cost of
Rs.30,00,000/- is expected because the previous rate of contract was Rs.29,51,001/- p.a.
Hence the estimated cost be reduced to some extent so that tenders may be received. In
the meantime Cantonment Board is giving the hall on rent of Rs.8000/- per day and 2000/-
security deposit as approved vide PCB’s sanction dated 24-04-2017 so that there is no loss of
revenue till the finalization of the new tender.

Vide above reference, PDDE has directed to follow the directions of Hon’ble
Supreme Court order dated 27.09.2016 and prepare the Electoral Rolls excluding the names of
persons who are living in illegally constructed houses which are not assigned any number.
Further they are directed to strictly follow the provisions of the Cantonment Act, 2006
and Cantonment Electoral Rules 2007 and publish the electoral rolls on the due date.

REF. Chief Information Commission, New Delhi order dt 05-04-2017 passed in Second
Appeal (Under RTI ACT) file No CIC/AB/A/2016/000752/SD and file No
CIC/AB/A/2016/000753/SD and file No CIC/AB/A/2016/000755/SD
While hearing of second appeals under reference, arose from original RTI Application
dt 30-09-2015, 03-10-2015 and 5-10-2015, the Chief Election Commission observed that the
then CPIO of Cantt Board Jabalpur became failed to entertain applications and to give reply to
the applicant within prescribed period under RTI Act hence it is specifically mentioned by the
CIC in order dt 5-04-2017 that responsibilities must be fixed for responsible officer.
In compliance of reference orders of CIC, a show cause notice has been issued to Shri A.
K. Pathak (Retired on 31-1-2016) who was the then CPIO of Cantt Board office, Jabalpur vide
letter no CBJ/Gen. Adm./2017/145 dt 28-04-2017 which has not been replied by him.
Subsequently another letter no CBJ/Gen. Adm./2017/ dt 03-05-2017 has been issued to him
under which it is mentioned that releasing of monthly pension is stopped due to non response of
show cause notice.
Shri A. K. Pathak was posted as Office Superintendant in Cantt Board office in 2015 as
well as discharging duties of CPIO for same period. The post of Office Superintendant is
prescribed as Supervisory post under CFSR 1937 hence the Board is competent authority to take
decision for initiating departmental inquiry against Shri A. K. Pathak.
It is decided by Hon’ble Supreme Court of India in case of State of U.P. Vs Shri Krishna
Pandey reported in 1966 (3) SCR page 183 that as per Article 309 of the Constitution of India
read with Rule 35 1-A of the CCS (Pension) Rules 1972, the limitation for initiating
departmental inquiry against any retired employee is 4 years from the date of retirement.

53. Starting of Skill Development Centre

Cantonment Boards are required to open Skill Development Centre to impart training to
its students and residents. The letter under reference emphasizes the same. This office has earlier
run Vocational Training Course successfully with IGNOU in the year 2011-2013. A well
established computer lab is present in Swami Vivekanand Cantt Model H.Sc. School and
computer teacher is engaged through “Tender for supply of Manpower”. It’s requested to allow
and start Computer course as Vocational training course and obtain its necessary affiliation from
NCVT.

Considered and it was resolved that Cantt Board must start Vocational Training
Course in the premises of Swamni Vivekanand Cantt Model Higher Secondary
School, Katanga as the facilities are mostly already available within the school. For
starting the computer courses in the said school eligibility criteria, fees and duration
etc. must be put up before the Board.
54. Namami Devi Narmade
To consider letter dated 01/06/2017 of Collector Jabalpur in which he has directed
Cantonment Board Jabalpur to plant as many trees as possible in different areas of the
Cantonment on 02/07/2017 on the occasion of “Namami Devi Narmade” mission. In this regard
an expenditure of Rs. 20,00,000/- (approx) is expected, CEO Cantonment Board Jabalpur is
authorized to incur expenditure for the same.

Ref Representation dated 30-12-2016
Miss Pauline Marian (hereinafter referred as employee) has been initially appointed in
Cantonment Board Office Jabalpur on 31-03-1999 on the post of Computer-cum-Jr. Clerk.
Service of employee has been confirmed for regular appointments vide office order No. 32-A
dt 28-08-2001. Subsequently the employee has been promoted on post of Sr. Clerk vide
Office Order no 229 dt 1-02-2007. She is working as Sr. Clerk since 1-02-2007.
The employee had been suspended by the then C.E.O. in 2012 vide suspension order No
CBJ/OS/Misc./Adm./2012/18 dt 3-04-2012. It is specifically mentioned in the suspension
order that disciplinary proceedings is contemplated against employee but subsequently no
disciplinary proceeding has initiated against the employee because she has admitted her
guilty and negligence regarding misappropriation of public money vide her reply dt 7-04-
2012 and affidavit dt 26-04-2012 submitted by her. The suspension of the employee has been
revoked vide order no CBJ/Misc. Adm/2012/173 dt 2-05-2012 with only direction to deposit
Rs. 14,304/- against the loss of interest because of delayed deposit of amounts in the official
account.
After depositing Rs. 14,304/- by the employee, her service has been resumed but 2
increments of the employee have been stopped. It is also worth mentioning that the

employee has also not been promoted on post of HOD in 2016 despite being senior from
the other employee who has been promoted as HOD. Hence Miss. Pauline Marian has
made representation under reference for claiming increments and promotion,
mentioning further that while imposing penalty of withholding of annual increment under
Rule 11(2)(iii), the authority did not followed statutory rule and mandatory procedure
provided under Rule 12-A(3) read with Rule 12-B(2) of the CFSR 1937 which is against the
mandatory procedure of disciplinary action, hence the order for penalty contained serious
lacuna and passed in violation of service rights of the employee. Hence this penalty order is
cancelled now.
So far as concerned with the claim of regular promotion of employee Miss. Pauline Marian
on post of HOD, it is worth mentioning that as per ANNEXURE C of the CFSR 1937, next
promotion post of Sr. Clerk is ‘’Accountant” or ‘’Revenue Superintendent’’. Post of
Accountant and Revenue Superintendent are classified as Supervisory posts under
ANNEXURE D as well as selection post under ANNEXURE E. The competent authority for
promotion on these posts is Cantonment Board hence the matter of promotion of employee is
before the board for taking decision for further action on subject matter.

notice the Board has not considered her claim for promotion until next vacancy of

Resolution No. 56
Considered. It was unanimously resolved that work shall be got executed through
approved contractor of respective head on Board approved rates. The CEO is authorized to incur
expenditure accordingly under respective head. Works approved on B2 lands in this Board will
be executed from the fund provided by State Govt.
All the members have raised their displeasure as State Government is providing
developmental funds from this year for various projects in the Cantonment. So they advised the
Board to utilize that funds for the welfare of the cantt residents.
57. Reclassification of A-1 defence land to Class-C land of Village Karondi
REF. Station Headquarter Jabalpur letter No 900/28/Recl/Q1 dt10-03-1989 and
Mukhyalaya M.P. Sub Area Bhopal letter No. 125101/1/CB dt 25-03-1989
With reference to above, a proper proposal has been sent to Headquarter M.P. Sub Area
Bhopal for reclassification of defence land Class A-1 of Village Karondi which is situated
adjacent to COD Jabalpur to Class C land [Civil Area].

It is recommended by the then Station Commander that pocket of A-1 land admeasuring
10 acres should be classified as Clause C land and vested with the Cantt Board for management
as Civil Area on lease hold bases.
This proposal has been rejected by the Headquarter on ground of requirement of Defence
land but now a days the population of Karondi Village has been increased and it became highly
densely populated area which deserves to avail civic amenities as provided by the board in other
civil areas.
Relevant case file and papers are placed before the board for perusal.
Resolution No. 57. It was resolved to forward a proposal in consultation with legal
advisor and DEO on this issue raised for reclassification of A-1 land to C land as the case was
pending for many years. Sanction must be obtained from the Competent Authority.
