Routes which form part of the regional ATS
route network:
Known as
“Regional Route Designators”
in ICARD
the network which has been agreed upon by all
parties concerned to form the basis for the
determination of the airspace organization and
the required air traffic services and facilities.
Note: The 'parties concerned' are the Contracting States (both provider
and user) and International Organisations involved in ATS route
planning and implementation.

Established to enable a majority of flights to operate
along, or as near as possible to, the direct route from
point of departure to destination;
Established to meet the needs of international
operations;
Crosses multiple FIRs and more than one State;
Subject to the formal amendment procedure of the
Table ATS 1 of the Air Navigation Plan (ANP).

designators are required.
Therefore, ICARD Users may not reserve or release
regional route designators directly in ICARD.
When the decision on a specific route designator
has been made, requests for reservations or
release should be made by email to the following

The ICARD Regional RD Coordinators will review charts and the work taking place at the regional level to ensure that a new route designator is indeed required.
The ICARD Regional RD Coordinators will make the reservation on behalf of the State(s).
A confirmation message of the reservation will be sent to the originator of the request by return email.
The procedure for coordinating regional agreement for routes over the High Seas will be initiated by ICAO Secretariat.

Why are there ‘Requested’ route designators?
the reservations of regional route designators remained
as ‘requested’ until corresponding proposals for
amendment (PFA) were submitted to ICAO.
ICAO Secretariat would process PFA to Table ATS 1
whenever a State officially informed ICAO that a new
regional ATS route was to be implemented.

However, COG/38 Decision 38/1 set a moratorium on
the formal processing of PFA to Table ATS 1 of the
EUR Basic ANP from June 2007 onwards, with the
exception of routes established over the High Seas.

Routes which DO NOT form part of the
regional ATS route network:
Known as
“Non-regional Route Designators”
in ICARD
Established to meet the needs of domestic operations
within national airspace, for the areas within which
States are responsible for the provision of air traffic
services;
Established on a temporary or permanent basis, as
required;
Do not begin or end at FIR boundary points.

Are these characteristics applied today??
Supplementary to the basic ATS route network,
therefore not subject to the formal amendment
procedure of the Air Navigation Plan (ANP).
However…
Regional agreement for all non-regional ATS
routes that extend over the High Seas is

Although ICARD Users may reserve non-
regional route designators directly in ICARD, it
is recommended to contact and make requests
for reservations through the ICARD Regional
RD Coordinators.

Procedure for co-ordination of regional agreement for
all ATS routes that extend over the High Seas
State‟s CAA to submit official request to ICAO EUR/NAT
Secretariat to coordinate regional agreement for ATS
routes over the High Seas

Whether coordination has been conducted with adjacent States
Chart of route concerned, if available

ICAO Secretariat will circulate a State Letter to
States and International Organisations concerned
with a deadline for reply of between 3 to 4 weeks.
If no objections are received, the State initiating the
procedure will be informed by ICAO Secretariat
that they may proceed with implementation.
If objections are received, the ICAO Secretariat will
coordinate the comments between the State
concerned until an agreement is achieved.
