INTRODUCTION Vision Statement:

Shakti Vahini is a pioneer organization in the field of AntiHuman Trafficking. The organization has been workingfor women and child rights since last 16 years. It is anational level voluntary organization working in thestates of Assam, West Bengal, Bihar, Jharkhand, Orissa,Chhattisgarh, Delhi, Haryana, Punjab, Uttar Pradesh,Himachal Pradesh, Chandigarh and Rajasthan.

Shakti Vahini is effectively active in field of Human Rights,Woman and Child issues, Anti Trafficking, Child Labour,Bonded Labour, Health, HIV/AIDS, Education, Legal Aidand training, Research & Documentation, Communitydevelopment etc.

Shakti Vahini visions, aspires and strives for Just, Free andEquitable society. We consider it a duty of every citizen tohave social concerns and strive for the progress anddevelopment of society. In our efforts and struggle toachieve the above, we draw our inspirations from our richcivilization, plurality of culture, spirit of our DemocraticConstitution, National Movement for freedom struggle,lives and teachings of our great leaders.

Shakti Vahini has rescued nearly 5000 victims of humantrafficking trafficked for the purpose of CommercialSexual Exploitation, Child Labour, Bonded Labour, ForcedMarriage, Domestic help and adoption. Shakti Vahini hasthe link for the states police coming to the capital forrescue operation or investigation of human Traffickingcases. The organization has been conducting HomeInvestigation of the victims as per the direction of theChild Welfare Committee as mandated in the JuvenileJustice (Care and Protection of Children) Act. In the fight ofAnti Human Trafficking Shakti Vahini has been workingon prevention, protection and prosecution of the humantrafficking cases.

Gravest form of trafficking is for the purpose of

commercial sexual exploitation. From the very inceptionof the organisation, Shakti Vahini has fought tooth and nailto not only rescue children and women but to also preventit. Decoy operations with the local police , Central Bureauof Investigation (CBI) ,Anti Human trafficking Units(AHTU) , Crime Branch of different State Police and otherlike agencies are organised to apprehend traffickers andfor rescue of trafficked victims. Frequent rescueoperations are conducted with the help of lawenforcement agencies in the red light area and also wherelocal intelligence shows the presence of any person who iskept in bonded conditions and has willingness to leave.Active steps have been taken to burst the bubble of sex

trafficking carried out under the garb of massage parloursand other such services. Informal Surveillance systemshave been established by us at various railway and busstations especially in Delhi (destination state), Jharkhand,Assam and West Bengal (major source states).

Fighting Sex Trafficking andCommercial Sexual Exploitation

Child labour is a chronic problem which varies in scale andmanifests in various ways like domestic labour, factorybased labour, traditional trades (like agarbatti, beedi,carpet weaving) etc. The cities where most children endup with the great big city dream have turned into hubs foremploying children as young as 9‐10 years, throughillegally run placement agencies. Weak legislation has alsogiven them unprecedented opportunities to exploitchildren with mass illegal migration taking place everyday.

The children are employed at as less as $20 ‐28 a month(Rs.1000‐1400). The money often doesn’t reach theparents and is misappropriated by the placement agent.Often children face emotional/mental, physical and sexualabuse at the hands of the employers.

Shakti Vahini does rescue operation of children in forcedlabour situations in collaboration with various lawenforcement agencies. The organization undertakes a lotof awareness programmes on the issue of child labour andreaches out and works with various stakeholders like the

Police, Labour Department, RWA, Industries Associations,Youth and Students, Lawyers etc. for strengthening thefight against child labour. We oversee the process ofrestoration of the children to their home state and followup the cases up to the trial stage of the criminal cases filed.

Shakti Vahini has been working in close partnership withthe Labour Department and the district administrationnot only to rescue but also in providing rehabilitation andcompensation to rescued trafficked children.

related to women and children. The Law EnforcementAgencies should know about issues connected totrafficking of women and children. It is an organised crimeso it is extremely important for all of us to join hands inorder to curb this crime. The need of strengthening of therestoration and repatriation of the victims was stressed.The impact of low sex ratio in Haryana which leads tohuman trafficking also dwelt at length. As a part of thisprogramme a few recent case studies were also sharedwith the present gathering. Some of the case studieshandled by particular police stations in Gurgaon wereshared by concerned police personnel themselves. A

checklist in every police station which will contain therelevant sections related to women and children will bedistributed in all Police Stations. The workshop alsofocussed on the increase of child labour in Gurgaon forDomestic work and the role which Police needs to play incombating it. The role of convergence of all agencies inChild Protection was stressed.

The CHILDLINE (1098), Gurgaon has conducted aSensitization Programme on Child Protection incollaboration with National Institute of PublicCooperation and Child Development (NPCCD) andCHILDLINE India Foundation at the Conference Hall of theCommissioner of Police Office, Gurgaon. The Programmewas inaugurated by Sh. Kulvinder Singh, DeputyCommissioner of Police, DCP Headquarter, Gurgaon.During his speech Sh. Singh said that Gurgaon Policewould take the initiative to start such kind of sensitizationprogramme in the police station level in Gurgaon.Altogether 60 police personnel of Inspector and Sub‐

Inspector rank of different police stations have attendedthe programme. Mr. Ravi Kant, Advocate Supreme Court ofIndia conducted the session on Juvenile Justice Act, ChildLabour Act, Bonded Labour Act and Immoral TraffickingPrevention Act and the relevant sections of the IndianPenal Code. All the police personnel present in theprogramme showed their keen interest about the issues

 Victim Support:The organization as a part of its various interventionobserved that the survivors have to face lot of difficultieswhile appearing before the court for deposition. The courtsummons them and in return victims are given only thetravelling allowance. The state does not look after theiraccommodation, food, local travelling expenses. Thesevictims are being threatened by the traffickers for notappearing before the court. In many cases the survivor areserved the summon copy before 2/3 days of the hearingdate. In such circumstances it is very difficult for thesurvivors to come long way from the source states to the

destination courts for deposition. There are instances inwhich the police officer going to serve the summon joinshands with the source police and submits before the courtthat the survivor's family could not be traced. For thejustice of the survivors the project has done advocacy withthe railway ministry so that their railway reservation getsconfirmed within a short period of time. The project hasalso done advocacy with the Govt. of West Bengal,Jharkhand and Assam for providing accommodation to

Eye Check up Camp in the Red Light area:Shakti Vahini organized a free eye check up camp in the GBRoad, Delhi in January, 2015. Experts Eye Specialists fromthe government hospital volunteered the programme andexamined at least 50 women from the red light area ofDelhi. As a part of this camp the beneficiaries wereprovided specs as per requirement. 11 patients werereferred to the government hospital for furtherinvestigation.

Set up Citizens groups in each district:The organization has been closely working with the

citizen's group in the NCR of Delhi and also in the districtsof Haryana and Uttar Pradesh. Altogether 100 formal andinformal meetings were organized with the citizens groupduring the period. The main purpose of conducting thesemeetings was to aware the citizens on child trafficking forlabour. Approximately 2000 people were given awarenessabout the child trafficking for labour and the involvementof the placement agencies. As a result of this partnershipthe project is now getting information for rescue from thecitizens group.

In a recent case of 13 years old trafficked minorgirl rescued from a residential society located inDwarka area of Delhi and the information wasreceived from the president of the ResidenceWelfare Association of same society. The girl waslocked inside a room in the second floor for 3 days.The girl was rescued with the assistance ofadministration and police.

related to human trafficking. Shakti Vahini has also beenconducting district level training in districts of Haryana.Shakti Vahini is actively involved in training sessions heldat the district level at the Delhi Police Academy & HaryanaPolice Academy.

Shakti Vahini has been appointed as the Nodal NGO by theSpecial Police Unit for Women and Children, Nanakpurafor two districts in Delhi, viz. New Delhi and East Delhi.Shakti Vahini is committed to sensitize police officers atthe police station level about the various laws related tochildren and guide the police officers in handling thechildren with care and affection, be it a Juvenile in Conflictwith Law or a Child in Need of Care and Protection. ShaktiVahini has been training officers at all the 22 policestations in the aforementioned two districts in Delhi.Every week four training sessions are conducted indifferent police stations. The organization has also beenconducting police trainings in the police stations of someparts of Bihar and North Bengal.

In some of thedifficult cases where the law enforcement failed to tracethe victim the court directs the implementing agency forits intervention in bringing the survivor for depositionbefore the court. The project in its implementing areas isworking for tracing the survivors and also to producethem before the court as per the court direction. Under allthe circumstances it is a big challenge for the survivors tofight for the justice until and unless the organizationassists them.

Police Training:A sensitive and informed police force ensures betterdelivery of justice and better assistance to the victim.Shakti Vahini is committed to take steps in this directionby training police officers at various levels. Shakti Vahinisensitizes police officers of the Anti Human TraffickingUnits; these Units have been recently set up in Delhi andacross India in 2011 to enforce laws and address issues

other cases the children are repatriated with the help ofpolice and social welfare department officials. In caseswhere children and victims are sent back home theInitiative ensures that the local NGOs and civil societygroups are informed so that the victim has a supportstructure in their home states also.

Working with the Railway Force and Government RailwayPolice:Traffickers use railways and bus terminals as main transitand exit points and transportation mode; this makes itimportant to have a strong partnership with the RPF and

GRP. Shakti Vahini's Project Fight Slavery has beenworking in close coordination with the Railway PoliceForce and Government Railway Police. The wing of DelhiPolice which handles Railways and Crimes has beenadvocated with continuously for the smooth functioningof the police officials on the railway station. Thesensitization level among the Railway police about thehuman trafficking issues has increased which is leading toproactive policing.

Facilitating Rehabilitation and Repatriation:Shakti Vahini works tirelessly works towards victimrehabilitation and repatriation. After a rescue, ShaktiVahini counsellors accompany the police in theproduction of the children before various legal officers.Post rescue counselling is provided to the victims whichhelps the victims to overcome the trauma and testifybefore the Magistrates. Shakti Vahini also volunteers intracing the families of the children and conducting homeinvestigation and repatriation of the children. ShaktiVahini provides the children and women with basic legaladvice after their rescue. For carrying out home

investigations, the team has to continuously coordinatewith the District level management in the source areas.

Home Investigations:Shakti Vahini conducts home Investigation of traffickedchildren on the orders of the Child Welfare Committees.Shakti Vahini also provides monetary aid as well asresidential support to the parents of those children whowant to come to Delhi and take their children back. In

CHILDLINE -GURGAON (1098)The Ministry of Women and Child Development,Government of India, recommended Shakti Vahini to runCHILDLINE service in Gurgaon District in the year 2006.Since then Shakti Vahini has been running the CHILDLINEservice in Gurgaon. The number (1098) is a toll freenumber which provides assistance for problems relatedto children 24X7. Not only emergency needs of childrenare addressed but they are also linked to services for longterm care and rehabilitation. CHILDLINE Gurgaonreaches out to children from 0‐ 18 years and in extremeemergencies to young adults up to the age of 25.

HIV/AIDS Intervention Initiative:With the support and funding by the Delhi State AIDSControl Society, Govt. of Delhi and National AIDS ControlOrganization (Govt. of India), Shakti Vahini started a longterm STD/HIV intervention and prevention Initiative inthe largest red light area in Delhi in the year 2001. TheTargeted Intervention Initiative has been successfullyreaching out to prevent further transmission of HIV/AIDS.The Initiative runs a medical clinic and also provides for

 Anti Trafficking and Justice Initiative in West Bengal:Shakti Vahini has opened its unit in North Bengal with itsnew Project Anti Trafficking and Justice Project. ThisInitiative covers the Districts of Darjeeling, Jalpaiguri,Cooch Behar, Uttar Dinajpur & Dakshin Dinajpur in WestBengal and District of Kishanganj and Katihar in Bihar inparticular and several adjoining areas including thesensitive border areas. Moreover, extensive awarenesscampaigns in schools, at gram panchayat level as also withthe police officials have been undertaken. The Initiative isreaching out to vulnerable villages and spreadingawareness and information on prevention of trafficking.

This Initiative has also been working on the cross borderregions of Nepal and Bangladesh. The Initiative worksclosely with various law enforcement agencies and bordersecurity agencies to combat human trafficking. TheInitiative is working in close partnership with various lawenforcement agencies and NGOs to collect information ofmissing children and women. On the basis of informationcollected the Initiative processes information to variousdestination areas for search and rescue of Traffickedvictims.

Some Important Points:1. Shakti Vahini was appointed as the Member ofPreparing Standard Operating Procedure (SOP) forGuidelines of Child welfare Committee by the Departmentof Women and Child Development, Govt. of NCT of Delhi

2. The Sikkim Police have put Shakti Vahini's weblink in their website as an active anti traffickingorganization

3. Shakti Vahini was appointed as the CommitteeMember of Delhi Commission for Protection of Child

Rights for the formulation of guidelines on Prevention ofSexual Abuse in Institution of Children

4. Reverse trafficking cases were reported in ShaktiVahini and the victims were rescued from West Bengal.

HIV testing and counselling centre. The TargetedIntervention Initiative being run at the red light area isone of the biggest HIV/AIDS Intervention programmesbeing run in Northern India. The Initiative alsocollaborates with National Aids Control Organization andis also designated as a learning site.

Internship Programme:At SHAKTI VAHINI, we value our interns and volunteersfor their generous contributions of time, skill, knowledgeand spirit. We are always eager to work with dedicatedindividuals from India and abroad and believe that we can

all benefit from a multicultural work environment thatprovides each of us with a wider perspective on childrenprotection issues. 15 students of Social work, Departmentof Criminology, Law from various Universities haveinterned with Shakti Vahini during this period. 10 internsfrom universities of United States of America were alsointerned with Shakti Vahini.

Fighting Honour Killings In Haryana, Punjab and Western Uttar Pradesh the organization hasworked widely on the issue of Honour Killings which is a much prevalentcrime happening in the society. The organization has campaigned widelyon the issue of honour killings. It has undertaken a research on the issuein collaboration with the National Commission for Women. Shakti Vahinihas campaigned on the issue of Choice of marriage and also advocatedfor change in law and stricter punishment in cases related to honourcrimes. Shakti Vahini has documented the cases of honour crimes since2005. The organization has raised its voice and filed several litigationson issues related to violence against women and honour crimes. Womenare paraded naked, stripped, branded as witches, dayans, assaulted andtortured. Many a times this happens in full public view with the fullparticipation of community.

The organization has also filed a Public Interest Litigation in theSupreme Court to ask for the accountability of the State Governments inthe cases related to Honour Crimes. In many of the cases the policeremain a mute witness to the crimes and seldom act against the

offenders. The organization has also advocated with the Government ofIndia on creation of strict laws to combat honour killings and also foramending laws so that marriages according to the choice of individualscan be facilitated.
