Background
Deciding appropriate methodology for standard formulation process can contribute to better standardization performance. (De Vries, 1999)
The result of standardization processes can affect the market structure (Blind, 2004)
Follow up a paper made by Bakhtiar et al. (2010) about funding structurization based on level importance in formulating Indonesian National Standard (SNI).
Focus ResearchAs of mid of July 2009, BSN has published 202 SNIs with 113 of them are identically adopted from international
standards by using method of translation.
Theory (1)Analytic Hierarchy Process (AHP): an effective and efficient way to analyze the contribution rate of SNI formulation stages.

Theory (2)
Activity Based Costing (ABC): an accurate way to identify
and calculate funding structurization in SNI formulation stages.
Formulation Stage Fix Cost Variable Cost
Drafting concept Conceptor training Drafter’s salary; translation cost
Technical meeting - TC’s salary; transportation and consumption cost
Consensus meeting Expert training TC’s salary; transportation and consumption cost; expert salary
E-balloting Website maintenance; Training of SISNI

Findings
• Contribution rates are different but not significance.
• Funding structurization looks fluctuative.• Publication has the largest contribution
rate• Drafting concepts has the largest cost
Discussion and Conclusion• The importance of standard development process to address
social issues that differentiate between Northern and Southern actors.
• Standard development process through proper consensus principle as well as transparency is necessary to achieve broaden acceptance of the standard.
• BSN support the harmonization of SNI to be in line with the international standard.
• SNI’s development stages are considered as necessary to maximize the satisfaction of its stakeholder
• Further research is needed to identify the reason behind the differences
Contribution• Priority setting through contribution rate
analysis to monitor the allocation of limited resource to be effective.
• Funding structurization as a beginning to identify an equation to determine standard formulation cost.
• Another research to analyze the relationship between contribution rate with other resource.
