SEL-487E Station Phasor Measurement Unit(PMU) Guideform Specification
The SEL-487E shall operate as a station PMU to provide real-time measurement of power system electrical quantities to be used
for control, measurement, and analysis. Specific requirements are:
Synchrophasors. The PMU shall provide high accuracy, synchrophasor data that is Level 1 compliant with IEEE C37.118
synchrophasor standard. The IEEE C37.118 synchrophasor data shall be supported on serial and Ethernet ports of the PMU.
Phasor Inputs. The PMU shall accept 24 ac inputs configured as follows:
5 three-phase current inputs
3 single-phase current inputs
2 three-phase voltage inputs
Synchrophasor Message Rates. The PMU shall send user-configurable messages at rates from 1 message per second up to
60 messages per second.
Synchrophasor Message Contents. The PMU shall provide frequency, rate-of-change of frequency, up to four
configurable 16-bit digital status words, up to 16 configurable floating point analog values, and up to 24 phasor values.
Current and Voltage Phase Angle Compensation. The PMU shall provide the capability to compensate any current or
voltage phase angle measurement from +180.00 to –179.99 degrees.
Digital Filters. The PMU shall provide selectable digital filtering, including the C37.118 Level 1 defined narrow bandwidth
filter and a wider, faster responding filter.
Synchrophasor Data Recording. The PMU shall provide 60 seconds of synchrophasor data recording stored in nonvolatile
memory. PMU data recording is triggered using SELOGIC® control equations.
Synchrophasor Real-Time Control. The PMU shall be able to receive up to two IEEE C37.118 synchrophasor data
streams via serial communication, time align the data with its own data, and use the time-aligned data for control actions.
Sequential Events Recording (SER). The PMU shall be able to trigger on up to 250 predefined digital status bits and be
able to record up to 1000 entries.
Fault Recording. The PMU shall be able to record event data for the 24 analog inputs (18 currents and 6 voltages) using a
user-programmable event report trigger. Fault data shall be sampled at user-selectable rates up to 8000 samples per second.The fault recording length shall be user selectable up to 5 seconds in length and provide user-settable prefault triggering.
Unicast or Multicast Messaging Capability. The PMU, as a server, shall be able to unicast synchrophasor data to two
clients using TCP or UDP or multicast synchrophasor data to two different groups of clients using UDP.
IEC 61850 Communications. The PMU shall be capable of providing communications compliant to the IEC 61850
protocol standard.
Terminal Communication. The PMU shall allow communication from any ASCII terminal without proprietary software.
IRIG-B. The PMU shall include an interface port for a demodulated IRIG-B time-synchronization input signal.
Environment. The PMU shall be suitable for continuous operation over a temperature range of –40° to +85°C.
Environmental Testing. The PMU shall be tested to the same standards as for protective relays including IEC 60255-21-1,
IEC 60255-21-2, IEC 60255-21-3, IEC 60255-22-1, IEC 60255-22-2, EN 61000-4-2 , IEC 60255-22-3, IEC 60255-22-4,EN 61000-4-4, and IEEE C37.90.1 (see specifications for details).
Warranty. The PMU shall be warranted for a minimum of 10 years.
