• Key Challenges
– Necessity of strategic approach (transposition-implementation) :• Stepwise strategies and their implementation:
Space for improvements and need for know-how on, inter alia,
Regulatory Impact Assessment and
Financial aspects such as;
Use of the economic instruments,
Co-financing mechanisms,
Public-Private Partnership.
• Legal analysis –also including revisions of legislation w.r.to local experiences (e.g. recent PHARE project in which local EMPs were generated).
– Potential for remarkable level of reduction of environmental impacts of the industry, contributing largely to the overall investments and environmental status.

• Possible ways to address them
– Transfer of know-how on RIA and strategical approach, use of the economic instruments, co-financing mechanisms
– Exchange of best practices regarding harmonization and implementation of EU legislation, especially heavy-cost directives
– Success stories in the field of Public-Private Partnership.
– Studies similar to the mentioned PHARE project.
– Transfer of best practices and other means for raising awareness in industry regarding various responsibilities and gains such as efficiency improvement; benchmarking.

• Prioritization of EU legislation for harmonization
• Legislation-specific strategies (DSIPs, EU Integrated Environmental Approximation Strategy, strategies, national programme, ..)

Climate Change• Key Challenges
– Turkey, as a developing country in Annex I, which believes that fairness is essential for 2012+ while following Bali Action Plan, needs support in achieving sustainable development goals.
– Capacity building and cooperation required in this context -adaptation and mitigation, conservation, renewable energy.
• Possible ways to address them
– Exchange of best practices and joint projects on adaptation and mitigation
– Regarding energy efficiency; joint projects within RENA and know-how and technology transfer from advanced states.
– Joint works on renewable energy, i.e. wind energy

Cross-Border Cooperation on water, nature, EIA and SEA
• Key Challenges
– Capacity building need regarding the legislation concerned
– Potential benefits of enhanced cooperation
– Need of improvements in public participation
• Possible ways to address them
– Dissemination of best practices on the Danube and nature
– Sharing of the lessons learnt by member states
– Other trainings – ToT
– Evaluation of the possibility of further cooperation with countries having joint environmental problems
– Similar studies to the PHARE project, by which better involvement of NGOs, universities, local authorities, public can be provided.
