IEEE 802.16m Project

• amendment project, initiated 2006

• “Advanced Air Interface” 

– Amend IEEE 802.16 WirelessMAN-OFDMA specification toprovide an advanced air interface

– meet the cellular layer requirements of IMT-Advanced next

generation mobile networks– support for legacy WirelessMAN-OFDMA equipment (i.e.,

backward compatibility)

– provide performance improvements to support futureadvanced services and applications

• IMT-2000

– Under ITU-R Study Group 5/Working Party 5D

– Since 1998, 5 evolving terrestrial air interfaces

• including 3GPP (W-CDMA) & 3GPP2 (cdma2000)

• M.1457 Rev 7 (2007) adds “OFDMA TDD WMAN” 

– Based on IEEE Std 802.16 (including 802.16e)

– Implementation profile developed by WiMAX Forum

• M.1457 Rev 9 (2009) completed by WP 5D

– Updated reference to IEEE Std 802.16-2009

– Included FDD as well as TDD

IEEE Participation in IMT-Advanced

• Document 8F/1083 (3 January 2007):– “New IEEE Project to Develop a Standard to Meet the Cellular

Layer Requirements of IMT-Advanced” 

– Notified ITU-R that 802.16m project is intended for future

contributions on IMT-Advanced

• Presented and discussed IEEE 802.16m Project during IMT-Advanced Workshops in Kyoto (May 2007) and Seoul (October2008)

• Developed and closely followed a workplan (L802.16-08/058)to meet ITU-R timeline (next slide)

• WG Chair and several members actively participated in, andcontributed to, WP 5D discussions on IMT-Advancedrequirements, evaluation methodology, and processes

Planning for inputs

• Solicited input material towards development of candidate RIT:

– Call for comments and contributions over the past year

– Correspondence Group in between IEEE 802.16 sessions

– Liaison activity with the external organizations (e.g. WiMAX Forum)

• Multi-company contributions were received containing

calibration/simulation results as well as text for descriptiontemplates and other elements of the submission

– ASB, ETRI, Fujitsu, Hitachi, Intel, KDDI, LG Electronics, Mediatek,

Mitsubishi Electric, Motorola, NEC, Samsung, Toshiba, UQ

Communication with SDOs

• Active liaison relationship, including on IMT-Advanced, with

TTA, ARIB, and the WiMAX Forum has been quite fruitful

– Contributions from Korea and Japan to WP 5D

supporting/endorsing inclusion of IEEE proposal in IMT-Advanced

– Contributions from the WiMAX Forum on content/endorsement

– MoU and agreement on next steps between IEEE and TTA/ARIB

• Made multiple contributions to the ITU-R WP 5D including:

– Contribution #1: “Intention to Submit Candidate IMT-Advanced

– Contribution #2: “On Submission of Candidate IMT-Advanced RIT

Based on IEEE Project 802.16m,” submitted to June 2009 meeting

Complete Submission

• In Contributions #1 and #2, IEEE communicated with the ITU-R WP 5D its

intent to submit 802.16m as a candidate IMT-Advanced technology

consisting of the following elements:

– Technology description template (4.2.3.2)

– Link budget template (4.2.3.3)

– Self evaluation report including:

• Services compliance template (4.2.4.1)

• Spectrum compliance template (4.2.4.2)

• Performance compliance template (4.2.4.3)

– Indication of ITU IPR policy compliance– Version of minimum technical requirements and evaluation criteria, pointing to

Reports ITU-R M.2133, M.2134, and M.2135, as appropriate.

–  Any additional material that in our view could assist with the evaluation process.

• WP 5D confirmed [5D/TEMP/206] that above content “w o u l d , i n

p r i n c i p l e , s e r v e a s a c om p l e t e s u bm i ss io n  .”
