STAFF RECOMMENDATIONS:

1. Adopt the Plans and Specifications for the RSTP Phase F project.

2. Direct the Department of Public Works to set the bid opening date and time.

3. Direct the Public Works Department staff to mail the notice inviting bids to trade journals as required by law.

FISCAL IMPACT:

The total estimated construction cost for this project is $2,143,848. The project is funded with $1,737,355 of Federal RSTP funds and a local match of $406,493. Funding is available in the Fiscal Year 2013-2014 Road Projects budget.

Approval to Adopt Plans and Specifications for the Regional Surface Transportation Program (RSTP) Phase F Project, Federal Project No. STPL-5938(208), and Set Bid Opening Date

DISCUSSION:

The RSTP Phase F project is part of the County's federally funded RSTP Road Resurfacing Program. Previous phases completed in years 2009 through 2013 included resurfacing of approximately 94 miles of roadway. The purpose of the RSTP Phase F project is to improve safety and traffic flow at the project location on Howard Road, McCracken Road, and Ingram Creek Road totaling approximately 0.85 miles. The scope of the project includes the reconstruction of the existing asphalt roadway to handle the high volume of truck traffic experienced on these roads.

The following is the tentative schedule for the project:

Adopt Plans & Specifications July 16, 2013 Advertise July 17, 2013

July 24, 2013 July 31, 2013

Receive Bids August14,2013 Award Contract September 17, 2013 Notice to Proceed October 1, 2013 Complete Construction March 21, 2014

This project is exempt from the California Environmental Quality Act, Class 1, California Code of Regulations, Title 14, §15301 (Existing Facilities) and Title 14, §15302 (Replace/Reconstruct). A Notice of Exemption was filed with the County Clerk on February 8, 2013. National Environmental Policy Act (NEPA) clearance was obtained on May 22, 2013, by the California Department of Transportation. The project is determined to be a Categorical Exclusion under 23 CFR 771.117.

POLICY ISSUES:

The recommended actions are consistent with the Board's priorities of providing A Safe Community, A Healthy Community, and A Well Planned Infrastructure System by improving traffic safety and flow in this area of Stanislaus County.

STAFFING IMPACT:

There is no staffing impact associated with this item.
