2. The appraisal agencies (Lc HUDCO, BMTPC) are requested to convq- the decisions of the C.:mini Sanctioning COOMUTICC to all the State implementing agencies/nodal agencies for 111SDP to take appropriate follow up actions as per the minutes of the. morung.

MINUTES OF THE 110" MEETING OF THE CENTRAL SANCTIONING COMMTITEE (CSC) OF THE INTEGRATED HOUSING AND SLUM -DEVELOPMENT PROGRAMME (IHSDP) UNDER JAWAHARLAL NEHRU NATIONAL URBAN RENEWAL MISSION (NNURM)

Tilw 110th Meeting of the Central Sanctioning Committee (CS(:) of the Sub-Mission on Integrated Housing and Slum Development Programme (IFISDP) of the Jawaharlal Nehru National Urban Renewal Mission (jNNURN) was held under the Chaupersonship of Secretary, Ministry of Housing and Urban Poverty Alleviation in New Delhi on 1 fith August 2011 at 4.00 p.m. in Nirman Bhawan, New Delhi The list of participants is at Annexure—I.
2.1. The Director NBC) and 0513 (INNURN) welcomed the Chairperson and Members of the CSC. The Director requested all ihé States/UTs/ULBs/implementing agencies to !bats on speedy and quality execution of all projects sanctioned under RSVP and IHSDP and organize regular inspection of the same through independent/professional agencies/ competent quality assurance reams so as to ensure utmost quality in inipkmentation. Such inspections should he systematized and need not wait for the inspection by the State or Central 1P1M. agencies. It was suggested that the TPLNLA visits be phased in such a way that they are distributed over different phases of construction that require critical quality checks.
12 The Director (JNNURM) requested States/tTs- to send proposals seeking assistance for Project Supervision, Quality As.surance and Community Mobilization support. The detailed guidelines for the sante, approved in the 75' CSMC Meeting held on 7.1.2010, were circulated to States/ yrs. The same are also available on the JNN URN' website. The States/UTs were requested to send proposals as early as possible. The Director reiterated the salient points emphasized by the Chairperson in the earlier meetings of CSMC/CSC for adherence/implementation by the States/I;Tsitillis (Annexure-II).
3.1 The Chairperson requested States/ULBs to make all out efforts to ensure that _INN URN1 is implemented with utmost quality. The benefits of BSLTP and 1.HSDP should percolate to the intended beneficiaries. The States/U . 1's WM, requested to (i) ensure highest quality in the execution of projects sanctioned with the institution of proper supervision. monitoring, independent quality assurance (at project and SLNA kvels both) and third party inspecuon mechanisms; cnucally review the projects sanctioned on

a case by case basis and take the required steps to ensure their completion without much time and cost over-runs; fill) cart:fun) examine c.wh o f the tion-starter projects under BSUP and IIISDP and propose altenationlimxiificationjcaneellation of the same urgently, if required or suggest new proketsladditional infrastructure in the already- sanctioned projects; (w) work out appropnate post-protect sustenance mechanisms for the proper . upkeep and maintenance of asets created under ',SUP and LEISDP, including common Amenities with the close involvement of the coMmunift through arrangemeim like Resident Welfare Associations and establishment of a maintenance fund with appnapnate contributions from beneficiaries and Urban Local Body; (v) main $un that All the relocation colonies are provided with proper public transport connectivity and all basic physical and social amenities., including, schools, livelihood ct•Mits, health care tnedines, local 6hopping complexes, etc.; (v-i) take up the preparation and exhibition ol video films for civic education and upkeep and maintenance of colonies and houses constructed under BSUP and IHSDP; (vii) undertake social audit of at least 2 or 3 projects under I3SUP And IHSDP with the trwolvernent. of reputed NG0s/CBOs, following the guidelines prepared by the Ministry; and (viii) implement the 3 propoor reforms effectively with the issuance of appropriate legislative amendments/regulations, especially with regard to the reservauon of land for the urban poor in all housing colonies. 3,3 Chairperson also pointed out that all the S1NAs must establish competent expert teams to analyse TRIM reports, send comments to the Ministry and monitor the implementation of all the corrective actions needed. The Chairperson expressed concern over the OW escalation in projects due to the delay in execution. Fie requested the States/UTs to Work out proper strategy to bear the enhancement in project cost through additional allocation :secured from State Fimuice Departments and not to indulge in cutting the costs of essenual infrastructure which could mean that the poor are not provided with 'basic minimum amenities. He cautioned that the implementation of the 7-Point Charter - a key reform target under INMAN!, would need to be achieved. He requested States/UT to report to the Ministry im Un pi ist-project maintenance arrangements made-

put additional burden of Rs. 90 crows (apprckx) to the State Government and 'hence it is proposed to treat the 25 IHSDP projects as withdrawn.
6.9 The Committee accepted the request of the State Government for withdrawal of 25 IHSDP projects.
6.10 After detailed discussions and keeping in view the reasons cited, the Committee accepted the request of the State for withdrawal of 25 IHSDP projects as listed above sanctioned 'in-principle' in the 756 CSC meeting held on 8.2.2010.

7. Proposal for Reinstatement of 2 IHSDP projects
Maharashtra
7.1 The representative of the State Government of Maharashtra made a request seeking reinstatement of 2 II-ISDP projects — I each at Rajura t(.handrapur) & Partur 046112) which were deleted in the I(Kt meeting held on 3ffn ;May 2011. It was informed that these 2 projects were among 14 II-LSI)P projects which were deleted on the request of the Govt of Nlaharasthra. 8.1 The representative of the State Government of West Bengal made a presentation welting appnnal of 8 1HSDP projects — 1 each at Habra town, Cooper Camp town, Katie* town, Ganganunpur town. Bankutra town. Tarkeshwar town. Joynagar town, Chakdaha town. The proposal for release of 27' installment of above projects were also considered in the 97 1h and 101' l CSC meetings held on 1 7th February 2011 and Ift March 2011 respectively wherein the same wen: deferred due to issue ol sentential safety
8.2 The Committee noted that an the lit? CSMC meeting de. 30 4` May 2011 the report for structural stability of 125mm thick wall constructed in some 11SUP/IFESDP , projects of West Bengal was placed and approved and the above projects are of same specificarions.
8.3 The committee noted that the overall quality of construction has been repotted by TP1MA as satisfactory/gx>d bin there is need to improve quality management system En- the projects. There is substantial cost and time over run in almost all the project.. The social infrastructure component has not taken up by the implementing agency. Comnamee also noted that ail sheets roofing have been used in place of Cement concrete slab in respect of North Bengal towns having trend of torrential rainfall
8.4 11w State representative clarified that these changes in rpecitication have been made considering the typical environmental condition in the region and also having acceptability by the beneficiaries. As regard 125mm outer wall, technical team had already visited some of the sites in West Bengal and recommended that the DIJs with miter walls of 125men are structurally safe.
