52.3 to 46.6, 19 Like 2011, 1957, and 51.6 to 45.4 by Brad Boycks, WBA Vice President of Advocacy

An odd title for a column but hopefully below I can fill in the blanks and provide some additional

information on Election 2014. To say November 4, 2014 was a good night for Republicans in Wisconsin would be an understatement. Wisconsin’s governor and attorney general remain in GOP hands and the Republican majorities in the state assembly and senate are larger and more conservative than they were since the 2012 election.

Now on to the numbers. 52.3 to 46.6 is the final percentage received by Governor Walker and Mary Burke. The 5.7% win by Walker is higher than most people predicted it would be but is very close to the last Marquette Law School Poll that had Governor Walker up by 7%. Throughout the Fall, those that tracked the Marquette Law School Poll and those that had access to private polling often said that Mary Burke was “stuck at 46%” and never really moved that much up or down from that number. That seems to be the case as her final percentage on election night was 46.6%.

The Wisconsin State Senate will once again return with 19 Republican members, the same number that they had in January 2011. Between January 2011 and November 2014, we had two rounds of recalls and the 2012 general election where millions of dollars were spent to end up again at 19 seats for the GOP. One of the new members of the state senate is WBA member Roger Roth, who takes over for longtime State Senator Mike Ellis in the 19th State Senate. Roth’s election to the state senate means a return to a builder serving in the state senate which has not happened since Cathy Stepp served in the body from 2003-2007.

Speaker Robin Vos and the assembly republican caucus will come back on January 5, 2015 with 63 members, up from their pre-election number of 60 members. There have not been this many GOP members of the state assembly since 1957. The assembly republicans held a very competitive seat in southwestern Wisconsin and beat incumbents Amy Sue Vruwink of Milladore, Steve Smith of Rice Lake and Mandy Wright of Wausau.

Finally, Waukesha County District Attorney Brad Schimel will succeed J.B. Van Hollen as Wisconsin’s new Attorney General after his win over Jefferson County District Attorney Susan Happ (51.6% to 45.4%). Schimel’s percentage was slightly lower than Walker’s but his percentage win margin was slightly higher (5.7% versus 5.2%). WBA endorsed Brad Schimel in July and got behind his election effort with several contributions from both the PAC and conduit.

The most significant thing Schimel’s win means is we will not have to worry about an attorney general who will be pushing for a return of the ‘public intervenor’ who would be actively looking for Wisconsin businesses to file lawsuits against.

What does all this mean for the Wisconsin Builders Association and our advocacy efforts next session?

This means for the third straight session we again go on offense and try to pass as many items in our just-approved 2015-2016 advocacy agenda as we can over the next 15 months of the legislative session. And that’s a good position to be in.

We will be working hard to meet the new members of the legislature once they are seated on January 5, 2015 and also reaching out to legislators to support public policy items to better the building industry. From property tax reductions, changes to contractor education in Wisconsin, working to reduce workers comp premiums, expanded consumer access to WHEDA remodeling loans, and promoting fairness in the civil justice system, we still have work to do in 2015-2016.

Any election cycle, win or lose, is a team effort. Without WBA members’ time and financial donations to candidates who support positive public policies, our voice will not be heard.

Pat Stern works for Tri-North Builders as VP of Human Resources; a fifth generation Madisonian he received his degree from UW-Madison. He is also a member of the Common Council for Fitchburg serving on Finance, CEDA, Chair of Fitchrona EMS, and on Madison’s MPO and Beltline Planning Committees, as well as Board President of Kids Building Wisconsin. Patrick’s wife Anna also works in construction and was named Wisconsin Construction Executive of the year for 2014 by the Daily Reporter. They also have children aged 1 and 5.

My vision for MABA includes continuing to grow the successful programs that are already offered, and further growing into a strong and trusted municipal advocacy group for sensible policies and procedures for our industry. This will likely include working closely with other associations like AGC, ABC, Realtors, and others that we may not have worked with in the past. Lastly we will have to work harder with those

groups, schools and employment-focused associations and government agencies to make sure that we have the proper workforce to successfully complete our projects.

My passion for home building began when I joined my father’s company, Don Simon Homes in Madison in 1989. Since then I have managed successful businesses, applied my expertise in operational efficiency to help turn around several multi-million dollar companies and trained executives on leadership and organizational revitalization. I came back to my roots as a homebuilder at the Community of Bishops Bay for a very simple reason: it is my passion. My experience as a builder began on the job site as a teenager slinging shingles and hammering nails, and has branched into areas of functional interior design, estimating, purchasing, project management and all aspects of homebuilding from custom plans to developing solid relationships with the best trade contractors in the area who share my commitment to quality homebuilding.

I grew up in the construction industry with my father, Wayne Acker, the owner of Acker Builders. I started out cleaning up job sites, filling nail holes and sitting in open houses in grade school handing out literature; then cleaning the finished homes, and helping in the office in high school, during college I worked in the office helping out as well. I graduated from UW-Madison with a Bachelors in Business Administration. After college I went to work for an accounting firm for a couple of years and then started with Acker Builders again full time. I have been with Acker Builders now for over 15 years. Building homes is my passion, I love every step, from designing the home plans, to the actual construction process, to having the home owners move in. As a board member I would like to see the admission process “tightened up.” I understand we need members to be a viable association, but there is also a balance that needs to be achieved so that being a member actually means something. In the past the rules to attain membership were more stringent and now the rules have become much more

relaxed. If anyone can be a member no matter their credentials, then where is the pride in belonging? I would also help encourage more builder participation in committees and at events.

Associate MembersBill Evers has been with Andersen Windows since 1991 and an active member of the Madison Area Builders Association since 1998. In his membership tenure, Bill has been involved at the local, state and national level. He served is a charter member and served as Membership Chair of WBA’s Remodelers Council in 2007. Bill currently serves on the Madison Area Builders Association Dream Home Showcase Committee.

I look forward to continuing to grow the membership and financial status of the association.

I have been surrounded by construction since I can remember. My father and grandfather owned a painting business and I had uncles and cousins who were homebuilders. I tagged along with my father many days in the summer and started working for my uncle when I was 16. From them I learned the importance of our industry and the hard work that goes in to it.

I was very fortunate to be placed at Hottmann Construction by a temporary staffing agency while going to UW Madison in 1999. I graduated with a degree in Business Administration in 2001 and started working in the field full time. I had an opportunity to purchase the business, along with Brad Williamson, from Jim Hottmann in 2009.

As most of you can attest to, 2009 was not the greatest of times to get in to the construction industry. However, I quickly learned about the benefit of being involved in MABA. During membership meetings I had a chance to talk to builders and associates about ways they were navigating their businesses through these challenging times. I was not in this alone, the support and experienc e of other members helped me succeed. I am proud to be a member and Bronze Sponsor of the Association.

According to the Bureau of Labor Statistics (BLS), the construction industry added 12,000 jobs in October. Employment in the construction industry has increased every month in 2014. The unemployment rate fell

to 6.4 percent in October, marking the tenth consecutive month that it has decreased. September’s job gains in the construction industry have been updated to 19,000 jobs added, an increase of 3,000 jobs over the preliminary number of 16,000 reported last month.

The construction industry has added 231,000 jobs over the last 12 months with 219,000 of those jobs being added in 2014. Construction employment was at 6,095,000 jobs in October.

For comparison’s sake, we also took a look at the employment numbers in the construction industry supplied by ADP, the payroll and Human Capital Management firm.

ADP reported the construction industry gained 28,000 jobs in October. ADP is reporting that construction employment was at 6,170,000 jobs in October. This reflects an addition of 232,000 jobs to the construction industry over the past 12 months and an increase of 191,000 jobs added in 2014.
