By default, anyone can add review to your products. If you want to

change this settings to only registered users,

Go to System > Configuration, click on the Catalog button that's in

the Catalog menu on the left

Then select the Product Reviews panel and change it to No and click

on “Save Config”

Disable/ Enable Ratings and Reviews Functionality

Go to System > Configuration

> Advanced > Advanced

And in Disable Module, Disable

the Mage_Review

This will remove the ratings and

reviews feature from your store.

To enable again in future, you

can do it from here.
