1. LIST OF ILLEGAL MOVES & TECHNIQUES

The following actions are not permitted at any time during the match. Participants failing to

observe the listed rules and regulations will incur its corresponding penalties as described in

PART III 1.1

PENALTY TYPE DESCRIPTION

(a) A formal warning given to a fighter, following an illegal move/ technique.

Earning a penalty of this kind, following two initial formal warnings within

the duration of the match will constitute to a disqualification.

i) Hand-striking the opponent with non-padded areas of gloves. (a)

Only ‘close fist’ strikes are PERMITTED

ii) Head-butting the opponent. (a)

iii) Intentional eye-gouging / poking / fishing of any kind onto the opponent.

Pressing onto any kind of wound or orifice with finger onto the opponent.

iv) Biting the opponent (a)

v) Striking the groin of the opponent. (a)

vi) Grabbing of the opponent’s ‘Gi’ to execute or attempt a choke technique. (a)

vii) Striking the back of the head of the opponent. (a)

viii) Peeling or tearing the opponent’s gloves or other protective equipment. (a)

ix) Refusal to engage in the fight (e.g. constantly running / turning away, time

wastage. (a)

x) No ‘Flying Elbow or Knee’ technique/ techniques. (a)

xi) Knee striking to the any part of the body on a grounded opponent. (a)

xii) Arguing with the ‘Ring Referee’s’ decision at any time throughout the match. (a)

xiii) Continuing to strike the opponent when his/her head gear is compromised from

its safe & correct position. (a)

NOTE:

- The affected fighter should immediately raise his/her hand to gain the Ring

Referee assistance.

- Only start the fight again with the ring referee’s command, signal and

permission. (Both fighters have to face each other prior to be given the ‘Fight’

starting command)

move/technique.

xiv) Choking with open hand on the throat, pressing on opponent’s trachea. (b)

xv) Grabbing or pressing down on the opponent’s clavicle with open hand

xvi) Strangling the neck of the opponent with open hand (b)

xvii) Spitting in the arena throughout the match. (b)

xviii) Deliberate intention to break the knee joint with ‘Elbow to the knee striking’. (b)

xix) Verbal or physical vulgarities either to opponent, ring referee, any match

officials, crew members and audience throughout the match. (b)

xx) Deliberate striking to the front knee-joint of the opponent. (b)

xxi) No manipulation of small joints (e.g. fingers. toes) (b)

xxii) No neck cranking action/actions, techniques. (b)

xxiii) Striking along the spine (back-bone) and neck of the opponent. (b)

xxiv) Knee-striking to the head region of a standing opponent.

xxv) Knee-striking the head region of a grounded opponent. (b)

xxvi) Intentionally applying additional force in a KUNCIAN or SUBMISSION position

whilst executing the technique with pure intention of breaking the opponent’s

joint/joints. (b)

xxvii) Elbow-striking the head region of the opponent at any time. (b)

xxviii) Kicking/stomping the head region a grounded opponent. (b)

xxix) Kicking/stomping a grounded opponent. (b)

No leg strikes are allowed from the grounded contender too, only ‘leg push’.

xxx) Taking-down the opponent (e.g. throwing) in a ‘Pile-Driver fashion (head-first).

xxxi) ‘Heel hook’ lock is prohibited. (b)

xxxii) Any technique of rotating, turning or twisting the knee joint to force for a

submission. (b)

xxxiii) Refusal to release the opponent’s from a “KUNCIAN”, LOCK or SUBMISSION

when instructed by the Ring Referee. (b)

xxxiv) Continuing to strike the grounded opponent after 30 seconds time cap

permitted by the ring referee. (b)

Continuing to strike the opponent when his/her head gear is compromised

from its safe & correct position (the affected fighter should immediately

raise his/her hand to gain the ring referee’s assistance.) *Continue to fight

only with the ring referee’s ‘FIGHT’ signal. (b)

NOTE: The ‘Ring Referee’ has every right to call for a ‘DISQUALIFICATION’ anytime during the match

is he deem that Penalty Type (a) was committed by any fighter intentionally with PURE ignorance to

the ‘Fight Observances’.

2. “KUNCIAN”, SUBMISSION & GRAPPLING (LOCKING & IMMOBILIZATION RULES &

REGULATIONS)

i) A “KUNCIAN” & LOCKS technique is defined as a physical maneuver of locking the

opponent’s limbs(s) and immobilizing him/her.

NOTE: The maneuver or pressure applied during the execution or when the “KUNCIAN” &

“LOCKS” technique had been applied should not be of an over-exaggerated pressure or force

with the PURE intention of breaking the opponent’s joints or limbs as doing so can be

resulted to an IMMEDIATE disqualification to the executer described in Point 4 xxiii

ii) It is also defined as a technique that is meant to cause an opponent to submit or

"tapout."

iii) A constricting hold applied to the neck in order to restrict blood flow to the brain and/or

inhibits normal breathing.

iv) “KUNCIAN”, LOCKS & SUBMISSION are allowed to be performed from either a standing

or grounded position.

v) ’30 seconds Rule’ applies the moment both fighters began to be in a grappling situation.

NOTE: The ring referee will ‘BREAK’ the fight at the end of the ’30 seconds’ after which

both fighters will only continue to fight again with the ring referee command and signal.

1. MATCH ARENA

Bouts will be held on a padded mat surface, based on the following layout:

3. SCORING CRITERIA

i) The 3 Commission Judges who shall evaluate and score the contest at the end of every

bout from the different locations outside of the match arena. The ring referee may not

be among the 3 judges.

ii) The ‘10-point Must System’ will be the standard system of scoring at the end of the

match. Under this system, 10 points must be awarded to the winner of the round and

less than 10 points to the match, except for a rare even round, which is scored as 10-10.

iii) Judges shall evaluate Silat techniques such as:

A- control of the fight in the match arena & effective striking/ effective counter attack

B- quality of takedown/leg sweeps & attempts on submission/chokes

C- aggressiveness, power and agility

iv) Evaluations shall be made in the order of which the techniques appear in PART IV 3iii),

giving the most weight in scoring to the control of the fight & effective striking/defence,

followed by quality of takedowns/sweeping and finally to aggressiveness.

A- Control of the fight in the match arena is judged by determining who is dictating the

pace, location, position, effective attacking and defence technique throughout the

active fighting bout. Effective defence is judged by avoiding being struck, taken-

down or reversed while countering the opponent’s attack with the fighter’s own

offensive manoeuvres. Effective striking is judged by determining the total number

of legal strikes landed by the fighter and the severity of any form of visible and

physical damage to his Effective opponent.

B- Effective takedown & effective leg sweeps is judged by the swiftness of the

technique and the quantity of takedowns that a particular contender has

successfully executed.

C- Aggressiveness is judged by effectively moving forward towards the opponent, in an

attempt to land a legal attacking manoeuvre.

v) The following objective scoring criteria shall be utilized by the judges when scoring a

round:

A- The round is to be scored a 10-10 round when both contestants appear to be

fighting evenly and neither of them show clear dominance in a round.

B- The round is to be scored as a 10 – 9 when a contestant wins by a close margin,

landing the greater number of effective legal strikes, fight control and good defence

and other manoeuvres.

C- The round is to be scored as a 10– 8 round when a contestant overwhelmingly

dominates by striking, takedown and display aggressive fighting in a round.

vi) The round is to be scored as a 10 – 7 or 10 – 6 round when a contestant totally

dominates by striking, takedown and ground strikes in a round.

STOPPING THE MATCH

i) The Ring Referee is the sole arbiter of a contest and is the only individual authorized to

stop a contest. The referee may take advice from the ringside physician and / or the

Commission Judges for the decision of stopping the match.

ii) The Ring Referee and the ringside physician are the only individuals authorized to enter

the match arena at any time during the match, other than the rest periods and

subsequent contest ending.

iii) The match will end, fall short of the last round if a particular fighter wins his/her two

round concurrently, for example, winning Round 1 & Round.

4. ‘WINNER OF THE MATCH’ DECISION

Decision Type Description

by “KUNCIAN” or Submission: A fighter taps out on the mat or at any part of his body or taps on his opponent three times (or more) or verbally submits.

by Knockout (K.O): A fighter falls from a legal blow and is either unconscious or unable to immediately continue.

by Technical Knockout (T.K.O): Should a fighter cannot continue the fight during the active fight time, the fight is ended as a technical knockout. Technical knockout can be classified into three categories:

category 1 (c1)- Referee Stoppage

The referee determines a fighter cannot continue, intelligently defend himself in which is when *warning to the fighter to improve his position or defence go unanswered within the period of five seconds or less. *Maximum of two warnings within the period of five seconds or lesser can be given, about two seconds apart.

category 2 (c2)- Doctor Stoppage

The qualified medical officer declares that it is no longer safe due to any instability or deformity of the fighter’s mental or physical state.

category 3 (c3)- Corner Stoppage

The fighter’s corner physically signal or verbally declares to stop the fight for any reasonable reasons that they deem valid in consideration of their fighter’s safety in the ring/fighting arena.

5. JUDGES’ DECISION

Decisions made by the ring referee and commissioned judges are final, based on either of the

following types.

Decision Type Description

Unanimous All three judges agree on which a fighter won the match. Fighter which has the majority votes wins the match.

Split Two of the three judges agree on which a fighter won the match, while the third decides for the other fighter to win the match. Fighter which has the majority votes wins the match.

Draw Two judges agree on which both fighters are equally good, while the third judge agrees that one of the fighter to win the match. Winner will only be decided at the end of an extra round match-up round of three minutes.
