⚫To support the improvement of water environment in Asia-Pacific by disseminating appropriate water treatment and related technologies by Japanese private sectors.
Purpose
⚫Ministry of Environment (MOEJ) publicly invites project proposals regarding the appropriate technology from private sectors in Japan.
⚫Projects are examined by experts groups, and then MOEJ decides approved projects. MOEJ gives financial support to the approved projects.
⚫Implementers of the approved projects shall conduct a Feasibility Study in the first year and the Pilot Project after the second year as well as develop business models in Asia-Pacific country(ies) including the dissemination of the technology to other areas/countries.
Procedure
⚫To have approved 30 projects in the past 10 years.
⚫10 projects in Viet Nam, 6 projects in Indonesia, 4 projects in Malaysia, 2 projects each in China and India, 1 project each in Lao PDR, Thailand, Philippine, Myanmar, Fiji and the Solomon Islands.
⚫Approved projects are in the fields of; domestic wastewater treatment, Industrial wastewater treatment, Phosphorus resource recovery system, control of Non-point source pollution.
⚫Cooperation of local actors including the governments is key to the smooth project implementation.
⚫Facilities and O&M cost, strong enforcement of pollution control laws by local governments and capacity development in management, O&M can be challenge for commercialization.

Pilot Projects for Water Environment Improvement in Asia
Country/region Luang Prabang City, Luang Prabang Province, LPDR
PurposeJapan's johkasou technology will be introduced to realize advanced domestic wastewater treatment by removing BOD and ammonia, contributing to the improvement of the water environment and the conservation of tourism resources in Luang Prabang City.
Implementation content• Confirmation of water environment improvement effect through demonstrating the
treatment performance of advanced johkasou
• Examination of johkasou introduction method and maintenance technology suitable for inflow wastewater characteristics in Lao.
• Examination of regulations and systems necessary for introducing johkasou
• Building a johkasou business model that suits the actual situation in Laos
Technology Advanced johkasou technology
Expected effect • Improved environmental sanitation and water environment will contribute for
sustaining tourism resources in the World Heritage City through high-quality wastewater treatment using Japanese Advanced Johkasou System.
• Johkasou business model that integrates “EPC + OM” will be introduced to Lao

➢ Implementation of advanced johkasou ⇒ Countermeasure to water pollution due the increase of
population and tourists, enhancing the tourism resources.
➢ Implementation of johkasou with small footprint ⇒Solution of replace existing septic tanks with johkasou
in urban areas.
➢ Development of johkasou suitable for Luang Prabang, institutional design, and johkasou business
⇒Create new sanitation business, establishing a sustainable sanitation system.
Clean, green, liveable environment and smart city
Expected effect on improvement of water environment in Luang Prabang1) Reduction of pollutant loads by Johkasou
2) Positive impact to water environment and related sectors

Existing Drainage and Sanitation System
➢ Due to the increase in population and tourists, water pollution is progressing,
adversely affecting the tourism industry, which is an important industry.
➢ There are many complaints from residents about sewage retention and foul odors.
➢ The existing community sewerage facility and wetland treatment facilities have low
treatment performance and cannot be expected to improve water quality.
⇒ It is desired to introduce appropriate sewage treatment technologyYear 2002

➢ The capacity of the septic tank is insufficient, lots of complaints about offensive odors
➢ Water pollution due to the wastewater discharged from the dormitory is serious
➢ Top priority in the candidate site list recommended by USO
There are more than 3,500 students in the school. About 90 students coming from remote villages are living in the dormitory to continue their education.
2. Field Survey and the Results (2/2) – candidate site for johkasou installation

Main activities in FY2021
➢ Detailed specification design and installation work for johkasou to be installed in Santiphap
High School
➢ Demonstration of the johkasou treatment performance, verification of the pollution load
reduction effect by johkasou
➢ Verification of johkasou technology adaptability (cost, maintainability, etc.)
➢ Organize issues for introducing johkasou in Luang Prabang and discuss with related
organizations on the issues
➢ Policy proposals for domestic wastewater treatment and wastewater management
➢ Promoting public awareness of water environment problems through holding seminar etc.
