AAA Data Model
AAA data model, applied for official geospatial reference data across Germany, guarantees inter-operability between all 16 state (Länder) surveying authorities
Implementation Partnership
Harmonised identification of datasets for INSPIRE
8 states of Germany are making use of the same software solution (XtraServer) for delivery of AAA data via web services (implementation partnership).
INSPIRE Datasets
Surveying authorities are public authorities according to INSPIRE
Development of a uniform solution for making INSPIRE viewing and download services available is well underway!

24/7 service availability
• Individual emergency manuals
for the IT-Providers
• Budget and human resources
(including individual training
times)
• Skilled (new) staff

Surveying and Mapping Authority
of Lower Saxony:
• VKV is well positioned
• Technical infrastructure and
know-how are in place
• AAA data model as excellent
starting point
• INSPIRE conformant data from
permanently updated reference
datasets
• Coordination tasks are time
consuming
• INSPIRE deadlines are a
challenge, but will be met!
Other administrative bodies of Lower Saxony:
With the need to provide conformant data and its services, call for
collaboration has constantly been increasing.
Experience: Shift from decentralised to centralised
approach is useful!
Intention to provide other stakeholders with the surveying
administration solution

• Experience transfer from surveying authorities
• Centralised approach, using the same IT-infrastructure
• Provision of know-how only once
Open to participation of other bodies of Lower Saxon state
administration
Participation of local authorities is being
considered, but legal questions to be solved
and organisational obstacles to be overcome

INSPIRE data to be provided on request- with conversion to INSPIRE ‚on-the-fly‘
Shift to centralised service delivery, experiences from other states valuable
State Survey to provide strong technical support to other INSPIRE stakeholders
Information on INSPIRE is spreading slowly - constant promotion is necessary
Coordination Office GDI-NI to be expanded
