Who Will Show Leadership on Transportation Issues ? - Wayne Thomas

For some time now the Rosedale Reporter has campaigned for a 40 km speed limit in our residential community . It is our feeling, and that of our RCA traffic director, Fotis Kalantzis, that speeding is a priority issue. We have heard from our Ward 7 City Councillor, Druh Farrell, that she is communicating these concerns to City officials.

We are less optimistic for progress when we see comments from City Transportation Director, Mac Logan, to the effect that any across-the-board changes to speed zones in residential areas would have to initiated by the Province. Mr. Logan, in a May 13 article by Robson Fletcher in Metro News, suggests on one hand that faster speeds mean it’s “ ... more likely they (pedestrians) are to be seriously injured or killed.” Logan then goes on to say that, even though the City could change the limit to a safer speed of 40 km/hr, that it would be “cost prohibitive and impractical.”

A recent request from our RCA Board, in concert with the Crescent Heights Community Board, to have the busy section of Crescent Rd. from 1st St NW to 5th St. NW designated as a restricted speed zone was rejected by City officials.

We read in the Calgary Herald of May 22 (Transport Plan ..., by Manisha Krishnan.) that the Province (Alberta Transportation) is creating a new long-term transportation strategy with one of it’s key goals being “enhancing safety on roadways”. So we find ourselves wondering how a most reasonable change to 40 km/hr. within residential areas can be accomplished. Who will champion this cause for Calgary residents ? Will Councillor Farrell step up and garner the support of Council colleagues to make this a city-wide request?

Will Alberta Transportation ‘fast-track’ such a change so as to give us safer streets in our residential areas? The studies have been done, as far as safety is concerned, and it would seem ludicrous to argue that traveling at 50 km within Rosedale and other communities is safe or reasonable. So, who will take the leadership ? Mayor Nenshi and Council ? After all, safety of Calgary residents has to be one of their top priorities.

We’re not talking about commuter routes here; leave main thoroughfares at 50 km, or 60, or more, as many main roads are. But we have so many community concerns around vehicular speeds. The signs entering Calgary city limits should read, “ Speed limit - 40 km/hour, unless otherwise posted.”

Let’s see some responsible, cooperative action from our elected representatives.

Avoid West-Nile Disease - Cathie Dadge

 Summer is here, and it is more important than ever to protect yourself from pesky mosquito bites. Not only are bites uncomfortable, but the mosquito that bites you may also give you West Nile virus.

How to reduce your chances of being bitten? Many Calgarians are already aware that the West Nile virus is spread by mosquitoes. You can still use a rain barrel this spring and summer!Just be sure to take a few precautions.•    Empty your rain barrel completely once a week. This will kill all mosquito larvae that may be in your barrel.•    Where your downspout enters the barrel, ensure you have a fine piece of mesh to block mosquitoes from entering.•    Make sure your barrel is covered. This will not only keep out mosquitoes, but other curious animals and children.•    Keep your barrel free of organic material.•    One tablespoon of olive oil in your water will help keep mosquitoes from breeding in the barrel. With June being a rainy month, ensure all standing water is emptied including bird baths – replenish with fresh water regularly. Safeguards to prevent bites from mosquitoes include: applying a repellent with DEET; wearing protective clothing like long sleeves, pants and socks; spending less time outdoors at dusk and dawn; and reducing the amount of standing water that encourages mosquito habitat in the yard around your home.

We have some pictured here which we found on recent walks in Rosedale - send us yours, and we will make it part of our special insert in our first Fall issue.

 > Traffic circle suggestions - as we negotiate one or more of our ‘mini-traffic circles ‘ each day, we are reminded of the rules and etiquette as drivers meet at these busy spots. The obvious caution would be to reduce speed; drivers using 13th Ave or 14th Ave do not have an automatic right-of-way. The guiding principal is to yield to - 1) pedestrians, 2) vehicles on your left , 3) any vehicle already in the traffic circle.

As a courtesy, we should also signal our intent if we are making a turn at the intersection, and not just proceeding straight ahead. Caution, consideration, and adhering to these rules should keep us from any unfortunate collisions. Thanks everyone !

First Anniversary of the Flood - City Councillor, Druh Farrell

With the long winter finally behind us, we can now look forward to enjoying the warm summer months. June brings with it the first anniversary of the 2013 Flood, fueling a wide range of feelings with Calgarians: pride, sadness, anxiety, relief, or gratitude. These memories will depend on personal experience - for some it will be memories of what was lost - for others, what was gained. 

For me, the anniversary brings memories of Calgarians at their finest: East Village residents working together to help their most fragile neighbours while building lasting friendships, the outpouring of community in Chinatown, and the spontaneous, effective, and inspired Crisis Café in Sunnyside. The response from the Emergency Operation Centre with the marvelous grass-roots reaction from Calgarians is being studied as a model by cities worldwide. 

The anniversary may cause many residents to ask what government is doing to prepare for future emergencies.  The City of Calgary has been working hard with the Province of Alberta to responsibly address future floods.  To receive regular updates from the City of Calgary via email, please visit www.calgary.ca/floodprep.  If you would like to receive updates more specific to Ward 7, please contact my office via www.druhfarrell.ca

The memories of the 2013 Flood highlight the importance of a personal emergency plan for your family and community.  As a resident of Ward 7, the flood directly impacted my neighbourhood.  I feel much better about my ability to deal with another disaster now that I have put the thought and effort into preparation. I am also encouraged to know that many of my neighbours have done the same.  I urge all Ward 7 residents, even those who do not live in the floodway/flood-fringe, to develop a family plan for emergencies and disasters preparedness including a 72 hour emergency kit.

The City is sponsoring a number of events around Calgary on June 21 to commemorate the flood and to celebrate the tremendous generosity and volunteer spirit demonstrated by Calgarians last spring.  Please join us and share your memories.

Noise - Consider Your Neighbours - from City By-laws

Noise  (Community Standards Bylaw 5M2004)

If you are planning to have people over for a barbeque or another social gathering, remember how easily sound travels!  Even when watching television with a window open late at night– be cognizant of where your neighbors windows are situated in relation to yours.•    Citizens have the right not to be disturbed by noise and also are responsible not to make excessive noise that disturbs others.  Examples of noise includes yelling, loud music and vehicle engine revving.•    The operation of power tools  (lawn mowers, motorized garden

tools,  leaf blowers)  in residential areas can only occur between 7 am and 10 pm Monday to Friday and 9-10 on Sundays and holidays.•    The family pet will spend more time in the backyard too as the weather improves.  Owners must ensure their animals do not become a nuisance by barking, howling or creating noise that may disturb a person. More By-law information (i.e. Street Parking, Structure Maintenance, Untidy Properties, Pesticide Use, Building Materials)  can be found in detail  on the City of Calgary website – search for the Good Neighbor Practices Reference Guide.

Spring Clean-up , At Last !

After waiting for what felt like forever, Rosedale and the rest of Calgary finally got down to the annual Spring Clean-Up tasks. The street - cleaners zipped in on May 21 (a day early, which caused some panic), but we’re now mostly rid of the gravel, leaves, and other debris from late Fall and Winter.

Daryl Sankey (left), like many of his neighbours throughout the community, was sprucing up his yard, and the alley-way out back on the long weekend. The re-construction of sidewalks in Rosedale has added to the confusion, as the old concrete is dug up, roadways are sliced and trimmed, and residents wait for the pouring of the new walk-ways to be completed.

Development Permits Committee – Bob Moir, Laura Snowball and James Reid

New Applications and Permits

510 Crescent Road, DP 2014 – 1224 – We have held meetings with interested neighbours of this project, have reviewed the drawings ourselves and have submitted our comments to the City. We hope to be meeting with the owners shortly to discuss the project and the comments that have been sent to the owner by the City.

1221 – 5th Street N.W., DP 2014 – 1571 - We have held meetings with interested neighbours of this project, have reviewed the drawings ourselves and have submitted our comments to the City.

544 – Crescent Road, DP2014 – 1803 – We have just received the drawings for this Discretionary development. The application is for the demolition of an existing detached garage and the construction of a new attached garage with a living space above it. We will be holding a meeting with the neighbours in the near future and will submit our letter to the City following that meeting.

1427 – 6A Street – DP2014-0865 – Our Committee met with adjacent neighbours and a comments letter has been forwarded to the City planning representative.

1420 – Crescent Road – DP2014-0653 – Our Committee met with adjacent neighbours on Wednesday, April 2nd. A comments letter has been forwarded to the City planning representative.

502 Alexander Crescent - (DP2013-2869) and 1304 – 4th Street – DP2013-3396 – Construction work has commenced on both these adjoining properties.

1403 – 8th Street – DP2013-4680 – This construction on this project has commenced.

1150 – 9th Street – DP2013-4228 –This project is well under construction.

1401 – 7 Street – We expect that demolition and subsequent construction will commence shortly.

Traffic Wall Up at 7th St. - Wayne Wegener

A new traffic wall is going up at the community entry off 16th Ave at the north end of 7th Street. We convinced the City to get some pedestrian crossing signs put up at that location; in waiting for the City signs to be installed, we put up our own SLOW sign months ago to prevent a pedestrian from getting hit there. The old wooden wall effectively screened pedestrians from drivers and you couldn't see them until the last second when they walked out from behind the wall. The new wall may improve on that, but folks are well advised to slow down as they enter the 7th Street "chute" off 16th Ave. Not only do pedestrians cross there, but local traffic also uses that area as a turnabout to boomerang southbound.

Crime Prevention Delivered to Your Inbox - Constable Glenn Pedersen

The Calgary Police Service is going digital with community crime prevention messages. The Service is expanding the Police and Community Awareness Program (PCAP) to include e-mail and text capabilities, and is being rebranded “The Hub”.

Starting March 1, 2013, Calgarians who want information about crime and other activity in their community can sign up to receive voicemail, email or text alerts as part of The Hub, the new CPS information headquarters.The system, originally known as the Police and Community Telephone (PACT), has sent approximately 2,700 voicemail messages to Calgarians since 1993.

The Hub will alert citizens to important situations such as criminal activity or requests for public assistance in cases such as missing persons. The Hub will also be used for proactive community information such as crime prevention advice, and promotion of community events.

More than 64,000 households and nearly 6,500 businesses subscribed to PCAP. Current subscribers will be required to re-register with the new system in order to keep receiving alerts.The Hub will also help deliver messages to Calgarians based on

several factors including demographics and their geographic location.

Flowers appear, after much reluctance !

As the Victoria Day weekend approached, the gardens in Rosedale looked much the same as they had done for the past month or so. Grays, browns, and precious patches of green, but nary a blossom to be seen.

Then, days later, a lone daffodil announced the arrival of a new season, and the yellow, plum, red, and white tulips confirmed the encouraging warmth necessary for planting this year’s annual flowers.

Lighting OK’d For Tennis Courts - David Paterson

The RCA Board approved the Rosedale Tennis Club plan to install lighting on our tennis courts. The sketch (at left) shows the location of the 20ft-high posts and the number of light extension arms on each post. A community information session was held on May 10th where it was explained the lighting is directed onto the courts and will have zero ground illumination only a few feet outside of the court fence. The plan is to install the lighting in 2015, conditional on the approval of the line-of-site neighbours, receiving City development approvals, and securing matching Provincial funding grants. The tennis club is planning a gala on Saturday, Sept 27th with a silent auction to raise funds for the project - more on this later.

RCA Hall Landscaping - This is on ongoing project. Although most of the back landscaping is done, we hope to fix up the front of the hall. So we are still looking for Garden Pixies to help with the finishing touches. McHugh Bluff Clean-up - Anne Thomson

Thanks to everyone who came out to help with the cleanup (in early May) , what a great turnout!  Lots of litter was cleaned up, and we donated an impressive trunkful of bottles to the Crescent Heights High School bottle drive.  The bluff is spic and span - enjoy spring, which appears to have arrived.  Thanks again everyone !

On a side note, here is a spin-off benefit of taking part in this event; one of the busier Rosedale volunteers shows us his lucky find of a generous handful of coins left on the hill-side in the winter. A just reward !

Rosedale Soccer Ace May Play For Canada - Wayne Thomas

Owen Antoniuk, from the Calgary Blizzards Soccer Club, will be playing on the Canadian Western Team to compete against the Eastern Team this June in Montreal for the opportunity to represent Canada at the Danone Nations Cup in Brazil.

This tournament, established in 2000, is a world-wide event for 10-12 year olds. The Canadian selection competition in Montreal will produce a Canada team from the best players on the East and West squads.

We congratulate Owen, and wish him the best as he pursues his chance at playing for Canada in Brazil.

Rosedale Playschool’s school year is coming to an end, but it’s not too late to register for the 2014-2015 school! We still have spots available in our 3 year old afternoon class!
