The province awarded Gray Creek resident Tom Lym-bery this week for his contributions to his community.
Well-known on the East Shore, Lymbery has been vital to the growth and develop-ment of the commu-nity for over 50 years.
From the Cham-ber of Commerce to the East Shore Health Board to the Gray Creek Histori-
cal Society, Lymbery has contributed im-mensely to several organizations. The semi-retired owner of the Gray Creek store also worked on the Trans Canada Trail project.
Premier Chris-ty Clark and Keith Mitchell, chair of the British Colum-bia Achievement Foundation, recently named this year’s re-cipients.
“Communities are built by people who step up to the plate
and contribute,” said Premier Clark. “On behalf of all British Columbians, I would
like to thank and congratulate the out-standing individuals named today for their
contributions. British Columbia’s biggest strength is people like them.”
The spotlight con-tinues to shine on Lymbery who was also recently featured in Scrivener, the quarterly journal of the Society of Nota-ries Public of BC. As a notary he has served the East Shore since 1961.
Lymbery’s autobi-ography, tentative-ly titled Tom’s Gray Creek — A Kootenay Lake Memoir, will be published this year to coincide with his family store’s 100th anniversary.
An independent advisory council se-lects the recipients of the British Columbia Community Achieve-ment Awards.
The recipients of the 2013 British Co-lumbia Community Achievement Awards will be recognized in a formal presenta-tion at Government House in Victoria on March 14, 2013.
Each will receive a certificate and a me-dallion designed by B.C. artist Robert Da-vidson.

Through the Walls of Time
Second of two parts
Although the ghost town of Erie was home to several no-table and longtime residents such as Olaf Haglund and Joe and Hattie Read, to-day we’ll focus on its druggist, James Rob-ert Hunnex.
Born in 1854 in England, Hunnex earned a degree in pharmacy and lived at Los Angeles and San Francisco before arriving in Victoria around 1894. Some-thing lured him to West Kootenay and he established a drug store on Dewdney Avenue in Trail.
He moved to Wa-terloo — now lower Ootischenia — to operate its drug store and post o ce in 1897-98, then went to Erie where he opened a store and pharmacy that dealt in groceries, work clothing, hard-ware, and mining and logging supplies.
In e Early Sal-mo Story (recently reprinted in full as part of Salmo Sto-ries), Rollie Mi in wrote that Hunnex “was known far and
wide as a person ca-pable of lling any prescriptions at any time of day or night. Miners and lumber-jacks came to him for relief from a hang-over. ey got it.” He also provided birth control.
No photos of Hun-nex seem to exist, but Mi in describes him thusly:
“He was an ed-ucated, re nished Englishman, slight of build, with thin, s a n d y - c o l o u r e d hair combed into a pompadour. A thin, scraggily moustache seemed to be trying without much success
to cover his upper lip.”He lived above the
store with his wife Sarah, whom Mi in said was “physically and culturally” her husband’s opposite, and they employed a “husky, red-haired Englishman” as clerk.
One day, just be-fore the daily train arrived, Mrs. Hunnex informed her hus-band she was running o with the clerk. “It is said that he kissed her goodbye, o ered his hopes for her fu-ture happiness and, who knows, maybe thanked his Lord that the train now about to pass would take her
away forever. It did.”In addition to
minding the store, Hunnex was post-master, justice of the peace, and mining recorder, although as Erie’s fortunes de-clined, even these ex-tra roles failed to keep him busy.
He devoted his spare time to chess and checkers.
Hunnex once be-longed to the Lon-don Chess Club and participated in a multi-player tele-graph match between Victoria and San Francisco. He repeat-ed the feat in a match between Nelson and
Spokane that began at 8 p.m. and lasted un-til 4 a.m., resulting in a draw. Hunnex was honourary vice-pres-ident of the BC Chess Federation in 1916.
A er re wiped out his store in 1932, he decided to retire, but two years later built
Salmo’s rst brick block and went back into business.
Hunnex died in 1938 at 85 and was buried in an un-marked grave in Sal-mo.
His store, which still bears his name across the facade, is
now the Dragon y Cafe.
“It will remind us who were his friends of the substance of the man who was James R. Hunnex,” Mi in wrote.
“It will outlast all of us who knew and re-spected him.”

You can be the judge of an argument with rules.
The B.C. High School Debate Cham-pionship will be host-ed in Trail on March 1 and 2 and volun-teers are still needed to judge the great dis-cussions of youth in action.
“A lot of it is listen-ing to the debate and recording your honest reaction,” said Mari-lyn Lunde, J.L. Crowe teacher librarian and regional coordinator for the Debate and Speech Association of B.C. (DSABC).
A total of 80 teams, in groups of two ranging from Grade 6 to Grade 12, from around the province will be in the Home of Champions for the Law Foundation Cup, which will be held at
J.L. Crowe Secondary and St. Michael’s Ele-mentary.
And while the stu-dents will come ready to debate, finding judges may be tough-er to answer.
“A community spir-it that likes to support the future of youth is most important,” said Lunde, describing the criteria for volunteer judges.
While experience is helpful, guidance will be provided to those who are new to the task.
On March 2, a
judge’s workshop will be held that ex-plains what to listen for and how to score the debate, explained Lunde.
Typically, two teams are presented a resolution or topic that they will debate, and each team is giv-en a set period of time to prepare an argu-ment.
To win the debate, the student must be a clever thinker, and have a broad knowl-edge of current events and be able to lis-ten effectively, said
Lunde.One team will ar-
gue in favour (pro) and the other will argue in opposition (con).
Sometimes each team member speaks, and sometimes the team selects one member to speak for the entire team.
“The best debaters are able to include the conversation of their opponent in their own discussion,” said Lunde. “Then turn the opposition’s argu-ments to their favour.”
The facts the stu-
dents present must be accurate; use of words must be persuasive; and a conflict must exist between the points of view pre-sented.
Topics will be both prepared and im-promptu.
“The morning (March 2) will be cross examination style and the topic is ‘be it resolved that judges be elected,’” explained Lunde.
The students will not know their after-noon subjects ahead of time.
“We are given 15 minutes to organize our thoughts and de-liver it in eight,” said Emily Dawson, mem-ber of the grade 11 team.
The goal is to come up with a good ar-gument in a short amount of time.
“The afternoon will be impromptu topics that focus on current events,” said Jesse Bartsoff, Grade 11 de-bater.
“Anything can be sprung on us,” he ex-plained.
“It can include the senate, first nations rights and marijuana legalization, to name a few.”
Novice, junior and senior teams will be judged over four rounds of debates and winners will be recog-nized at the wind-up banquet and award ceremony at the Co-lombo Lodge on Sat-urday night.
“We welcome par-ticipation from the community to see these amazing young people develop their public speaking and critical thinking skills,” said Lunde.

Trail briefsA lack of qualified
personnel in the Koo-tenays is the reason 5N Plus, a company in Trail, is closing.
The company, which purchased Firebird Technologies in 2009 has issued pink slips to its 75 staff members.
“I think the big-gest challenge we had there was to attract and retain competent personnel,” said Jean Mayer, the company’s director of legal and corporate affairs, in an interview with the Trail Times on Tues-day from his office in Montreal.
“It’s an isolated area, and we found it was difficult to retain per-sonnel compared with the bigger player in the area, Teck.”
Mayer said that even though 5N Plus offered competitive employment condi-tions; the plant could not attract the people it needed to sustain the company.
Most of the activ-ities in Trail will be consolidated to a U.S. subsidiary located in Utah, called Sylarus Technologies.
“Part of the activ-ities will be moved to our head office in Montreal, the rest will be transferred to the U.S.,” he explained. “The plant in Trail will be closed in the next few months.”
Goal reachedWomen in the re-
gion will soon have a clearer picture to aid in early detection and diagnosis of breast diseases. The Koote-nay Boundary Region-al Hospital (KBRH) Health Foundation has reached its goal of rais-ing funds to replace its 11-year-old film mam-mography machine with a digital mam-mography with stereo-tactic capabilities.
Since May 2011, the health foundation has received widespread support for its cam-paign, and had hoped to reach its $950,000 goal by May of this year. However, the campaign reached the
finish line two months earlier.
“As often happens with technology, the price has gone down” said Lisa Pasin, direc-tor of development at the KBRH hospital
foundation.“The new tech-
nology will now cost $790,000 which is why we can wrap up the campaign early.”
Last week the foun-dation received a
$20,000 contribution from the Royal Bank of Canada Founda-tion and $5,000 from the Kootenay Robust-ers, which pushed the campaign to its goal sooner than projected,
explained Pasin. A mammography
exam is used to aid in the early detection and diagnosis of breast diseases in women, a process that is expedit-ed with digital equip-

A turnout sufficient to fill the staff lounge at Selkirk College in Castlegar learned more about the Co-lumbia River Treaty on February 21. Deliv-ering a luncheon pre-sentation to the 30 or so interested attendees was Chris Trumpy, Se-nior Economist with the B.C. Government’s Columbia River Treaty Review. The event was the latest in a series of similar functions staged by the Koote-nay Association for Science and Technolo-gy (KAST).
The treaty has over-seen the creation of a network of dams which has served the purpose of flood con-trol on both sides of the border, along with hydro-power genera-tion.
The international agreement represents diplomatic and engi-neering components that are equally mas-sive.
The treaty was ne-gotiated about 50
years ago and the rea-son it’s been receiving a spike in attention of late is because the first window of opportu-nity for cancelling the pact is due to close next year. That’s not to suggest that any such thing is likely to hap-pen, just that written into the deal is the proviso that plenty of notice be given before either signatory takes such action.
Here’s the exact wording as quoted from Review litera-ture:
“Either Canada or the U.S. can unilater-ally terminate most of the provisions in the Columbia River Treaty
anytime after Septem-ber 16, 2024, provid-ing at least ten years’ notice is given.”
No renewal of the agreement is required – it will continue in perpetuity as long as no action is taken to end it.
Making up the bulk of the related infra-structure are three dams in Canada: the Duncan; Arrow Lake (Hugh Keenleyside), and Mica dams con-structed from 1967 to 1973, and the Libby Dam in Montana.
Some aspects of the system will continue even in the event of a treaty termination. Assured Annual Flood
Control, for example a clause that changes in 2024 to “Called Upon” operation of Canadian storage space as may be needed by the Unit-ed States for flood risk management.
The bi-lateral docu-ment is deep, detailed and fairly complex with impacts affecting a wide range of inter-ests.
Said KAST Execu-tive Director Kelvin Saldern, “If you look at the Columbia River Basin, not just in Can-ada but as well, into the ‘States, it’s a tre-mendously huge ter-ritory that affects the lives of many millions of people.”
Chris Trumpy, hav-ing given audio-vi-sually enhanced overview of treaty-re-lated topics, com-mented prior to head-ing for his return flight to Victoria.
“KAST has been running these envi-ronmental network-ing seminars and lun-cheons for about five years now with Sel-kirk College. They’re always well-attended.
This one had a par-ticularly high level of attendance, and a lot of interest from in-dustry professionals. I think it’s because as we approach the po-tential notice date for cancellation, revisions or modifications to the treaty, people have a lot of interest as to what’s going on there. It has a huge impact… environmentally, so-cially and economi-cally.”
A lot of attendees were students broad-ening their knowledge of the treaty issue as well as honing their networking chops.
Former Selkirk Col-lege student Eugene Voykin has a long standing interest in the treaty and in the river system itself.
He has a desire to do a Columbia River canoe trip from head-waters to mouth, and has conducted prelim-inary fact and opinion finding work along much of the river’s length.
“I think when you’re looking at something that’s so large… to please ev-erybody is impossi-ble,” said Voykin. “So I think it’s finding that balance between both sides and the balance between ecological needs and the need for hydro power… to kind of bridge the dialogue from not just the polit-ical side, but also from the people side.”
A consultant named Dave Dipock of Ross-land-based Bear En-vironmental gave his opinion on the value of a session like the one held that day at Selkirk College.
“The treaty is prob-ably one of the most significant things that can affect us locally in our lifetimes,” said Dipock. “This is going to set the framework for how the river will be managed for many years to come.”

Experience story-telling with Dr. Marga-ret Read MacDonald
The Columbia Ba-sin Alliance for Liter-acy, Regional District of Kootenay Bound-ary Area C Director Grace McGregor and The Grand Forks and District Public Li-brary are pleased to announce a “Festival of Storytelling.”
The event takes place March 13 and 14 at the beautiful Christina Living Arts Centre.
Reviving the an-cient art of storytell-ing, this festival will include:
- Storytelling work-shops for parents, caregivers and ser-vice providers with Dr. Margaret Read MacDonald. It will take place the morn-ing and afternoon of March 13 at the Christina Living Arts Centre.
-A “rekindle the guild” meeting to re-activate a local sto-rytelling organization, at the Grand Forks and District Public Library on the after-noon of March 14.
-“Singing Tales Around the World,”
featuring renowned storyteller MacDon-ald, a free, family-ori-ented community event will take place the evening of March 14 at the Christina Living Arts Centre.
This is Dr. Mac-Donald’s second trip to the Boundary. Her first trip preceded the birth of “The Flights of Fantasy Storytell-ers,” a local storytell-ing guild founded by Cynthia Garnett.
Folklorist and sto-ryteller Dr. Marga-ret Read MacDon-ald travels the world
telling stories and teaching others to tell. Using simple au-dience participation folktales, MacDonald claims she can teach anyone to tell a story in about an hour. Mac-Donald, who holds a PhD in folklore from Indiana Universi-ty, has offered her “Playing with Story” workshops and per-formances in Europe, Asia, Latin America, Australia, and New Zealand and through-out North America. She is author of over 55 books, including
the award-winning Peace Tales and The Storyteller’s Start-up Book.

The Kootenay Gal-lery will open its ex-hibition season on March 8 with the work of one of Cana-da’s most well-known and widely recognized landscape artists, John Hartman. The exhi-bition entitled John Hartman: The Colum-bia in Canada, is a se-ries of 30 watercolours painted along the Co-lumbia River over a span of several years.
Though the imag-
es are small in scale, this watercolour series represents large vistas painted “en plein air” from vantage points high above the river. They will be familiar landscapes to those who call this region home and who proud-ly take their visitors to these lookouts to show off the beautiful views.
Hartman’s fascina-tion with history drew him to this significant river that has so im-pacted the human his-tory of the region. He
followed the Colum-bia River, beginning in the Rockies, heading north and then wind-ing down through British Columbia to
the United States. Hartman chose
to tour a selection of these works to the Kootenay region where the greatest
number of the paint-ings were completed. The exhibit will be accompanied by a full colour catalogue, re-producing each work.
Another exhibition running concurrent-ly with the Hartman exhibit will be the large sacale images of Victoria-based pho-tographer, Mike An-drew McLean, entitled Range. McLean too is fascinated with how landscape has shaped the human experi-ence, more specifically the lives of those who live and work in the Mountain National Parks.
Recognizing their historical significance,
McLean is committed to documenting these vast wilderness land-scapes with hopes of promoting their pres-ervation.
These two exhibi-tions will run from March 8 to April 20 at the Kootenay Gallery located across from the Castlegar (West Kootenay Regional) Airport, adjacent to the Doukhobor Dis-covery Centre. The Gallery is open Tues-day to Saturday from 10-5 p.m.

Grand Forks briefs
Grand Forks Fire Rescue and RCMP responded to another fire in the North Fork Road area on Feb. 21.
According to Grand Forks Fire Chief Dale Heriot, there was a vehicle fire 20 kilometres up North Fork Road and Grand Forks RCMP’s
Staff Sgt. Jim Har-rison said the fire is in the same area as a number of previous fires – it is the RC-MP’s top priority he said.
“It’s on the same property again, up Miller Creek Road, and this time they burnt up an old Blue Bird school bus (that was unlicensed and uninsured),”
Harrison ex-plained.
B&E at Winnipeg Hotel
The Winnipeg Ho-tel in Grand Forks is slated for demolition and asbestos is be-ing removed but that didn’t stop some one from breaking into the hotel.
According to Grand Forks RCMP,
a B&E and theft were reported at 7:25 a.m. on Feb. 20.

ose living, working, playing and travelling along the length of the Colum-bia River Basin have a unique opportuni-ty to help scientists uncover the environ-mental complexities of the area’s ora and fauna.
e Columbia River Basin Biodi-versity Atlas, initially funded and devel-oped by the Fish & WIldlife Compensa-tion Program in 2001 is a conservation planning and deci-sion making project. It provides scienti c data to various users in an easy-to-under-stand format.
e Columbia Riv-er is the key river sys-tem in south-eastern B.C. and the Paci c Northwest, stretch-ing into Idaho, Mon-tana, Oregon and Washington.
Ian Par tt, Coor-dinator at the Selkirk Geospatial Research Centre at Selkirk College says a new
set of online tools now allows anyone to contribute useful data to the project.
“We began with the project being a way for communi-cating and sharing information coming from biologists who were collecting in-formation on di er-ent projects,” Par tt said. “We would get data and reports and it was sort of a tool to send stu out and with this release we’ve built in citizen reporter tools.”
At the website, http://biodiversityat-las.org, one can reg-ister to report things such as roadkill, nest box sightings or even which speci c trees are providing habitat for wildlife.
Now, with the help of partners and vol-unteers from indus-try, government and educational institu-tions, the project is gaining momentum and developing data helpful to a wide range of users.
Summer interns in geographic informa-tion systems courses o en work on the project and bene t from co-op opportu-
nities with biologists from various govern-ment ministries and industry experts.
e atlas is also being used by School District # 8 students as part of the Koo-tenay Lake Learning Commons “e-re-sources”.
Over the last 10 years, the project has mapped the entire Canadian portion of the Columbia River Basin, identifying 42 species of concern.
In a press release, Valerie Hu , Proj-ect Coordinator for the Kootenay Camas Project, said, “Add-ing new tools for public participation in scienti c research is a win-win for con-servation, provid-ing scientists with rich biogeographic information while making it easy for people without sci-ence backgrounds to get involved in the monitoring and res-toration of important local species, like the camas lily.”
e government has also used the Biodiversity Atlas to identify and address important land ac-quisition processes.

Trail Operations is currently seeking an individual in the role of: Supervisor, Traffic and Customs. Reporting to the Group Leader, Logistics and Raw Materials, this position will provide supervision and support for all import and export related activities of goods by rail or by truck through local ports for which Trail Operations is responsible. This position has 2 direct reports.
Responsibilities· Establish and promote the maintenance of a Safe and Healthy working environment; conform to the Corporate and Trail Operations Safety and Health Programs; and ensure personal compliance with Control Document #3843 – Roles and Responsibilities for the Safety & Health System.
· Act as the main Trail contact on import and exports for which Trail Operations is responsible and Vancouver Transportation, the Canadian Border Services Agency, the U.S Customs and Border Patrol, and other related government agencies.
· Act as a Trail local expert regarding customs regulations and trucking logistics.
· Have and use knowledge of the regulations to ensure that imports and exports of goods by rail or by truck through local ports are conducted correctly. Consult with third parties where additional assistance is required.
· Manage relationship with transportation providers for shipments except those for raw materials.
· Respond to concerns regarding the conduct and safety of carriers servicing Trail and Warfield.
· Administer reporting of local transportation charges including demurrage, switching and weighing; take responsibility for resolving disputes or questions regarding these charges on behalf of operations.
· Administer the vendor approval process with respect to this positions’ responsibilities to maintain compliance with the Quality Assurance programs.
· dminister trucking contracts as required including obtaining competitive quotes as required prior to the renewal of trucking contracts.
· Perform other duties as required.
Qualifications: · Must have at least 5 years’ experience with Canada Customs Act compliance and audits.
· Prefer current CCS (Certified Customs Specialist) designation.· Successful completion of a post-secondary degree / diploma strongly preferred.
· Highly organized, detail oriented with strong analytical skills.· Self-motivated with the ability to meet tight deadlines with accuracy.· Proficient with MS Office, especially with Excel and Outlook.· Proven ability to work in a team environment.
