Welcome to the Updated My Education Module!
The updated My Education module allows Sailors who qualify for NCPACE Distance Learning (DL) to submit applications for funding just like those for WebTA :
• Ensure your current education plan and required counseling are properly documented in your My Education account, and you have no other outstanding issues.
• Changes to My Education reflect the updated NCPACE guidance provided in NAVADMIN 243/17.
• What do you do if your school hasn’t populated their NCPACE DL courses and tuition rates in the Academic Institution Module? Encourage them to do so.

Log-in to My Education
• Visit http://www.navycollege.navy.mil, and select “My Education” Under Quick Links. Click on “My Education”.
• You may log-in via CAC or DoD EDI.

Access “My Education”
• Use My Education Home for updated announcement messages and to access the available options.
• If you have used Tuition Assistance (TA) or NCPACE before, be sure all your grades have been posted; otherwise, you may not be eligible to apply for additional TA or NCPACE DL funding, and you could be issued a letter of indebtedness for not having successfully completed previous course(s).
• NCPACE DL reimbursement policy is in effect with NAVADMIN 243/17 for courses with term start dates on/after 01 October 2017.
• To begin your new NCPACE DL application, select “NCPACE.”

Review the Course Catalog
• Review the course catalog for a list of the NCPACE DL participating institutions and available courses.
• Review course descriptions, pre-requisites and other information.
• Review the instruction course delivery mode to make sure it is compatible with your equipment or the resources available to you while deployed.
• Visit the school’s website for additional information to include proctor information. Contact the school directly if you have additional questions.

Assemble Personal and Course Information
• This screen lists the information you will need in order to complete your NCPACE DL
application.
• The “Eligibility” section either welcomes you or cites the issues for you to address in order
to continue.
• If the “Course Issues” box is red, you will need to resolve the pending issues before being
allowed to create an application.

NCPACE Eligible Commands
• NCPACE DL is only available to:
– Sailors assigned to a sea duty type 2 and 4 Unit Identification Codes (UICs).
– Active Duty Sailors serving as an IA/OSA/GSA OCONUS for the duration of the course
term.
– Sailors TAD to an NCPACE eligible command for the duration of the course term.
– Sailors on active duty for the duration of the course term and complete the course prior
to the end of their PRD.

Complete Outstanding Requirements
• You will not be able to create an NCPACE DL Application if the system shows you have
outstanding requirements.
• Visit the Navy College Program website (http://www.navycollege.navy.mil/) and review the
NCPACE section for more information.

Check for Course Issues
• Go to “NCPACE” to locate the “Course Issues” tab. There are no pending issues if the tab is
blue. TA course issues can block you from submitting a new NCPACE DL application too!
• If the “Course Issues” tab is red, you will need to resolve the pending issues. The system will
not allow you to submit an NCPACE applications until you have done so.

Begin Your NCPACE DL Application
• Once you are eligible, select “Create New Application” to continue.
• See NAVADMIN 243/17 for current NCPACE DL funding guidance.

Read the NCPACE DL Application Agreement
• Read the NCPACE DL Application Agreement carefully and keep a copy for your records!
• You can also review a copy by selecting the “View Application Agreement” tab.

Accept the NCPACE DL Contract
• Click “I accept” to acknowledge that you understand and agree to the terms of the NCPACE DL
contract.
• Officers, please note that you are agreeing to remain on active duty for two continuous years
after completing your final course funded by TA and/or NCPACE DL.

Update Profile Information
• Review your profile information. Verify your email addresses are correct.
• Update and enter required information. You can update your information in the “Service
Member” section of your application or by going to “My Education Home” via the “Profile”
icon.
• Don’t forget to save the updated information.

Check Immediate Education Goal
• Verify your “Immediate Education Goal” is up to date and correct if necessary.
• Don’t forget NAVADMIN 243/17 requires you to have an updated counseling session any time
you change degrees and/or schools.

Enter Command Approver Information
• Enter your Command Approver (CA) Information
• Search the list of CAs with established accounts. If your CA is not listed, select “Manual
Entry” and populate the fields.
• It is vital you enter the correct email address or your CA will not get your application.
• Click the check mark and “Select” to populate the fields. Use “Edit” to make changes.

Enter Proctor Information
• A proctor is required for NCPACE DL courses. Search the pick list for proctors with
established accounts. If your proctor is not listed, select “Manual Entry” and populate the
fields.
• The proctor information is mandatory. See your Command Approver for guidance on
identifying a proctor at your command.
• Click the check mark and “select “ to populate the fields. Use “Edit” to make changes.

Manually Entering Proctor Information
• When manually entering the proctor information, you must complete all of the required fields.
• Click “Select” to populate the fields. Use “Edit” to make changes.
• Your Command Approver will certify the proctor listed or reject the NCPACE DL application
back to you for edits.
• The proctor’s mailing address should be the command’s mailing address. If deployed,
ensure the correct command mailing address is used. Your academic institution will use the
proctor contact information.

Enter Installation and School Information
• Search for your installation using the search window and click “select” to populate.
• Select your school using the search window and click the check mark to populate.
• Enter the institution’s published term start and end dates using the calendar functions. All
courses on an NCPACE DL application must have the same term start and end date.
• Contact your institution if you have questions regarding term dates.

Enter Course Information
• Use “Search Course Catalog” to select a course and to populate it to your application.
• You can only select courses listed in the NCPACE DL Catalog uploaded by the institution.
• There is NO option to manually enter a course.

Course Search Feature
• All participating NCPACE DL institutions have uploaded their catalog of NCPACE DL courses
to the Academic Institution Module.
• You can search for courses using the search fields along the top of the page.
• Click the check mark to populate a course to your application.

Enter Course Information
• Complete the remaining course information. Some fields will automatically populate.
• All NCPACE DL courses are designed to be stand-alone. Select the “Primary Mode of Instruction”
that best matches your course delivery method.
• Select the appropriate tuition from the pick list. Some schools may specify an NCPACE DL tuition
rate.
• Ensure you have met the prerequisites.

Confirm Selected Course
• Select “Confirm” if the course you have selected is a course listed on the Navy College
approved education plan that you have uploaded in your My Education account.
• Select “Confirm Substitute” if the course you have selected is an institution approved
substitute for a course listed on the Navy College approved education plan you that have
uploaded in your My Education account.

Submit Your NCPACE DL Application
• Review your course information and select “Save”.
• Select “Submit” to send your application to your Command Approver for review and approval.

Review System Messages
• When you select “Save,” the system may present you with errors/issues to resolve.
• You must correct the items identified by the system messages in order to proceed.
• Select “Save” and then “Submit”.

Submit for Command Approval
• The system will confirm that your NCPACE application has been submitted for Command
Approval.
• Don’t forget that NAVADMIN 243/17 requires you to submit your NCPACE DL application and
have it command approved between 120 and 14 days preceding the institution’s published
term start date.

NCPACE Application
• The Navy College Virtual Education Center (NCVEC) or your servicing OCONUS Navy College
Office will ensure that your course request is consistent with your Navy College approved
education plan.
• Once your application is authorized/funded, you will receive an email advising you to print
your NCPACE DL Voucher and to submit it to your institution to finalize your course
registration.

Follow-up if needed!
• Per NAVADMIN 243/17, your NCPACE DL application must be created, electronically
submitted to your command approver, and command approved between 120 and 14 days
preceding the institution’s published term start date.
• Navy considers it to be the your responsibility to follow-up with the Command Approver to
make sure that the NCPACE DL application is command approved in time to be funded.
• If your command approver has questions or experiences problems, please act quickly.

Receive Command Approval Notification
• The My Education system electronically transmits your command approving official’s decision to you.
• My Education automatically forwards command approved applications to the Navy College Virtual
Education Center (NCVEC) / OCONUS Navy College Offices (NCOs) to authorize the funds.
• My Education will send you an email once your voucher is funded advising you to print your NCPACE DL
Voucher and submit it to your institution in order to finalize your course registration.
• If the cost of your tuition exceeds the NCPACE DL cap of $250 per semester hour or equivalent, then you
must use an alternate source of funding to make-up the difference.
• You may review the status of your NCPACE DL application at any time from My Education.

How to Track Document Status
• Starting with the “NCPACE” icon, select the “Review Applications” icon to check on the status of
your NCPACE DL applications.
• Note: If your application status is “Under Edit,” you have not submitted it to your Command
Approver!
• You may cancel or resubmit your NCPACE DL application up until the final authorization deadline.

Receive Funding Notification
• My Education electronically notifies you once your NCPACE DL application is funded. You
will then need to go back into your My Education Account,” select “NCPACE” and then the
“Review Applications” icon to view and print your voucher. The system also allows you the
option to save and digitally sign your voucher.
• Contact the Navy College Virtual Education Center (NCVEC) or your servicing OCONUS NCO
to cancel your voucher if you decide not to take the course or if you need to modify your
voucher.

Check Your Current FY TA/NCPACE DL Usage
• Per NAVADMIN 243/17, Navy TA and NCPACE DL funds up to 16 semester hours, 24 quarter hours, 240
clock hours, or a combination thereof, per Fiscal Year (FY).
• Navy is not currently authorizing waivers to exceed these caps.
• If you have reached your FY quota, then you must use an alternate source to fund your off-duty courses.
Consider taking examinations-for-credit (CLEP or DSST Examinations).
• Submit NCPACE DL applications well in advance for courses starting on or after 01 October (even if you
currently have zero credits remaining for the current fiscal year.)

Check Your Course History
• You can check your Course History by selecting “My Education Home,” the “Education”
icon, and then “Course History.”
• The listing combines all funded NCPACE DL and TA courses.

Confirm Your Course Completion Status
• Be sure that My Education reflects a grade for all your completed NCPACE DL and TA funded courses.
• If you have missing grades, contact your school to have them enter the missing grades via the Academic Institution
Module.
• Remember, you must reimburse the Navy the full cost of your NCPACE DL/TA Voucher if you fail a course; receive a
Navy recognized collectible grade per NAVADMIN 190/14, withdraw for personal reasons; or exceed the 6-month window
for an Incomplete grade. Once your payment is posted, your eligibility will be restored.
• In case of unanticipated TAD, PCS, change in work schedule, hospitalization, or emergency leave, you may request a
command-sponsored “Waiver of TA/NCPACE DL Reimbursement” if you have withdrawn from the course. Please
contact the Navy College Virtual Education Center (NCVEC) or your servicing OCONUS Navy College Office (NCO) for
details.

How to Upload your School Education Plan
• From “My Education Home,” select the “Education” icon and then “Upload Files.”
• Complete the fields in the “Attachment Upload” window. Enter the name of your school in the
“Name” field and your degree program in the “Description” field.
• Use “Browse” to locate your file and then select “Upload File” to complete the action.

How to Upload your School Education Plan
• Upload your education plan before submitting your NCPACE DL applications.
• Education plan approval will be required after the first 9 semester hours for each level of
academic pursuit (certificate, associate, bachelor’s or master’s).

Log Out of My Education
• Be sure to log out of My Education by clicking the “X” in the upper right corner when you
have finished your session.
• This is particularly important in cases where members share work stations.
