On December 6, 2013 the
Virginia Cemetery Associa-
tion held its first annual
holiday party at the prestig-
ious Jefferson Hotel in the
capital city of Richmond. To
say this was a success would
be a dramatic understate-
ment and I look forward to
this new tradition.
As always many of our loyal
members, past presidents
and dedicated suppliers
came out to support our
wonderful organization. The
Jefferson is an incredible
venue anytime of the year,
but at Christmas it is unpar-
alleled. The hotel was so
beautifully decorated and
the staff so attentive, I can’t
imagine a better setting.
By the smiles and laughter
and good spirit displayed
throughout the evening, I
would say that a very good
time was had by all. I am so
proud to be part of a new
tradition for our members;
one that will now carry on
and grow to be bigger and
better year after year.
If you were unable to attend
this year’s event take a look
at the pictures, talk to your
fellow members and get a
sense of just how incredible
this evening truly was. I
can’t thank everyone enough
for making this event every-
thing we hoped it would be
and way more.
I look forward to seeing
this holiday get together
grow and blossom into a
can’t miss event for all of
our members and vendors.

Legislative Update

Spotlight Review
This year’s 2014 session of the General Assem-
bly began January 8 for two months. As of this
writing we are working two cemetery-related
bills:
HB 588 (Patron: O’Quinn) would permit licensed
cemetery companies to open separate burial
sections for pets or pets and humans.
HB 997 (Patron: Anderson) would require ceme-
teries to get a permit and file a law suit prior to
a disinterment.
Another bill, HB 729 (Patron: Lingamfelter)
seeks to impose a sales tax on “services” per-
formed by many industries, including cemetery
and funeral services. There is widespread oppo-
sition to this bill. We are conferring with the
patrons of these bills to get a better understand-
ing of their issues, and will work to achieve
a positive outcome for VCA members.
Likewise, we are in communication with the
Virginia Funeral Directors Association leg-
islative team. They are working several
funeral service bills, including SB 304
(unclaimed bodies), SB 246 (prerequisites
for cremation), and SB 77 (next of kin).
We will keep you updated on developments
with these bills as the session progresses.

Association,
At our annual meeting in Williamsburg
Virginia this year ( 2013 ) I had the ex-
traordinary privilege of presenting the
Distinguished Cemeterian Award to Mr.
James Stuart. This extremely prestig-
ious award has only been given to ten
members in the sixty-six year history of
our association. In order to even qualify
for this achievement the recipients must
have been a former President or board
member of the VCA. They also must
have been a cemetery employee for at
least twenty five years. Lastly, they
must have been an active member of the
VCA for at least twenty years and be
willing to continue in service to the
board even after retirement.
Those qualifications alone would elimi-
nate most potential candidates; however
Jimmy has gone way above and beyond
all of those things. Jimmy comes from a
legacy, created by his father Vernon Stu-
art, of hard work, caring and dedication
that has allowed both the VCA and the
cemetery industry as a whole to grow
into what it is today.
There is no job, from digging the inter-
ment rights to meeting with families to
training his associates to working on the
board of the VCA, that Jimmy doesn’t put
his whole heart into. He is a mentor to
not only myself, but everyone that he has
come into contact with. There is no one
who is more trusted, more thought of, or
more deserving of this incredible honor.
When you see Jimmy at our next meeting
or get together; take a moment to thank
him for everything that he has done
throughout his entire career to make
things better for all of us. A true legacy is
not what you personally have achieved, but
what you have helped others to achieve.
There is no one I know who has a stronger
legacy in our industry than Jimmy Stuart.
Thank you, from the bottom of my heart for
what you have taught me and all of the con-
tributions that you have made to our profes-
sion. You are an inspiration to us all.

Our annual Christmas gathering at the beautifully decorated Jefferson in Richmond was extra special with seeing old friends and
meeting new ones. The food, beverages and service were outstanding and nicely presented with a Christmas spirit on the main
lobby and grand staircase area making it a lovely evening. For me it was extra special seeing old friends and telling stories. It was
a festive evening enjoyed by all and Happy New Year to you all. I look forward to being with everyone again this year.

Final preparations for the 2014 Annual Meeting and Sales
Seminar are now in full swing. In a month and a half, we will
be descending on The Boars Head Inn in Charlottesville, VA
for a time of education, networking, and relaxation.
This year’s program is packed! Nancy Lohman, President of
the ICCFA and member of StoneMor’s acquisition team, will
be our keynote speaker this year. Herb Nichols and Christine
Martine are planning a Friday lunch presentation regarding
some common legal issues that concern all of us. Friday
night, at our awards banquet Charlotte Hay, author of Being
Dead is No Excuse, will give us a chance to take a walk on
the lighter side of our profession. These are just some of the
