GFOA Certification Program

The Certified Public Finance Officers Program (Certification Program) of the Government Finance Officers Association of the United States and Canada (GFOA) is a broad educational self-study program designed to verify knowledge in the disciplines of government finance. The Certification Program is governed by the Council on Certification. Technical and administrative support for the program is provided by Radford University's Governmental and Nonprofit Assistance Center.

Session Abstracts with Speaker Biographies

Economic Update

The United States economy is currently in the midst of the 2nd longest economic expansion since World War II. After a lackluster performance from 2010 to 2016, the Virginia economy picked up the pace in 2017 and is growing strongly in 2018. With global trade conflicts, an emerging currency crisis among developing countries, and uncertainty in Washington, D.C., can the recovery last through 2019? Are there storm clouds on the horizon and should we prepare for poor economic weather?

Robert McNab currently serves as the Director of the Dragas Center for Economic Analysis and Policy in the Strome College of Business at Old Dominion University. He has published over 50 articles and chapters and is an Associate Editor with Journal of Economic Surveys and a board member of Public Finance and Management and Management and Organization Review. Governor Ralph Northam recently appointed McNab the Joint Advisory Board of Economists for the Commonwealth of Virginia and he is a member of the Federal Reserve Bank of Philadelphia’s Survey of Professional Forecasters.

McNab received his Bachelor of Arts from California State University, Stanislaus in 1991 and his Ph.D. in Economics in 2001 from Georgia State University in Atlanta, Georgia.

GASB Update - OPEB and So Much More The waiting is over; the implementation of other postemployment benefits has come. Statement 75 will be the main attraction of this session with an emphasis on what is required to be reported and how this information can be communicated. At the same time, there are other key GASB Statements that should not be overlooked by Virginia governments. New pronouncements that will be highlighted include fiduciary fund reporting, debt disclosures, leases, and the Omni-present implementation guides.

David Bean is the director of research and technical activities for the Governmental Accounting Standards Board. He assigns and provides oversight to the GASB’s research, technical, and administrative activities. Prior to joining the GASB in 1990, he worked in public accounting and government. He also has served as Deputy Chairman of the International Public Sector Accounting Standards Board.

Bean is a member of the Government Finance Officers Association, the Connecticut and Illinois Government Finance Officers Associations, the American Institute of Certified Public Accountants, the Illinois CPA Society, the Association of Government Accountants, the National Federation of Municipal Analysts, and the Municipal Analysts Group of New York.

Durland joined the IRS in 1994, where he audited personal, partnership and corporate income tax returns until 2001, when he joined a newly-formed division dedicated to serving federal, state and local governments. After leaving to work with the Government Entities Compliance Unit for five years, he returned to federal, state and local employment tax in 2014. Durland earned a master’s degree in Accounting in 1992, then worked for a regional accounting firm and earned his CPA license.

Best Practices in Managing OPEB Trusts Rising healthcare expenditures, ongoing budgetary concerns, and changes in actuarial discount rates continue to threaten the sustainability of OPEBs, and state and local governments must act soon to solve long-term funding needs. With the implementation of GASB 74 and 75, more employers are considering pre-funding a Trust to help address their OPEB liabilities. During this session, we will briefly discuss the benefits of pre-funding an OPEB Trust and the steps required to establish one, including Virginia Code requirements. Then we will take a deeper dive into best practices in managing OPEB Trusts, including developing an investment policy statement, determining the appropriate asset allocation, managing fees, and fraud prevention. GASB 87: Lease Reporting The Governmental Accounting Standards Board (“GASB”) has a new single model to help state and local governments report leasing agreements. GASB Statement (“GASBS”) No. 87, Leases, categorizes leases as financing arrangements that allow customers to use the leased asset. Speaking on the leasing standard, GASB Chairman David Vaudt said the guidance brings into line the accounting and financial reporting of lease arrangements with their economic nature and will reduce confusion among governmental financial statement auditors and preparers.
