• Submerged Land Management Agreement entered into in 1988
• Vero Beach a state pilot project for 3 years• 1991 renewed management agreement for a
period of 25 years• State fees waived as long as venture is not
for profit
SUBMERGED LAND OWNERSHIP ISSUES
• Land owned by the state and managed by the Board of Trustees of the Internal Florida Improvement Trust Fund
FDEP PERMIT ISSUES
• Your usual: bottom sampling, Johnson sea grass, Manatee protection, etc.
• Turbidity was an issue in our area as we are located near a main relief canal for the mainland upland areas
DESCRIPTION OF CUSTOMERS
• Mostly seasonal transients• Most are retirees who dreamed of living aboard
and traveling to Florida and the Bahamas in Winter and places North in the Summer
• Most have discretionary income that they spend in your community
• Vessels will almost always come in for hurricane protection
HIGHLIGHTS OF MANAGEMENT PLAN
• Mooring field managed with a staff of seven• All staff are city employees• Each vessel must check in with us for an
assignment upon arrival and meet certain criteria i.e.; must have current registration, operate under own power, must be in good condition; Harbormaster given authority to make judgment call
• Visitors must come to office and register and pay fee at least every seven days
FEES
• Mooring buoy $11.00 per day• Showers $1.00 per day per person (must
check out key for each use)• Monthly $11.00 per day, $45.00 liveaboard
fee (Issued head key)
INSTALLATION COSTS
• Helix anchor: $900 - $1,000• Buoy: $100.00• Chain: $4.50 per ft. (length 1.5 times water
depth)• Shackles, Swivels: Varies• Pendant: $1.00 per ft (3/4” nylon 3 strand)
UPLAND FACILITIES
• Dinghy docks for landing• Restrooms and showers• Laundromat • Available public transportation
PRO FORMA
• Annual revenue: $195,000• Annual operating cost: $195,000• Net profit: Not for profit but allowed to use
revenues for mooring maintenance, staff salaries, upland facilities, dinghy docks, etc.
INSURANCE REQUIREMENTS
• Long-term: Hull & 300K liability with city added as additionally insured
• Nothing as of yet for transients but working on some sort of language for inclusion in registration form
HOLDING CAPACITY
• We don’t rate them• We have experienced at least one vessel per
mooring in Category 1, 2, and 3 hurricanes• Twenty one percent breakaway rate in Cat 2
& 3 storms • Breakaways almost entirely due to chafe
problems associated with short rode not allowing for water rise
HURRICANE POLICY
• We recommend you move your vessel or secure it in the mangrove cuts
• We will allow one vessel per mooring• We recommend you use multiple pendants, use
extensive chafe protection, and use at least 25’ –30’ of rode to allow for water rise
• No one is allowed into the field after a hurricane warning is issued
• We highly recommend you do not remain aboard and offer to take customers to a shelter
