“Utility Self-control”
Conceptual presentation
Chris ClabaughChris Clabaugh ConsultingMay, 2010
© 2010 Chris Clabaugh Consulting
The concept: “Utility self-control”
Premise: “passive power consumption” needs to move to “proactive power management” But at a much more granular, per-user or even
per-meter basis Eventually down to the ‘smart in-home/on-
premise device’ level

Utility “self-control”: Phase 1
Nominally 5 functional areas or phases to consider:
1-Smart meter provisioning & control Meters are “just another network element”
Similar functionality (and probably much less complex)
Requires workflow, service order orchestration, inventory management, account caching, …
2-Real-time Arbitrage and Charging In-memory source, type, rate, capacity tables Per-meter budgeting and rule definition/enforcement Preferred method or source of power, per account /
per meter

Utility “self-control”: Phase 1
3-Self-configuration Users to control “dials” to manage meter
functions (for now…)
Users to set budget/alarm thresholds and notification type or transport
Users set preferred method or source of power supply together with time of use specifics
4-Time of Use reporting / throttling Provide data objects for BI reporting on a per
meter / user/ regional basis Exploit smart meter functions
(for now…)

Utility “self-control”: Phase 1
5-Online or mobile payment processing Interface directly to card networks, debit
networks Scratch-card refills, quota nibbling Enable consumer to consumer value transfers
for Utilities credits

Utility “self-control”: Beyond Phase 1
Subsequent phases: Phase 2: Handle micro power generation aspects
Users selling power from granular power generation plants
Phase 3: Integrate intelligent in-home devices Home/office devices become other elements to manage
Phase 4: Extend into ‘water self-control’ Provide water usage/meter/control (especially for
drought-stricken areas) Again, “just another network element”
Phase 5: Extend into ‘natural gas self-control’ Provide energy management for this type of fuel as well
The goal being total self-control of a site’s utility footprint

Provisioning and Service Activation

Smart meter provisioning
Provisioning and Service Activation requires:
An agileAn agile and flexible framework flexible framework for utility service providers Which Which reliably automates reliably automates delivery of high value, high demand, demand,
complexcomplex and converged servicesconverged services to consumers
This demands seamless support of conventional and convergent networks & utility services:
extended connectivityconnectivity workflowworkflow capabilities Incorporation of a powerful rules-based service catalogservice catalog integrated network inventorynetwork inventory
The service must provide advanced availability and sustainable real-time performance & support provisioning-lessprovisioning-less services

Required functional components (2)
Real-time rating, charging, and
quota management
© 2010 Chris Clabaugh Consulting
Real-time Arbitrage and Charging – Requires:
Knowledge: Bringing data and logic closer to the network delivering more intelligence at the network layer Better understanding of usage of services through Deep Packet
Inspection; leads to creation of innovative data-driven services Creates up-sell and cross-sell opportunities at the moment of
usage Maximize sales or savings opportunity @ the moment of usage Flexible and granular billing options Delivers personalized service
Agility: Removal of silos, delivering agility at the consumer’s site Faster TTM for new services and offerings Allows faster reaction to competitive / alternative offerings
© 2010 Chris Clabaugh Consulting12
Policy / Quota management – Requires:
Policy Rules to grant or deny access to a service or Policy constraints
using a service Example policies include:
Subscriptions to power sources PIN required services Rateable service and rateable consumer usage driven events Blacklisted consumer and energy source redirection Worthiness filter (used to gain access to “Virtual Balance” manager) Volume, Duration, Usage, Time of Day, etc.
Quota Management Quota nibbling or chunking from current allocation Reduces accesses to backend utility billing systems
Virtual Quota Management Access if/when Billing system unavailable (failures, planned
outages) Provides quota allocation up to some maximum level Generates reconciliation records / data streams
© 2010 Chris Clabaugh Consulting13
Service Control Service Authorization, Service Reauthorization, Service Stop, Energy
Source Authorization, Quota Return Service Aware data fetch, cache and manage real-time updates to data
points Usage Session and charging session lifecycle Support reserve, commit, billing plans; possibly ad-hoc as well Granular charging indicators (volume, timed, event, etc.) Context aware: provide correlation of service and consumer information Consumer intelligence – logging of transaction details data mining PIN expiration / reset Service Priority (enables operator to offer best price / availability / or
profit) Record Generation (event records)
Pre and Post paid billing record generation Includes: Aggregation, Correlation, Dup-detection, ….
Service Aware data – should be highly available Session data Consumer and supplier profiles Blacklists / White lists / etc. Service Pack Policy Data
Service control / management – Requires:
