Ambition JPI Urban Europe
The JPI Urban Europe is a transna;onal, mission-‐oriented, forward-‐looking research and innova;on ini;a;ve on sustainable urban development. Its ambi;on is:
• to provide evidence for new urban policies and strategies and by that enhancing ci;es’ capaci;es for transi;on
• to address urban development and sustainability in its complexity and genera;ng radical new knowledge and concepts to tackle the urban challenges (cross-‐sectoral, interdisciplinary)
• to team up with ci;es and urban stakeholders of all kinds to enhance the impact of our research and support the exploita;on of technological and social innova;on (transdisciplinary, focus on societal impact)
Background Strategic Research and Innovation Agenda
• The main reference for JPI Urban Europe mid-‐ and long-‐term research and innova;on needs
• Urban Megatrends reports (March 2014)
• Co-‐crea;on exercise to realise and establish commitment
• Scien;fic Advisory Board, Governing Board, na;onal consulta;ons, European Commission, ci;es’ representa;ves, research and civils society stakeholders …
• Publica(on date set for end of September 2015
Two-‐dimensional concept Strategic Research and Innovation Agenda
Focusing on the transi;on towards sustainability two dimensions need to be considered and included in a comprehensive research framework:
Longitudinal dimension
Thema(c dimension
=> Implementa(on
Two-‐dimensional concept Strategic Research and Innovation Agenda
Longitudinal dimension:
• Focus on methodological innova;on, a beWer understanding of the complexity of urban sustainability, and support for ci;es along the en;re transi;on cycle, from target seXng up to concept implementa;on and valida;on.
• This calls for research efforts on radical new insights into sustainability, its drivers and condi;ons, new methods, concepts and tools, databases, indicators, transi;on processes and pathways, etc.
A new type of research and innova(on projects Strategic Research and Innovation Agenda
Embracing complexity:
• projects need to deal with the mul;-‐dimensional seXng of inter-‐, trans-‐disciplinary, and cross-‐sectorial research, in order to analyse and con;nue to develop the conceptualisa;on of smart, urban spa;al dimensions, and to understand how to develop capaci;es to deal with a super-‐wicked issue.
Solu(on-‐orienta(on:
• project funding needs to enable an over-‐arching approach, in order to bridge the gap between development of new methods and their implementa;on. Funding of basic research aspects together with very applied elements must be possible in the same project.
Sustainable and livable urban areas Strategic Research and Innovation Agenda
Urban transition Strategic Research and Innovation Agenda
To support ci(es along the en(re transi(on cycle, from target seJng up to concept implementa(on and valida(on. By efforts to:
• enhance our understanding of the complexity of urban sustainability in all its dimensions
• provide a framework to assess and monitor urban sustainability progress
• iden;fy and quan;fy pivotal forces that influence sustainability and its cons;tuent factors as well as the interrela;onships between them
Urban transition Strategic Research and Innovation Agenda
To support ci(es along the en(re transi(on cycle, from target seJng up to concept implementa(on and valida(on.
By efforts to:
• prepare and tes;ng context-‐specific transi;on strategies
• provide tools and methods that support ci;es in this decision making process as well as to support the implementa;on of strategies
• take advantage of new data sources, the opportuni;es provided by big data and their poten;al for urban decision making and governance
Thematic priorities Strategic Research and Innovation Agenda
Vibrant urban economies • Agglomera;ons and smaller urban areas, resilience and
external forcing, from compe;;on to coopera;on Welfare and finance • Public services, community-‐based services, and new
business models to finance transi;on models Urban environmental resilience • CCA, eco-‐system services, integrated land-‐use
management, resilience engineering Urban accessibility and connec(vity • User needs and behaviours, quality of life and
accessible services, new forms of organiza;on and management
Urban governance and par(cipa(on • Collabora;ve governance in uncertainty, par;cipatory
devices
Implementation Strategic Research and Innovation Agenda
A sneak preview of the thema(c frame for a mul(-‐year call agenda (roadmap)
A theme to guide each call with elements of all priori;es integrated
• Allowing each of the priori;es to contribute to the call
• Suppor;ng cross-‐fer;lisa;on of thema;c priori;es
• Having clearly defined and focused call topics from each of the priority areas at the same ;me
Implementation Strategic Research and Innovation Agenda
Call development • Call topics defini;on for each call considering
achieved results, latest scien;fic developments, newly iden;fied research needs and external coopera;on opportuni;es
Opening opportuni(es for teaming up with other ini(a(ves
• JPI UE calls supported by H2020 Challenge for ERA-‐NET opportunity if feasible
• Joint ac;ons with URBACT or Structural Funds can be nego;ated
Programme management and call development • Thema;c guideline for connec;ng the thema;c
priori;es, u;liza;on of results for calls, workshop and conferences to develop the community, science-‐policy exchange, etc.
