BILL 66 MEMBER CALL TO ACTION PAGE 7
WHAT IS AT STAKE?Bill 66, Restoring Ontario’s Competitiveness Act was given Royal Assent on April 3rd, 2019. Bill 66, Schedule 9, has allowed the Labour Relations Act to be changed to deem municipalities and certain other entities to be non-construction employers. Trade unions that represent employees of these employers who are employed, or who may be employed, in the construction industry will no longer represent those employees.
Employers who fall under the Bill have until July 3rd, 2019 to make the decision to stay with current collective agreements in place or opt out of in place collective agreements. If employers chose
to opt out of collective agreements under Bill 66, Schedule 9 members of the Carpenters’ Union will:
• LosetherighttobeintheCarpenters’Union
• Lose coverage of the Carpenters Collective Agreement
• LoseUnionbenefitsandpensions
• Be at the mercy of their employers for all terms of employment
We need all members of the Carpenters’ Union across Ontario to share their voice against Bill 66 and protect the work of our current and future Brothers and Sisters.

BILL 66 ATTACKING WORKERS’ RIGHTS

WHAT WE ARE SAYINGMembers of the Carpenters’ Union have a long history building the skyline of Toronto and the surrounding areas. Ford and his conservative government have targeted hard working construction workers across Ontario , they want to take away collective agreements that have been in place for decades. Canada was built by construction workers and for the provincial government to put forward union busting legislation is not only an insult to members of the Carpenters' Union but an insult to the families of thousands of members who work hard to provide for their families each and every day.
Paul DalyLocal 27 CoordinatorCarpenters' Union
The Provincial Government is actively attacking unionized construction workers across Ontario by bringing forward Bill 66. Now Bill 66 has been downloaded to the city level and we need to directly respond to defend the bargaining rights of our members employed by cities, school boards and other municipal agencies. I urge you to make your voice heard and educate those around you about Bill 66 and the impact this Bill will have on our members . Take action and call, speak, e mail your city Councillor and tell them why Bill 66 should not be implemented at the City level.
Mike YorkeDirector of Public Affairs and Innovation, President Carpenters' District Council of Ontario
Members coming together to support the 2019 Tax Fraud Day of Action. These members heeded the call to action for Tax
Fraud. Learn more about the call to action on Bill 66 on page 7.
Members attend a Town Hall focused on Bill 66 and the negative consequences if Bill 66 becomes law.
Members attend a Town Hall in Scarborough to learn about the impact of Bill 66 and to hear more
about what members can do to stop Bill 66.
Bill 66 is a basic attack on fairness for unionized construction workers. Workers in this province who work for cities, school boards and universities have done nothing wrong but go to work every day and work hard for their money. Our members have a right to be in their union, a right to their collective agreements and to be attacked by a government that is supposed to be representing us all, is just plain wrong!

BILL 66 ATTACKING WORKERS’ RIGHTS
POLITICAL ACTIVITY FOCUSED ON BILL 66
Members employed with the City of Toronto, Toronto Community Housing, Exhibition Place and the Toronto District School board coming together to opposed Bill 66.
City of Toronto Councillor Jennifer McKelvie (far left) met with Mike Yorke, Director of Public Affairs
(far right), and Carpenters’ Union members Deanna Wheeler (second from left) and Katie
Ross (second from right)
Members of the Carpenters’ Union meet with City of
Toronto Councillor Kristyn Wong-Tam (center)
The Carpenters’ Union spoke at Queens Park about the negative impacts of Bill 66. Ian Arthur (far left, black tie) of the NDP and Mike Shriner (middle right, green tie) of the Green Party and Mark Lewis, Legal Counsel for the Carpenters’ Union (centre, blue tie) speak to members
of the Carpenters Union and provide details on why Bill 66 is bad for unionized construction across Ontario.
Across Ontario, leadership and staff of the Carpenters' Union have been meeting with city councillors, members of provincial and federal parliament and city staff advocating for Bill 66 Schedule 9 not to become law. Through meeting key individuals on the municipal, provincial and federal levels of government, the message from the Carpenters' Union is to not support Bill 66 Schedule 9 and continue to support unionized construction across Ontario.

FIGHTING FALSE NEWS ABOUT CONSTRUCTION COSTSSome Conservative politicians and their allies in the right-wing media claim that ripping-up our collective agreements will save municipalities and school boards hundreds of millions of dollars by allowing our work to be done by non-union contractors. They regularly state that non-union construction costs would be 20 to 40% cheaper. There is no evidence that these outrageous claims are true and it’s time to respond to this false news head-on.
The one major study which actually looks at the facts was done by the City of Toronto itself. That study found that there just aren’t major savings to be had by going non-union. The conclusion was when all the relevant factors were taken into account (like the percentage of a contract price which actually relates to labour costs and the requirements of fair wage policies), the very best that the City could hope to save would be 1.7% of its overall costs.
Most importantly, as the City of Toronto study clearly states, just because non-union contractors pay their workers less doesn’t mean that their customers actually save any money. If that was true then unionized companies would never be the successful bidder any of the vast majority of municipal work which isn’t covered by any subcontracting clauses. The simple fact is unionized workers are more efficient workers because of things like their better training and superior safety.
Unionized contractors and unionized workers get projects done on-time and on-budget. That is proven real value for money and it’s about time that people stopped making claims without any hard evidence about how much money they think can saved by ending collective agreements and attempting to lower workers’ wages.

Call Your Municipal Councillor to Let Them Know Bill 66:ThreatensPublicSafety: Bill 66 prioritizes cutting ‘red tape’ around planning approvals for business rather than safety of Ontario’s residents. If Bill 66 is implemented, key public safety protections will be removed.
DissolveCollectiveAgreements: Our longstanding Collective Agreements will be dissolved through Bill 66. Many agreements have been in place for generations.
FueltheUndergroundEconomy:The Bill opens up bidding to contractors who have the freedom to improperly hire their workers as sub-contractors rather than as employees.
