Characteristics of the underserved sector
The target sector of this project is the out of school youth, whose age range from 25
below and which 85 percent in global statistics comprise the age of 15 to 24. The out of school
youth are mostly living below the poverty line and are unable to attend formal schooling.The youth in the age group usually are the juvenile delinuents, who later on become less
competitive in finding decent wor! and earn wages enough for a decent living. "ince their
growing number seem unnoticed, less projects for their benefits are ta!en place. #ecause of their
situation that this group would be the target of adult enhanced literacy program so that they can
acuire !nowledge and s!ills essential for personal growth.Two motivation theories
$ne theory of motivation significant in this paper is the %aslow&s hierarchy of needs
whereas the students would be able to discover the needs to meet the lower levels n order to
reach the higher ones. 'ccording to %aslow, people are inherent with cognitive reasons to
perform certain actions, and with adaptation of his theory, a variety of motivations are presented
with different levels. (rom the base level of physiological or biological needs of the out of school
youth, they are motivated to do actions to satisfy such needs as food, shelter and others. )hen
these needs are met they are going to be motivated in higher levels until they are motivated for
the need on self*actuali+ation.
onsidering that the lower levels can be met easier, the need for education and learning
values may help them to have stronger desire for individual potentials. 'nother theory of
motivation that can help out of school youth to increase interest toward learning is -ohn )atson&s
theory which is classified as behavioral psychology.
#ehaviorism has we all been !nown as a theory of learning based on the idea that
behaviors can be acuired by means of conditioning. n application of this theory as an approach
in motivating the students to learn, we can e/pect that they may have greater interest to
participate in the literacy enhancement program and s!ills development trainings.Three (3) key needs of the population(s) in the program

The !ey needs of the target population are literacy enhancement, s!ills development and
behavioral development. )hile it is true that many out*of*school youth are able to read and
write, there is still a need for them to participate in enhanced literacy program in order that they
may be able to acuire more !nowledge and theories that can best understood with proper
reading programs.The youth should be motivated to have positive attitude toward learning and their
behavior should adapt with the social culture in which they live. ' need for literacy enhancement
as a steppingstone for acuisition of higher learning and s!ill development will be the paper&s
target goal.
'nother program incorporated in this presentation is the behavioral development of the
beneficiary youth. onsidering that they might have untoward behavior ad attitude because of
their social orientation there are some programs which may be characteri+ed with regular
counseling and values formation. The end of this project is to enable the youth to become
socially responsible and productive individuals in the future.Propose at least three (3) ways the program will recruit, enroll, and support diversity in its
target population.
There are various ways in which this program may recruit, enroll and support the target
population. (irstly, there should be a design of curriculum which is adopted with the educational
needs of the learners. urriculum planning may help define the areas at which the target
beneficiaries may have further interest of involvement.
0esearches about motivation and behaviors as to identify the most appropriate teaching
approaches and strategies are needed, together with the areas of learning that may capture their
potential s!ill*development interest. "econdly, there should be provision of learning devices and
training euipments.

There is a need for construction of learning facilities, provision of learning euipments,
computers and a possible site for vocational trainings that are needed for s!ill development
trainings. "uch reuirements average si+e for the number of grouped students having the same
interests. Thirdly there should be hiring of competent lecturers on adult education programs. The
lecturers should be fle/ible in the sense that they can adapt with the diverse behavior of students
since the targets are not just come from one race or with same culture. "!ills and competence are
of high importance.
To ta!e note of the proposal there are stages at which the underserved sector will be
helped. 't the start of the program, the project will focus on enhancement of students& literacy.
)hen they are ready for the higher level of learning, they will be as!ed but their employment
preference. t might be office*base or blue collar jobs hence the need for the provision of a
vocationaltechnology training facilities.
Three (3) benefits that will result to the population and or community as a result of the
grant.
This program may benefit the community. #ecause the target population are out of school
youth who are more li!ely to engage in lawless elements if not guided properly, the propose
project may give them another insight and life perspective. This helps the community because of
possible reduction of crime rates and institutionali+ation of orderliness in the locality. 'nother
benefit is that the out of school youth who might be ashamed to get bac! in the formal school
may be given the chance to pursue a career. )hat this project offers is an alternative or option of
the out*of*school youth should they decide to straighten up their lives and have better future. n
the end, the project may contribute for the reduction of unemployment rate which is very
rampant especially in many urban communities.
